Project Objective: Highlands Hammock State Park is in Highlands County, Florida and has several buildings in need of electrical and plumbing upgrades. The existing utility infrastructure in these buildings is inadequate, outdated, and in poor condition. The scope of this project is to provide inspection and reporting services for the purposes of Department planning and lay a foundation for future design efforts.

Subtask 1: Building Inspections/Evaluations and Reporting

Michael Baker International will provide site building inspection services of eight buildings within the Highlands Hammock State Park as follows:

BL036005.

2. Shop area residence of APM Caleb Nail (serviced by Duke Energy), building ID BL036023.

3. West residence area (Watchmens House) of PSS Richard Gavagni (serviced by Peace River

Electric Co-operative – PRECO), building ID BL036001.

4. West residence area (Guard Station) of PR Harry McClintock (serviced by PRECO), building ID

BL036004.

5. West residence area of PSS Jason David and PR Harry McClintock (serviced by PRECO), building

7. West residence area garage (serviced by PRECO), building ID BL036042.

8. West residence area of PM Morgan Tyrone (serviced by PRECO), building ID BL036002.

The inspections will include plumbing and electrical components only as detailed below:

Plumbing Inspection/Assessment: The Plumbing evaluations shall include a floor plan for each residence and photos to illustrate deficiencies, physical conditions, and equipment service life. A written Building Condition Assessment of each residence shall be provided noting facility identification, date and time of survey, square feet, year built (if available), plumbing conditions, and recommendations. A table shall be provided for plumbing components with classifications for each condition ranging from GOOD to VERY POOR. The plumbing systems included in the Assessment are domestic water, sanitary, and vent piping;

exterior domestic water piping to well; water heaters, fixtures and code compliance. A construction budget estimate shall be provided to tabulate costs associated with replacement of plumbing piping, equipment, and fixtures due to damaged or worn components and to bring systems into compliance with the current code.

Electrical Inspection/Assessment: Electrical evaluations shall include a floor plan for each residence and photos to illustrate deficiencies, physical conditions, and equipment service life. A written Building Condition Assessment of each residence shall be provided noting facility identification, date and time of survey, square feet, year built (if available), electrical conditions, and recommendations. A table shall be provided for electrical components with classifications for each condition ranging from GOOD to VERY POOR. The electrical systems included in the Assessment are the electrical service, conduit and wiring materials, electrical panels, overcurrent protection, grounding, and code compliance. Service improvement recommendations shall be coordinated with the applicable utility company (Duke or PRECO) for design purposes. A construction budget estimate shall be provided to tabulate costs associated with replacement of wiring, equipment, and fixtures due to damaged or worn components and to bring systems into compliance with the current code.

Assumptions:

1. FDEP will provide all available record drawings of the buildings. From scoping visits, it is assumed that two of the eight buildings do not have existing plans (BL036005 and BL036002).

These will be recreated based off of field measurements.

2. Access to the buildings will be allowed to facilitate all inspections to be performed together.

3. Hazardous material inspections are not included.

4. No destructive sampling or testing will be performed.

5. No underground utility evaluation will be performed.

6. Historical preservation requirements regarding proposed improvements will be investigated in tandem with design efforts outside of this work order.

Deliverable:

An inspection report outlining existing conditions along with construction recommendations and cost estimates, as detailed earlier in this scope. Deliverables to be provided in electronic format (.pdf).

Performance Measure: FDEP will provided information as needed to facilitate timely completion of each task.
