The Florida Department of Environmental Protection (FDEP) has selected GGI, LLC, dba Genesis (Consultant and/or Genesis) to provide professional services for the Ravine Gardens State Park Slope Failure Area Preliminary Design Project(“Project”) located on 1600 Twigg Street, Palatka, Florida. Consultant plans to use the following sub-contractors to complete some of the project tasks:

• Nobles Consulting Group, Inc. – Survey Services

• Environmental and Geotechnical Specialists (EGS) – Geotechnical

Background and Scope of Services The Ravine Gardens State Park experienced severe damage during Hurricane Irma including a major slope failure which required the closure of the Ravine Road. This scope of services will provide a detailed Topographic Survey, Geotechnical Investigation, Preliminary Slope Repair Alternatives, and Stormwater Management Plans. Based on the FDEP’s ability to negotiate a satisfactory price, the FDEP reserves the right to amend the Task Assignment, issued under FDEP Bureau of Design and Construction

(BDC) Contract No. CN213 (Contract), to include additional services related to the Project as may become necessary.

This project should be considered as maintenance and is expected to only require a Verification of Exemption from the St. Johns River Water Management District; therefore, project permitting with any other city, county, regional, state or federal agency is not included in this scope of work. In addition, wetland or floodplain impact mitigation or Environmental Scientist/Biologist services related to floodplain encroachment or wetland impact mitigation are not included in this scope of work. Permitting may be required if a retaining wall system is selected as the permanent solution. Permitting of the retaining wall will be an additional service.

Subtask 4: Existing Conditions Drainage Analysis (Slope Failure Area)

Description: The slope failure appears to have been partially caused by stormwater flowing along the roadway, overwhelming the existing storm sewer system and draining over the roadway edge down the slope. A secondary cause appears to involve a degraded corrugated metal storm sewer pipe that is located directly adjacent to the primary slope failure. The purpose of this task is to evaluate the existing conditions and to recommend a drainage solution. The recommended solution will need to compliment the proposed slope reconstruction.

• Meet with City of Palatka Public Works director to obtain plans for adjacent projects and other information that may be available to determine the character of storm sewer systems and drainage basins.

• Determine the extent of the slope failure area drainage basin based on most recently available LiDAR topographic information and review the completed topographic survey to determine the existing storm sewer configuration.

• Conduct a site visit to confirm the drainage basin and existing storm sewer system.

Note: Based on the recently conducted site scope meeting, the existing storm sewer system appears to be in a deteriorating condition. The exposed sections of corrugated metal piping were severely rusted with large holes or rusted out sections. Based on these observations it is expected that the existing system will need to be replaced and upgraded to reinforced concrete pipe or other appropriate piping material.

• Complete an Existing Conditions Drainage Analysis to determine the capacity of the existing storm sewer system and present results in a report.

• Meet with FDEP representatives to review the results of the Existing Conditions Drainage Analysis and to discuss the existing deficiencies identified.

Deliverable: The Consultant will provide to the FDEP PM with one (1) electronic copy in PDF format of the Existing Conditions Drainage Analysis, electronically signed and sealed by the responsible Licensed Professional Engineer.

Subtask 5: Failed Slope Repair Alternatives Analysis

Description: Repairing the slope failure will require major construction involving structural measures to stabilize the area. Three (3) alternatives will be reviewed and presented to FDEP. The Alternatives will include a modular wall system and gabion basket wall system to create a terraced embankment from the roadway to the stream floodplain, and third alternative to rebuild and stabilize the slope with natural materials. This task does not include final design or structural design of the wall systems. Genesis will coordinate with wall (modular and gabion) vendors to obtain conceptual plans from each vendor. The vendor provided conceptual plans will be included in the Preliminary Drainage and Slope Repair Plans for the FDEP preferred alternative.

• Identify multiple modular wall systems that could be utilized to repair the failed slope. Summarize the alternatives including general costs for each system for presentation to FDEP. FDEP will review the alternatives and direct Genesis to proceed with evaluating two (2) of the alternatives.

• Coordinate with selected modular wall systems vendors for the vendor to prepare preliminary plans to construct a terraced system that would extend from the roadway down to the stream floodplain. As previously described, the vendor provided plans will be included in the Preliminary Drainage and Slope Repair Plans.

• Prepare a conceptual plan for a non-structural solution to reconstructing the slope utilizing GEOWEB® Slope Protection or similar system. This will also include coordination with the vendor to obtain conceptual plans for this alternative.

• Prepare a Preliminary Opinion of Probable Cost for each alternative.

• Prepare a brief report of the Failed Slope Repair Alternatives Analysis including a brief review of each alternative and an outline of next steps required to complete the design of each alternative.

• Meet with FDEP to review the alternatives and to assist with the selection of a preferred alternative that will be included in the Preliminary Drainage and Slope Repair Improvement Plans. This meeting will take place concurrently with the Existing Conditions Drainage Analysis review meeting.

Note: This task does not include structural design or final design of the alternatives.
