Questions and Answers (Q&A)

Q1. The Laser Simulation, Analysis and Research (LSAR) Broad Agency Announcement (BAA), BAA-RVKD-2014-0001, provides the following guidance concerning statements of work: “For assistance in preparing the Contractor Statement of Work (CSOW), refer to the http://www.kirtland.af.mil/prs site under Broad Agency Announcement Reference Documents, ‘Guide to Preparing Contractor Statements of Work’.”
The link does not appear to be working. Can this guide be provided directly to offerors?
A1. The document was provided as part of the modification made to the LSAR BAA on 06 March 2017. The document can be found using the following link:

Q2. The LSAR BAA states, “Pages shall be double-spaced, single-sided, 8.5 by 11 inches, with at least one-inch margins on all sides. Smaller type may be used in figures and tables as long as it is clearly legible.” Do the figures/tables also need to be double-spaced?
A2. Figures/tables do not need to be double-spaced.
Q3. The LSAR BAA states: “Blank pages, title pages, tables of content, lists, tabs or cover sheets are not included in the page count.” Are cover pages and the cover letter (transmittal letter) also excluded from the page count?
A3. Cover pages and the cover letter (transmittal letter) are excluded from the page count.
Q4. The LSAR BAA states, “Include resumes for all proposed personnel, consultants or subcontractors (that might be proposed).” Does this include all administrative, security, and cost personnel for the prime and the subcontractors?
A4. Resumes should be provided for personnel, consultants or subcontractors that will be used to complete the technical work identified in the COSMO Statement of Objectives (SOO).
Q5. Can a list of equipment in Building 416 be provided?
A5. The equipment relative to BAA-RVKD-2014-0001 Call 0005 is listed in the COSMO SOO.
Q6. Is there a clean room and if so, what class is it?
A6. Yes, Class 100.
Q7. What materials does the molecular beam epitaxy (MBE) have the capability of growing?
A7. It is a solid source MBE with Group III: Aluminum (Al), Gallium (Ga), Indium (In) and Group V: Arsenic (As), Antimony (Sb) cells.
Q8. Is the lab currently collaborating with Sandia?
A8. The Semiconductor Laser (SCL) Program does not currently have active collaboration with Sandia National Laboratory.
Q9. Can the Government elaborate on the priorities (e.g. brightness, efficiency, etc.) with quantum cascade lasers (QCL)?
A9. The Semiconductor Laser (SCL) Program is interested in increasing both the brightness and efficiency of the QCLs.
Q10. Is the plasma-enhanced chemical vapor deposition (PECVD) a commercial chamber or was it built in-house?
A10. The Semiconductor Laser (SCL) Program has a SAMCO PECVD.
Q11. Are the semi-conductor bulk materials and/or substrates Government Furnished Property (GFP) or would the contractor be expected to acquire their own?
A11. The Semiconductor Laser (SCL) Program expects to acquire the substrates through the contract.
Q12. Is the focus for this research only on Indium Gallium Arsenide/Antimonide or will the research/proposal span a wide range of various semiconductor material?
A12. The focus of the research relative to BAA-RVKD-2014-0001 Call 0005 is described in the
COSMO SOO.
