RE: Amendment of Task Assignment (Request for Additional Services Authorization) Consultant Contract Number CN213, Task Assignment 16 - Change Order 2
Lake Jackson Mounds Archaeological State Park Butler Mill Creek Realignment
Dear Teri:
The Florida Department of Environmental Protection (FDEP) selected Halff Associates, Inc. (Consultant) to provide professional services for the realignment of Butler Mill Creek and design of improvements within the Park visitor area.
Accordingly, the Consultant has provided construction plans and obtained permits from Leon County Development Support and Environmental Management (Environmental Management Permit LEM 20-00016) and Northwest Florida Water Management District (Environmental Resource Permit IND-073-294406-1).
Background and Scope of Services
The Florida Department of State, Division of Historical Resources (DHR) has requested a professional cultural resources assessment survey and advised that a 1A-32 permit will be required. Archaeological services were specifically excluded from the above-referenced contract executed January 7, 2020.
On December 22, 2020, dredge and fill permitting previously under the jurisdiction of the Army Corps of Engineers was assumed by FDEP under Section 404 of the Clean Water Act. The requirement for 404 permitting through FDEP did not exist at the time the original contract, CN213 TA14, was executed (9/20/18).
FDEP has requested that the Consultant provide Construction Administration services that were specifically excluded from the above-referenced contract.
For your review, Halff Associates, Inc. has provided a proposal summary and man-hour documentation for the additional tasks identified below:
• Subtask 9: Archaeological Services
• Subtask 10: FDEP 404 Permitting
• Subtask 11: Bid Support Services
• Subtask 12: Construction Support Services
Also, the time frame to complete CN213 TA16 C01 is set to expire on August 12, 2021. Additional time is required to complete the additional Subtasks listed.
Please review the attached Proposal Summary and deliverables.
Sincerely, David W. Hutcheson, P.E., P.S.M.

SUPPLEMENTAL SCOPE OF SERVICES

BUTLER MILL CREEK REALIGNMENT
LAKE JACKSON MOUNDS ARCHAEOLOGICAL STATE PARK
DEP CONTRACT NO: CN213, TASK ASSIGNMENT NO: 16 CO2, PROJECT NO: 61185C
Revision Item 1: Additional Sub-tasks
Subtask 9: Archaeological Services
Description Subtask 9: Halff’s subconsultant, PaleoWest Archaeology, will complete a Phase I archaeological and historical survey. The work will be completed to Division of Historical Resources (DHR) standards to comply with Module 3, Guidelines for use by Historical Preservation Professionals.
PaleoWest will record all sites according to Florida Master Site File standards, and the resulting report will comply with Florida Rule 1A-46.
The proposed scope entails surveying an approximately 1100-foot linear project area and staging area located within 8LE00001. All areas of the proposed undertaking will be surveyed according to high probability guidelines, with shovel test pits placed at 25-m intervals. No survey is recommended in the proposed demolition areas including impervious surface removal, tree removal, and silt fence. Up to 17 shovel test pits (STPs) measuring 50 cm x 50 cm will be excavated, with artifacts separated by 10 cm levels. As the APE is within 8LE00001, which is a NRHP-listed archaeological site known to contain human remains, no site delineation is necessary.
Discovery of cultural material is anticipated and it is assumed that laboratory analysis will not exceed 24 person-hours. The scope of work is subject to review by the Florida Division of Historical Resources during the 1A-32 permit process, which will be initiated by PaleoWest Archaeology.
Deliverables Subtask 9: Report of findings per 1A-46 and copy of 1A-32 application in PDF format.
Schedule Subtask 9: Consultant shall deliver the digital draft Report and copy of application to the DEP project manager within thirty (30) business days following receipt of executed Task Assignment.
