About this file
This file documents the Box Program Goals for solicitation 26-139, a Request for Statement of Qualifications (RFSQ) issued by the Greater Orlando Aviation Authority (GOAA) for On-Call Planning Consultant Services. GOAA seeks to establish professional services agreements with one or more planning consultants to provide comprehensive planning, engineering, surveying, and related professional services supporting the Aviation Authority's Capital Program at Orlando International Airport (MCO) and Orlando Executive Airport (ORL). The requested services include concept and master planning, feasibility studies, preliminary engineering, public agency coordination, stakeholder engagement, and technical advisory services for public-private partnerships. A non-mandatory pre-submittal conference is scheduled for December 12, 2025, at 9:00 a.m. via Microsoft Teams, with a question submission deadline of December 23, 2025, at 5:00 p.m., and proposal responses due January 15, 2026, at 2:00 p.m. The evaluation will utilize a 100-point scoring methodology across seven categories, including executive brief and team qualifications, key personnel qualifications, work location, contract management approach, airport planning services approach, quality control, and financial/insurance disclosures.
The GOAA emphasizes small business participation through the Office of Business Opportunity & Exchange (BOeX) program, requiring respondents to demonstrate good faith efforts to engage certified small business firms in meaningful roles consistent with their capacity and expertise. Each task order will be evaluated to maximize small business participation, and the Aviation Authority provides a directory of certified firms at https://goaa.diversitycompliance.com/?TN=goaa for potential collaboration. Respondents must comply with certification requirements including E-Verify participation and drug-free workplace certification. Insurance requirements include Commercial General Liability coverage of $5 million per occurrence, Professional Liability, Automobile Liability, and Workers' Compensation. The Capital Improvement Program for MCO totals $5.92 billion for 2025-2030, with funding sources including FAA grants, Passenger Facility Charges, Authority Funds, bonds, and federal discretionary grants. The contract will be non-exclusive, with the highest-ranked responsive respondent selected subject to successful negotiations and funding availability, with an estimated annual project value ranging from $1 million to $2 million.
