3.0 REQUIREMENTS DESCRIPTION:
This Call is issued under Technical Area #6 of the baseline BAA, BAA RVKD-2014-0001, which states:

Technical Area #6 – High Power Fiber Development and Beam Combination:
The objective of this Technical Area is to develop and demonstrate novel beam-control concepts for array-based systems. In turn, this Technical Area will develop and demonstrate the technology needed to eventually meet packaging, volume, weight, and operational requirements for airborne-tactical platforms. This Technical Area includes, but is not limited to, the following scientific areas:
Phased array imaging and wavefront sensing o Developing a phased array imager/wavefront sensor (WFS) to support phased array tracking and aim-point maintenance o Developing a phased array imager/WFS applicable to operational bandwidths o Demonstrating a phased array imager/WFS in the presence of distributed-volume atmospheric aberrations Phased array conformal beam steering o Developing concepts for fuselage-conformal designs o Performing modeling and potentially small-supporting validation experiments o Considering achromatization for illuminators and traceability to high power for a
+/- 45 degree field of regard Phased array target-based phase sensing o Demonstrating familiarity with the state-of-the-art concepts to advance system-level phased array beam control requirements
Phased array power scaling o Demonstrating familiarity with the state-of-the-art implementations to advance system-level phased array beam control implications
The technical objectives for this effort are provided in the Phased Array Statement of Objectives (SOO) included as Attachment 1 to this Call. Offerors may submit a proposal for either Task 1 or Task 2, or for both Task 1 and 2 as described in the SOO.
4.0 ANTICIPATED FUNDING: The anticipated funding for this effort (not per contract or award) is (amounts shown in $k):

The above funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. All potential offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice.
5.0 PERIOD OF PERFORMANCE: It is intended for this project to be a 57 month technical effort with an additional 3 months allotted for final report preparation and administrative closeout actions.
6.0 PROPOSAL DUE DATE AND TIME: PROPOSALS SHOULD BE SUBMITTED
AGAINST THIS CALL. Proposals are due by 12:00 p.m. Mountain Standard Time (MST) on 10 January 2017. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time. Proposals received after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3) Instructions to Offerors – Competitive Acquisitions (JAN 2004).
7.0 CALL AMENDMENTS: Offerors should monitor FedBizOps (http://www.fbo.gov) for any additional notices to this Call permitting extensions to the proposal submission date or otherwise modifying this announcement.
8.0 TYPE OF CONTRACT: The Air Force reserves the right to award the appropriate contract type under the FAR best suited to the nature of research proposed. It is anticipated that any award(s) made as a result of this Call will generally be a Cost Plus Fixed Fee Completion type contract. Cost reimbursement type contracts require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract. No opportunities for Grants, Cooperative Agreements or Assistance Instruments exist under this Call.
9.0 ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding a minimum of one contract. However, the Air Force reserves the right to make multiple awards or no awards pursuant to this Call. The Air Force also reserves the right to award only a part of a proposal.
10.0 INTENT TO PROPOSE: Potential offerors are requested to advise the primary contracting point of contact if they intend to submit a proposal in response to the Call. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.
11.0 DELIVERABLES: The following Contract Data Requirements Lists (CDRLs) are representative of the data required for this effort. Draft CDRLs (A001-A005) are included as Attachment 3 to this Call. The contractor will be required to complete Blocks 17 and 18 on the CDRLs.

12.0 OTHER RELEVANT INFORMATION:
12.1 Base Support (including necessary space and equipment in Buildings 760 and 761 at Kirtland Air Force Base, New Mexico) is provided to offerors and shall be proposed in accordance with the Phased Array Statement of Objectives (SOO) Supplemental Requirements included as Attachment 2 to this Call.
12.2 Some travel is anticipated in support of this effort (to attend reviews at Kirtland AFB and a yearly trip to attend the Directed Energy Professional Society conference) and shall be conducted in accordance with the Phased Array Statement of Objectives (SOO) Supplemental Requirements included as Attachment 2 to this Call.
12.3 This effort includes research areas involving technology that is subject to U.S. Export Control laws. Therefore, only offerors certified by the Defense Logistics Information Service (DLIS) may submit proposals. DFARS 252.225-7048 Export Controlled Items (JUN 2013) will be incorporated into any contracts resulting from this Call.
12.4 The program security classification for this effort is SECRET. A Department of Defense (DoD) Contract Security Classification Specification, DD Form 254, will be required during performance of the contract. A draft DD Form 254 is included as Attachment 4 to this Call.
12.5 Foreign participation is prohibited at the prime contractor level.
12.6 DoD policy, per DFARS 227.7103-1, is to acquire only the technical data and the rights in that data, necessary to satisfy the Government’s needs. In exchange for paying for development of the data, the Government expects technical data, non-commercial software (NCS) and NCS documentation (developed entirely at the Government’s expense) to be delivered with “Unlimited Rights” or a minimum of “Government Purpose Rights”, as defined in DFARS 227.7103-5. Data rights offered other than “Unlimited Rights”, should be identified in DFARS 252.227-7017 (see Representations and Certifications (Section K) included as Attachment 7 to this Call) and included in the business section of the proposal.
12.7 In accordance with FAR 9.5, Organizational and Consultant Conflicts of Interest, the Contracting Officer has analyzed the planned acquisition and determined no known actual or potential Organizational Conflict of Interest (OCI) situations exist with respect to this Call.
Offerors shall perform their own OCI analysis (to include potential OCI situations associated with any teammates or subcontractors). Offerors shall describe the methodology used to identify any actual or potential OCI issues. If the offeror identifies any actual or potential OCIs, the offeror shall provide an OCI Mitigation Plan to be incorporated in any resulting contract. This issue and the need for applicable clauses shall be resolved prior to the award of any contract resulting from the offeror’s proposal. The OCI analysis and mitigation plan (if applicable) shall be submitted as a part of the business section of the proposal.

