About this file
This file contains programmatic guidance from the Office of Business Opportunity & Exchange (BOeX) for the Greater Orlando Aviation Authority's (GOAA) Request for Statement of Qualifications (RFSQ 26-139) for On-Call Planning Consultant Services supporting the Authority's Capital Program at Orlando International Airport (MCO) and Orlando Executive Airport (ORL). The solicitation seeks to establish professional services agreements with one or more planning consultants to provide comprehensive planning, engineering, surveying, and related professional services including concept and master planning, feasibility studies, preliminary engineering, public agency coordination, and stakeholder engagement. A non-mandatory pre-submittal conference is scheduled for December 12, 2025, at 9:00 a.m. via Microsoft Teams, with questions due by December 23, 2025, at 5:00 p.m., and proposal responses due January 15, 2026, at 2:00 p.m. The contract is non-exclusive with an estimated annual project value ranging from $1 million to $2 million, and the highest-ranked responsive respondent will be selected subject to successful negotiations and funding availability.
The solicitation emphasizes small business participation through the BOeX program, requiring respondents to demonstrate good faith efforts to engage certified small business firms in meaningful roles consistent with their capacity and expertise, with each task order evaluated to maximize small business participation. Respondents must possess a Professional Engineer (P.E.) license in Florida, provide references from similar contracts within the past five years, and comply with E-Verify participation, drug-free workplace certification, and scrutinized companies certifications. Insurance requirements include Commercial General Liability coverage of $5 million per occurrence, Automobile Liability, Workers' Compensation, and Professional Liability. The Capital Improvement Program for MCO totals $5.92 billion for 2025-2030 with major projects including Terminal renovations, Baggage Handling Systems, and Ground Transportation infrastructure, while ORL's CIP is $84.15 million. Funding sources include FAA grants, Passenger Facility Charges, Authority Funds, bonds, and federal discretionary grants. The evaluation will utilize a 100-point scoring methodology across seven categories including executive brief and team qualifications, key personnel qualifications, work location, contract management approach, airport planning services approach, quality control, and financial/insurance disclosures.
