PROPOSAL SUMMARY

Werner Boyce-Salt Springs State Park

Southwest Florida Water Management District Permitting

GENESIS will perform permitting, inspection, and certification services for the previously constructed roadway access at Werner-Boyce Salt Springs State Park, more specifically described as follows:

Task 1: SWFWMD Permitting and Certification Services

Background: In January 2009, the FDEP Bureau of Design and Recreational Service obtained an Environmental Resource Permit (ERP) from the Southwest Florida Water Management District (SWFWMD) for the construction of a spine road connecting the park's entrance on US 19 to secondary entrances on Old Post Road and Salt Springs Road. Due to issues that arose during construction, only a portion of the permitted plans were constructed and the project was never transferred from Construction to Operation status. After the construction permit expired, the SWFWMD contacted FDEP requesting the certification package.

GENESIS submitted the requested certification package on behalf of FDEP noting the deviation. The SWFWMD rejected the request to transfer the system to operation because they need verification that the stormwater management facilities constructed to date are adequate for the quantity of roadway constructed.

Typically, these types of deviations require a simple modification to the existing permit. Unfortunately, because the existing ERP had expired the existing ERP could no longer be modified and FDEP must obtain a new ERP for construction that has already occurred.

Description: Based on the pre-application meeting previously held with the SWFWMD, GENESIS engaged a professional land surveyor to prepare as-built drawings of the roadway infrastructure that was constructed under the 2009 ERP. These drawings are intended to serve as the 'plans' that are the basis of the new ERP (i.e. Genesis will not re-create the 2009 roadway plans). Genesis will evaluate the as-built survey to determine if adequate water quality treatment is available within the roadside swales to meet the current SWFWMD treatment requirements (Attenuation will not be evaluated because the site is tidally influenced and is understood to have unlimited discharge). If the as-built survey reveals deficiencies, Genesis will utilize the as-built survey as a 'base' drawing and prepare construction drawings for the remediation required to achieve current water quality treatment criteria Based on prior coordination with FDEP it is understood that the 0.03 acre of surface water impacted by the previous construction will be mitigated via purchase of mitigation bank credits thus this task order does not include preparation of mitigation plans or any mitigation success reporting.

The following work elements are associated with this scope of work:

• Attend one (1) field meeting onsite with BDC, SWFWMD, and park staff

• Conduct water quality treatment computations

• Prepare stormwater remediation plans

• Prepare SWFWMD Environmental Resource Permit (ERP) application and submit to SWFWMD

• Payment of Reimbursable Permit Fees for SWFWMD ERP Permit

• Respond to Requests for Additional Information (RFI's) from SWFWMD

• Provide a Final Certification/ Acceptance Letter

• Permit close-out with the Southwest Florida Water Management District (SWFWMD)

Excluded Items:

• Additional field meetings onsite other than those included above.

• Preparation / publishing of required public notice of ERP application and/or Final Agency Action

• Payment of fees associated with mitigation bank credit purchase / transfer

• ACOE permitting

• Final as-built survey (post remediation - it is understood that site contractor will provide signed and sealed record drawings)

• Construction services including bidding assistance, field visits, pre-final, and final inspections exclusively for swale / pond remediation (hours shown below are based on this work being completed by contractor constructing restroom facility and site visits that coincide with Phase III construction site visits).

Deliverable: Stormwater Remediation Plans, Permit Submittal packages, Site Inspection Reports, Final

Certification Letter and Permit Closeout will be submitted in a pdf format.

Performance Measure: Deliverables will be reviewed by the BDC to confirm they are complete, accurate and timely.
