3.0 REQUIREMENTS DESCRIPTION:
This Call is issued under Technical Area #3 of the baseline BAA, BAA RVKD-2014-0001, which states:
Technical Area #3 – Advanced Laser Modeling and Simulation (ALMS)
The objective of this Technical Area is to develop and execute models and theory related to laser systems: including but not limited to gas, solid state, fiber, and semiconductor lasers; beam control technologies and atmospheric propagation; power and thermal management; and platform dynamics. This Technical Area supports research and development in RDL and will make use of the developed tools to model laser systems and subsystems for military applications.
Once code development is complete, verification and validation using test data, laboratory results and standard Verifying and Validating (V&V) techniques will be performed to ensure new models are accurate. This Technical Area includes, but is not limited to:
Developing physics-based models of current and future laser systems, subsystems, and components, e.g., laser devices; beam control, beam combination and propagation; power and thermal management; and platform dynamics
Determine interface control requirements for linking multiple models in an end-to-end physics simulation of a laser system
Identifying and characterizing potential issues associated with modeling current and future laser systems and subsystems
Verifying and Validating models
Development of computational grids for multidimensional simulations
Creating visualizations of modeling results
Knowledge of Linux operating systems used for modeling
Quantifying model uncertainties
Software configuration management
The technical objectives for this effort are provided in the Advanced Laser Modeling and
Simulation (ALMS) Statement of Objectives (SOO) included as Attachment 1 to this Call.
4.0 ANTICIPATED FUNDING: The anticipated funding for this effort (not per contract or award) is:

The above funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. All potential offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice.
5.0 PERIOD OF PERFORMANCE: It is intended for this project to be a 57 month technical effort with an additional 3 months allotted for final report preparation and administrative closeout actions.
6.0 PROPOSAL DUE DATE AND TIME: PROPOSALS SHOULD BE SUBMITTED
AGAINST THIS CALL. Proposals are due by 12:00 p.m. Mountain Standard Time (MST) on
20 JUNE 2016. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time. Proposals received after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3) Instructions to Offerors – Competitive Acquisitions (JAN
2004).
7.0 CALL AMENDMENTS: Offerors should monitor FedBizOps (http://www.fbo.gov) for any additional notices to this Call that may permit extensions to the proposal submission date or otherwise modify this announcement.
8.0 TYPE OF CONTRACT: The Air Force reserves the right to award the appropriate contract type under the FAR that is best suited to the nature of research proposed. It is anticipated that an award made as a result of this Call will generally be a Cost Plus Fixed Fee Completion type contract. Cost reimbursement type contracts require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract. No opportunities for
Grants, Cooperative Agreements or Assistance Instruments exist under this Call.
9.0 ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding one contract. However, the Air Force reserves the right to make multiple awards or no awards pursuant to this Call. The Air Force also reserves the right to award all, some or none of the proposals.
10.0 INTENT TO PROPOSE: Potential offerors are requested to advise the primary contracting point of contact if they intend to submit a proposal in response to the Call. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.
11.0 DELIVERABLES: The following Contract Data Requirements Lists (CDRLs) are representative of the data required for this effort. Draft CDRLs (A001-A007) are included as
Attachment 3 to this Call. The contractor will be required to complete Blocks 17 and 18 on the
CDRLs.

