PROPOSAL SUMMARY
Torreya State Park Campground Paving Project
FDEP Project #61469C
CN213 TA21
The Bureau of Design and Construction (BDC) desires improvements to the Torreya State Park
Campground. Specifically, these improvements are to pave the existing entrance road, campground loop and dump station pull off and tie-in to the main entrance road. Currently the roadway is compacted gravel and dirt, requiring regular maintenance to prevent washouts, erosion and potholes. In addition to paving the roadway, other activities include clearing and erosion control and incidental stormwater needed to comply with permit requirements if needed.
No signing, striping, campground improvements, utilities are included in the proposed work.
The Consultant, Halff Associates, Inc. and their subconsultants (Halff) will provide professional services to complete the topographic survey, design and permitting and bid and construction services to pave the Campground Paving Project.
Subtask 1 – Topographic Surveying
Description: The Halff team will provide a topographic survey of the area.
The survey will be performed under the direct supervision of a licensed Florida Surveyor and
Mapper, will meet the Florida Standards of Practice for Surveying and Mapping, and will include the following:
All surveys created will include the following information:
• Topographic information will be shown on a 1.0 foot contour interval.
• Cross sections will be taken along the existing campground road at intervals of 50 feet or less with each cross section extending to at least 20 feet each side of the roadway centerline.
• All significant natural and manmade features, improvements, and permanent structures within the limits of the survey area will be located and identified.
• Spot elevations will be taken as necessary to produce an accurate DTM for civil design purposes.
• Trees will be located as specified by the Project Engineer and will include DBH and type of tree.
• Place a Sunshine One Call Design Ticket for the campground roadway. Subsurface utilities will be shown on the survey drawings based upon paint markings or maps provided by the utility owners. Please note that these locations should be considered approximate only and there may be underground utilities within the project site that are not shown on the final survey. Copies of the Design Ticket and any maps provided by the utility owners will be provided to the Project Engineer.
• All survey data will be referenced to the NAD83, Florida State Plane, North Zone (foot) and NAD ’88 vertical datum. On site control points will be established for future use.
• Benchmarks will be established on a hard permanent surface and referenced to the control network.
• All stormwater structures will include top elevation, invert elevations and type/size of pipes.
Deliverables: One (2) signed and sealed copies will be delivered to the Bureau of Design and
Construction (BDC) upon completion, one (1) signed and sealed PDF and an AUTO-CAD, 2017 or newer compatible file. AUTO-CAD submittal is to comply with BDC CAD Standards attached to CN213.
Performance Measures: Deliverables will be reviewed by BDC to confirm they are complete, accurate and timely.
Fixed Price Cost: Subtask 1 – Topographic Surveying
Subtask 2 – Geotechnical Investigation
Description: For this investigation, it is proposed to perform a total of eight (8) hand auger borings spaced approximately 300 feet across the existing pavement, ranging in depth from 5 to 10 feet below existing grades. Soil samples will be collected and transported to the laboratory for additional classification testing, as needed. Boreholes will be backfilled with soil cuttings and topped with compacted existing road base/gravel.
Two (2) double ring infiltrometer (DRI) tests will be performed near test locations HA-03 and HA-
07 at a depth of approximately 6 inches below existing grades (just below topsoil). These tests will provide unsaturated vertical infiltration rates, which will then be correlated to horizontal infiltration rates.
Laboratory services will consist of a Geotechnical Engineer visually reviewing the USCS soil classification of the soil samples returned from the field services. The Geotechnical Engineer will then assign select laboratory classification testing to provide additional support for the engineering report.
Field Exploration:
• Subconsultant will travel to the site to place white flags and white paint for utility locating services a minimum of 48 hours in advance of the field exploration work. If the owners of the site have knowledge of existing underground utilities, please advise.
• Measure depth of groundwater and note any seasonal high indicators at the time of drilling.
Subsequently, we will backfill the hole with soil cuttings and existing gravel/base.
• Subconsultant will clean area from the drilling operations to the extent practical. If the client desires the site to appear untouched, additional fees will be applied for further cleaning efforts.
