SYSTEM INTEGRATION AND FIELD TESTING (SIFT)
Statement of Objectives (SOO)
BAA-RVKD-2014-0001 Call 0007
29 June 2018
1.0 Purpose
The Laser Integration Demonstration (LID) Program at the Air Force Research Laboratory, Directed Energy Directorate, Laser Division (AFRL/RDL) at Kirtland Air Force Base (KAFB), New Mexico, is currently conducting research and developing technologies to retire technical risks associated with development of compact, integrated laser weapons systems across the full range of legacy, new, and next generation land and air-based platforms. The LID Program focuses on the scientific and technological challenges associated with laser weapon system (LWS) integration and performance testing in fielded environments. The objective of the System Integration and Field Testing (SIFT) Call is to further advance the state-of-the-art of laser weapon system technology through research and development of laser weapon systems and evaluate performance in relevant operational environments.
2.0 Background
Through the LID Program, AFRL/RDL is advancing research and development related to optimizing the performance of laser weapon systems and/or related components. This is accomplished through testing and evaluating this technology in emulated platform and mission environments, and integrating fully functional laser weapon systems onto ground and airborne platforms to advance Technical Readiness Levels (TRL) of LWS technology.
3.0 Scope
The scope of this Call seeks to increase knowledge and understanding of existing and emerging laser system technologies as they relate to laser sources, beam combination, beam control, advanced beam directors, enhanced imaging and tracking, as well as environmental emulation technology and platform characterization diagnostics. Platforms of interest and operational environments will be determined by mission needs. Additional focus will be on progressing laser system technologies for readiness in flight test environments of interest. The technology challenges in developing and fielding laser weapon systems shall be addressed by conducting laboratory and field risk-reduction testing incorporating emerging technology to enhance overall system performance. Performance data from these tests will be used to evaluate system and platform integration requirements along with system operation and effectiveness in emulated and real-mission environments. The scope also includes the integration and evaluation of laser system technologies into a Government-owned high power laser test bed, with an interest in sub-component technologies that may be ruggedized and packaged into fielded platforms.
The SIFT effort will involve significant collaboration between industry partners and the Government. The SIFT contractor(s) will work closely with all Government and industry partners in designing, planning, and analyzing performance data from laboratory and field tests.
4.0 Technical Objectives
The technical objectives of this Call fall under Technical Area 11: Laser System Integration and Testing and Technical Area 5: Aircraft Environmental Emulation and Propagation of the Laser Simulation Analysis and Research (LSAR) Broad Agency Announcement (BAA), BAA RVKD- 2014-0001 (baseline BAA). Proposals shall address offerors’ ability to perform all the research and development (R&D) areas listed below:
4.1 Conduct Research and Development (R&D) to optimize the performance of laser weapon systems and/or related components needed to test existing and emerging LWS technologies. Areas of focus for this R&D are advanced laser targeting, platform defensive and offensive capabilities, and area defense. (Technical Area 11: Laser System Integration and Testing)
4.2 Identify, design, develop, and perform required interfaces as associated with integration of components into (1) the LWS (2) with the interface of the LWS to the Government test bed or (3) designated test platform of interest. This includes any necessary integration requirements that are unique to the LWS or platform. This includes working in conjunction with industry partners identified by the Government for design and/or procurement of components for testing and evaluation. 4.3 Design, plan and execute field tests of an integrated LWS or related Government or industry components utilizing a Government test bed at designated test sites, including all personnel, instrumentation, data recording, safety, and scheduling to accomplish test requirements. 4.4 Measure, characterize, and validate performance data to assess LWS or subcomponent capability on an airborne platform. Evaluate the resulting data to optimize any follow-on field testing. (Technical Area 5: Aircraft Environmental Emulation and Propagation)
5.0 Work Location/Travel
This effort (including all research, tests, and experiments) will be conducted at AFRL laboratories at KAFB, New Mexico. The contractor(s) may be required to conduct associated integration, validation testing, and field demonstration at other facilities designated by the Government, including other Government test ranges and contractor facilities not co-located at KAFB. Examples include ranges or facilities at Edwards AFB, Eglin AFB, White Sands Missile Range, High Energy Laser System Test Facility, North Oscura Peak, Yuma Proving Grounds, Army Space Missile Defense Command, and Navy Research Laboratory. The contractor(s) shall support technical interchange meetings with Government and industry partners as requested by the Government.
Travel to other locations may be directed by the Government, including other research sites, and various workshops and/or conference.