12.8 Proposals will be evaluated using a peer or scientific review process based on the following criteria (in descending order of importance):
Overall scientific and technical merits of the proposal Importance to AFRL/RDL program requirements Fund(s) availability
Once selected for possible award, proposals will be analyzed for cost realism and price reasonableness. Cost/Price is considered, but is not an evaluation criterion.
Adequate Price Competition is determined not to exist due to the absence of precise Government specifications and varying technical approaches proposed for R&D efforts. The Government will require certified cost or pricing data in accordance with FAR 15.403-4.
12.9 Technical proposals will be evaluated and categorized as follows:
a) Highly Recommended: Well-conceived scientifically and technically sound proposal pertinent to accomplish program goals and objectives. Proposals are recommended for acceptance (subject to availability of funds) and normally are displaced only by other Highly Recommended proposals.
b) Selectable: Scientifically or technically sound proposals that may require additional development. Proposals are recommended for acceptance if sufficient funding is available, but at a lower priority than Highly Recommended proposals. To ensure a diversity of approaches, a Selectable proposal may be prioritized over a Highly Recommended proposal if the Selectable proposal presents a unique approach unlike any of the Highly Recommended proposals.
c) Not Selectable: Proposal is not technically sound or does not meet agency needs.
Even if sufficient funding existed, the proposal should not be funded.
o Note: The Government reserves the right to award some, all, or none of the proposals. When the Government elects to award only part of a proposal, the selected part may be categorized as Highly Recommended or Selectable, through the proposal as a whole may not merit such a categorization.
13.0 APPLICABILITY OF BASELINE BAA: All requirements of the baseline BAA (BAA RVKD-2014-0001), apply unless specifically amended and addressed in this Call. For complete information regarding BAA RVKD-2014-0001 (as amended), refer to FedBizOpps (https://www.fbo.gov/?s=opportunity&mode=form&tab=core&id=ddad222d1e7187d08b3a9f06 1da678f6&_cview=0). The baseline BAA contains information applicable to all Calls issued under the BAA. The baseline BAA provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct any questions to the primary contracting point of contact identified in 2.0 above.

14.0 PROPOSAL SUBMISSION: All proposals shall be submitted in accordance with BAA RVKD-2014-0001. Proposals shall be submitted to the primary contracting point of contact at the address listed below. Proposals sent via facsimile or other electronic means will not be accepted.

14.1 DO NOT SUBMIT CLASSIFIED INFORMATION IN THE PROPOSAL.
14.2 The Technical Proposal shall not exceed _15_ pages per Task and shall be submitted in accordance with BAA RVKD-2014-0001. An offeror may propose to either Task 1 or Task 2, or both. (Ex: If an offeror is proposing to Task 1 only, the technical proposal is limited to _15_pages. If an offeror is proposing to Task 1 and 2, the technical proposal is limited to _30_pages). NOTE: The Contractor’s Statement of Work (CSOW) and the Resumes of Proposed Personnel (to include Position Descriptions of personnel, consultants or subcontractors not filled at the time of proposal submittal), are not included in the technical proposal page limitation.
14.3 If an offeror is proposing to Task 1 and 2, only one (1) Business proposal required.
A separate Cost proposal should be submitted for each Task.
15.0 WORK AUTHORIZATION: Submission of proposal(s) is not an authorization to commence work or to incur any costs to perform the work described above. Work is not to be implemented until appropriate contractual actions are taken. Any work performed or expense incurred prior to that time (including bid and proposal costs) will be at the offeror’s own risk.
