Change Order 03

Wekiwa Springs State Park – Site Grading Improvements

Wekiwa Springs, Apopka, FL

Statewide Contract CN202, Task Assignment 45

Project Objective: Under TA #45, Michael Baker is completing the final Design Plans for grading improvements at the Wekiwa Springs State Park is in Orange County, Florida. Now that construction of the project is pending, this change order adds local agency permitting, post design and construction phase support services to support acquisition of required Orange County and Seminole County permits, preconstruction activities, review RFI’s, perform site reviews during construction, and support project closeout.

This Change Order adds the following new tasks to the project:

Subtask 12: Boundary Survey for CAD/CAI Application

George F. Young, Inc. (SURVEYOR) will document wetland delineation boundary flag locations by a registered land surveyor. The SURVEYOR will also survey the edge of water at the spring and the limits of sidewalk between the wetland boundary and the spring. The SURVEYOR will locate boundary corners of the Conservation Area Boundary which will be provided to the SURVEYOR by the CONSULTANT in KML or KMZ format. The SURVEYOR will prepare a legal description for the Conservation Area Boundary and will prepare two (2) hard copies and one electronic copy in Adobe portable document format (PDF) of a signed, sealed exhibit depicting the Conservation Area Boundary; the legal description for the

Conservation Area Boundary; and the delineated wetland limits, limits of the sidewalk between the wetland boundary and the spring, limits of the spring, and the Orange County-Seminole County

Boundary in the vicinity of the Conservation Area.

Deliverable: Signed and sealed survey figure depicting the Conservation Area Boundary, legal description, and wetland delineation in PDF and (2) hard copies (one for submittal to Orange County and one for the CLIENT).

Performance Measure: Final deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Totals (Subtask 12) 193 $12,591.74

Subtask 13: Orange County CAD/CAI Permit Applications and Support

Subtask 13.1: Preapplication Meeting

The CONSULTANT will coordinate, schedule, and attend a virtual preapplication meeting with

Orange County’s environmental staff to discuss the county’s environmental permitting requirements. The meeting will be attended by CONSULTANT’s project manager, the

CONSULTANT’s environmental scientist, and the CONSULTANT’s project engineer.

Deliverable (Subtask 13.1): Preapplication meeting notes in electronic PDF format.

Subtask 13.2: Supplemental Wetland Delineation

Per coordination with Orange County, wetlands outside of the project impact area will require field delineation so that all wetlands in the limits of the area to be defined by the Conservation

Area Determination are delineated. The CONSULTANT will field delineate these additional wetland areas in accordance with the State of Florida’s wetland delineation methodology contained in Chapter 62-330.201 of the Florida Statutes (FS).

Deliverable (Subtask 13.2): Delineated wetlands will be shown on the survey performed under

Subtask 12.

Subtask 13.3: Orange County Field Review

The CONSULTANT will schedule and attend an on-site field review with Orange County staff to review the delineated wetland boundary. If adjustments to the wetland boundaries are necessary, they will be made at this time.

Deliverable (Subtask 13.3): Attendance at field review and electronic notes describing outcome of field review.

Subtask 13.4: Conservation Area Determination (CAD)

The CONSULTANT will prepare an application for a Conservation Area Determination for submittal to Orange County. The application package will include an aerial photograph exhibit with parcel boundaries, a soils map exhibit, a U.S. Geological Survey topographic map exhibit, a land cover mapping exhibit, a property boundary exhibit, and the Conservation Area Boundary Exhibit that will be prepared by the surveyor under Subtask 4.

Deliverable (Subtask 13.4): Orange County Conservation Area Determination Application in PDF.

Subtask 13.5: Conservation Area Impact (CAI) Permit

The CONSULTANT will prepare a Conservation Area Impact Permit application. The application will include an aerial photograph exhibit, Uniform Mitigation Assessment Method forms for the areas of wetland buffer impact and secondary wetland impact from the project, and the plan set for the project with the Wekiva Riparian Habitat Protection Zone (WRHPZ) Buffer depicted and the impact area acreages called out.

Due to impacts to the WRHPZ and secondary impacts to wetlands, the CLIENT will likely be required to provide some compensatory mitigation for the impact. The CONSULTANT will work with the CLIENT to identify a potential source of mitigation for the project based on existing land management activities at Wekiva Springs State Park, such as removal of exotic plant species. The success of this effort will be determined by whether such activities can be identified and well documented. If no suitable mitigation can be identified from existing park land management activities, it is anticipated that the CLIENT would be required to purchase wetland mitigation credits from a wetland mitigation bank located in Orange County with a service area that includes the project area.

The CONSULTANT will prepare a mitigation narrative that describes the proposed mitigation for the project. It will describe either an ongoing or proposed land management activity at Wekiva

Springs/Rock Springs or it will describe the purchase of wetland mitigation credits from a mitigation bank with a service area that includes the project site. This narrative will be submitted as part of the Conservation Area Impact Permit application. If mitigation credit purchase is selected as the source for mitigation, the CONSULTANT will coordinate with the mitigation banks to help arrange for the CLIENT’s purchase of the required credits.

Deliverable (Subtask 13.5): Orange County Conservation Area Impact Permit Application in PDF.

Assumptions:

1. Protected species surveys, species permitting, consultation, or mitigation is not included.

2. Mitigation credits are available from a mitigation bank in Orange County with a service area that includes the area of the project.

3. Purchase price of any required wetland mitigation bank credits would be paid for by the CLIENT.

4. If development of a wetland mitigation plan is required, this will be provided under a separate agreement.

5. Coordination with the State Historic Preservation Office is not included.

Performance Measure: Final deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
