Additional Questions and Answers (Q&A)
Q1: Are you looking for a response to all 3 tasks combined or can a proposal be submitted which addresses only one of the tasks?
A1: Per the Statement of Objectives (SOO) (Section 5.0), "...the contractor shall address how they propose to accomplish all of the following tasks:".
Per the Call (Section 9.0): "The Air Force anticipates awarding one contract. However, the Air
Force reserves the right to make multiple awards or no awards pursuant to this Call. The Air
Force also reserves the right to award all, some or none of the proposals."
What this means is that offerors are expected to address all tasks identified in the SOO, but the
Government does have the option to award only part of a proposal, should they choose.
Q2: Our company submitted a response to the ALMS Request for Information (RFI) back in 2014, but we never heard a response. Does that mean anything?
A2: No, the Government does not provide feedback to RFI responses.
Q3: Will the Government consider an extension to the proposal due date?
A3: Due to program schedule, the Government is not considering any requests for extension.
Q4: The ALMS SOO sounds like you want someone on-site at various stations, sitting with
AF technical people. Would you please clarify?
A4: On-site facilities are available, but use of these (and on-site performance) is not required.
Q5: Does the Government expect cross validation among analysis, simulation, and experimental results?
A5: The technical objectives of the SOO cover both aspects.
Q6: The SOO makes this effort sound like more of a code generation exercise rather than a cross-validation. Would you please clarify?

Q7: What processes will be in place to allow all groups to have feedback in diagnostics?
A7: This is something to be discussed with the successful offeror after award.
Q8: How has the Government validated the SWAP toolkit?
A8: This information would be discussed with the successful offeror after award.
Q9: The ALMS Call (page 2 of 6) gives a funding profile for 4 years and it includes FY16 funds. The period of performance offerors are to bid is 60 months from date of award. What is the date of award (start date) offerors should use?
A9: To clarify, the funding profile provided on Page 2 of the Call is five years (FY16 – Year 1, FY17 – Year 2, FY18 – Year 3, FY19 – Year 4, FY20 – Year 5). Based on the funding profile provided, the Government anticipates making an award in FY16. The date of award (start date) is up to offerors.
Q10: If performance starts in FY2017, it appears that the FY16 funds will no longer be available and the profile provided does not include FY21 funding. What funding profile should offerors use in order to develop their bids?
A10: The funding profile offerors should use to develop their bids is provided on Page 2 of the
Call.
Q11: What is the total anticipated funding for the 60 month period of performance?
A11: The total anticipated funding for the 60 month period is provided in the funding profile on
Page 2 of the Call. The funding profile provided is an estimate only and not a contractual obligation for funding.