12.0 OTHER RELEVANT INFORMATION:
12.1 The Government does not anticipate any requests for Government Furnished Property
(GFP) or Government Furnished Information (GFI). However, any GFP/GFI requested for this effort shall be stated in the proposal.
12.2 Base Support (including necessary space and equipment in Buildings 400, 760 and 761 at
Kirtland Air Force Base, New Mexico) is provided to offerors and shall be proposed in accordance with the Advanced Laser Modeling and Simulation (ALMS) Statement of Work
(SOW) Supplemental Requirements included as Attachment 2 to this Call.
12.3 Some travel is anticipated in support of this effort (to Chestnut Range, Los Alamos National
Lab, Sandia National Lab and other test remote locations) and shall be conducted in accordance with the Advanced Laser Modeling and Simulation (ALMS) Statement of Objectives (SOO)
Supplemental Requirements included as Attachment 2 to this Call.
12.4 This effort includes research areas which involve technology that is subject to U.S. Export
Control laws. Therefore, only offerors who are certified by the Defense Logistics Information
Service (DLIS) may submit proposals. For questions, contact DLIS on-line at http://www.dlis.dla.mil/jcp or DLIS, US/Canada Joint Certification Center, 74 North
Washington, Battle Creek, MI 49017-4312, (800) 352-3572. DFARS 252.225-7048 Export
Controlled Items (JUN 2013) will be incorporated into any contracts resulting from this Call.
12.5 The program security classification for this effort is SECRET. A Department of Defense
(DoD) Contract Security Classification Specification, DD Form 254, will be required during performance of the contract. A draft DD Form 254 is included as Attachment 4 to this Call.
12.6 Foreign participation is prohibited at the prime contractor level.
12.7 DoD policy, per DFARS 227.7103-1, is to acquire only the technical data and the rights in that data, necessary to satisfy the Government’s needs. In exchange for paying for development of the data, the Government expects technical data, non-commercial software (NCS) and NCS documentation that is developed entirely at the Government’s expense to be delivered with
“Unlimited Rights” or a minimum of “Government Purpose Rights”. Data rights offered other than “Unlimited Rights”, as defined in DFARS 227.7103-5, should be identified in DFARS
252.227-7017 (see Representations and Certifications (Section K) included as Attachment 7 to this Call) and included in the business section of the proposal.
12.8 In accordance with FAR 9.5, Organizational and Consultant Conflicts of Interest, the
Contracting Officer has analyzed the planned acquisition and determined that no known actual or potential Organizational Conflict of Interest (OCI) situations exist with respect to this Call.
Offerors shall perform their own OCI analysis (to include potential OCI situations associated with any teammates or subcontractors). Offerors shall describe the methodology used to identify any actual or potential OCI issues. If the offeror identifies any actual or potential OCIs, the offeror shall provide an OCI Mitigation Plan to be incorporated in any resulting contract. This issue and the need for applicable clauses shall be resolved prior to the award of any contract resulting from the offeror’s proposal.
12.9 Proposals will be evaluated using a peer or scientific review process and shall be evaluated based on the following criteria in descending order of importance:
Overall scientific and technical merits of the proposal
Importance to AFRL/RDL program requirements
Fund(s) availability
Once selected for possible award, proposals will be analyzed for cost realism and price reasonableness. Cost/Price is considered, but not an evaluation criteria.
Adequate Price Competition is determined not to exist because the absence of precise
Government specifications and varying technical approaches proposed for R&D efforts. The
Government will require certified cost or pricing data in accordance with FAR 15.403-4.
13.0 APPLICABILITY OF BASELINE BAA: All requirements of the baseline BAA (BAA
RVKD-2014-0001), apply unless specifically amended and addressed in this Call. For complete information regarding BAA RVKD-2014-0001 (as amended), refer to FedBizOpps
(https://www.fbo.gov/?s=opportunity&mode=form&tab=core&id=ddad222d1e7187d08b3a9f06
1da678f6&_cview=0). The baseline BAA contains information applicable to all Calls issued under the BAA. The baseline BAA provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct any questions to the primary contracting point of contact identified in 2.0 above.
14.0 PROPOSAL SUBMISSION: All proposals shall be submitted in accordance with BAA
RVKD-2014-0001. Proposals shall be submitted to the primary contracting point of contact at the address listed below. Proposals sent via facsimile or other electronic means will not be accepted.

14.1 DO NOT SUBMIT CLASSIFIED INFORMATION IN THE PROPOSAL.
14.2 The Technical Proposal shall not exceed ten (10) pages and shall be submitted in accordance with BAA RVKD-2014-0001.
14.3 In addition, the Technical Proposal shall include a preliminary Software Development Plan
(SDP) that shall not exceed five (5) pages (not included in the Technical Proposal page count).
The preliminary SDP shall include the following information:
Scope: The offeror shall describe their overall strategy for software development. The offeror shall mention if the effort requires new development, modification, reuse, reengineering or maintenance of software or if the effort is a combination of the above and other development strategies. Included in this section will be a brief description as to how the offeror plans on interfacing with the Directed Energy High Performance
Computing Software Applications Institute (DE HSAI) to transition developed software.
The offeror shall include an overall explanation of how this strategy will fit into the period of performance of the Call.
Work Breakdown Structure (WBS): The offeror shall provide a work breakdown structure that decomposes the software development strategy outlined in the Scope section of the preliminary Software Development Plan. The work breakdown structure will show major software development phases, including software testing, along with any significant milestones and deliverables during the period of performance. The work breakdown structure will also include cost estimates for each work package. The level of detail for the WBS is at the offeror’s discretion.
Schedule/Gantt Chart: The offeror shall provide a Gantt chart or project schedule capturing the information contained in the Work Breakdown Structure section for the period of performance of the Call. The level of detail for this section is at the offeror’s discretion.
Project Organization and Resources: The offeror shall provide a description of the overall project organization and resources.
Risk Management: The offeror shall provide a description of the overall program risks along with a plan for mitigating these risks.
15.0 WORK AUTHORIZATION: Submission of proposal(s) is not an authorization to commence work or to incur any costs to perform the work described above. Work is not to be implemented until appropriate contractual actions are taken. Any work performed or expense incurred prior to that time (including bid and proposal costs) will be at the offeror’s own risk.