6.0 Schedule and Data Item Deliverables

7.0 Security
The contractor shall implement and maintain a security program to accomplish this effort, which includes the following: 1) staff and maintain personnel with sufficient security clearance levels that allow access to data necessary to execute the program; and 2) ensure use of appropriate security protection methods commensurate with the security level of the material provided and generated during performance of this effort required by the DoD Contract Security Classification Specification, DD Form 254. See BAA-RVKD-2014-0001 Call 0007, Attachment 4, for the DD Form 254.
Operations Security (OPSEC) and specific program protection procedures, policies, and awareness are essential to reducing program vulnerability from successful adversary collection and exploitation of critical information and critical program information (CPI). OPSEC guidance and the Critical Information Lists (CIL) will be provided upon request by the AFRL/RDMS OPSEC/Program Protection Office (POC: Ms. Cyndee Varela (505-846-6244)). While working on KAFB, OPSEC guidance and training will be provided by the AFRL/RDMS OPSEC Office. Program protection measures shall be implemented in conjunction with OPSEC and the applicable Security Classification Guides (SCGs).
8.0 Environment, Safety, and Occupation Health
The contractor(s) shall establish and conduct a hazardous material/hazardous waste management program in accordance with all Federal, Department of Defense (DoD), Air Force, State and local regulations, as well as AFI 32-7086 (Hazardous Material Management) and AFI 32-7042 (Solid and Hazardous Waste Compliance) and their AFMC supplements (latest version). The contractor(s) shall manage and provide for the ordering, handling, storage, and disposal of hazardous materials/waste used in the performance of the contract in compliance with applicable Air Force operating plans and instructions as well as Federal, State and local laws and regulations. The contractor(s) shall train all pertinent (Government, contractor, subcontractor) personnel in the proper handling, control, disposal and use of hazardous materials/waste for contractor activities. The contractor(s) shall report mishap and chemical release to the appropriate offices.
The contractor(s) must comply with all Federal, State, and local safety and environmental regulations.
For experiments conducted on KAFB, an approved Safety Plan in accordance with AFI 91-202 AFRL SUP 1 must be approved before the experiment may be conducted. The contractor(s) must comply with all flight test and evaluation requirements in accordance with RDOI 61-103 and AFRLMAN 99-103 for flight tests supporting this effort. For deliverable demonstration hardware:
identify hardware, procedural, and embedded safety-critical items; validate and verify that these items perform correctly during integration and system testing; validate and verify that safety-critical software performs correctly during integration and system testing; develop safety system test plans for delivery to the Program Office so that the Government may conduct safety demonstrations independently from the contractor(s). The contractor(s) shall report any safety incidents involving safety-critical items to the Program Office.
Technical and safety reviews for flight tests will be conducted in accordance with the flight test review and approval process specified in RDOI 61-103. The Government Program Manager and/or the contractor(s) is responsible for developing required flight test plans, supporting the required Technical and Safety Review Boards, and documenting "Lessons Learned" with AFRL Det 8 Safety.
All flight test plans and meetings must be managed through AFRL/RD and subsequently to AFRL for approvals.
a) AFRL RDMT Test Office must approve the test plan prior to testing, including taxi tests.
This requirement applies for both Government and contractor conducted tests. The contractor(s) shall submit the draft test plan (using DID DI-NDTI-80566A/T for the test plan format) to the Government. The contractor(s) shall contact AFRL/RDMT for time estimates and final Test Plan format to meet the AFRL/RD review process. AFRL/RDMT will facilitate flight test requirements with LID. The contractor(s) shall support the safety and technical reviews and shall either attend the reviews or participate remotely. The decision of the type of contractor support to the reviews is made by the Government Program Manager and the Technical and Safety Review Board Chairman.
b) Flight test vehicle "Airworthiness Review" may be required. The contractor(s) shall provide AFRL/RD artifacts necessary to obtain airworthiness in accordance with AFRLI 61-208, AFI 62-601 USAF AWB-1012, dated 19 Aug 2015. The test plan shall provide sufficient technical documentation and detail of the vehicle and modifications, operator experience, safety and mishap history of the air vehicle, and planned safety precautions in order to support AFRL independent airworthiness assessment and the associated Civil or Public Air Operations Letter (CAO or PAO) to the Federal Aviation Administration (FAA).
9.0 Supplemental Requirements
The contractor shall adhere to all Supplemental Requirements stated in Attachment 2 to BAA- RVKD-2014-0001 Call 0007 and shall include these Supplemental Requirements as part of or an addendum to the proposed Statement of Work (SOW).
