BEAM CONTROL AND AERO-EFFECTS RESEARCH AND DEVELOPMENT (BARD)
STATEMENT OF OBJECTIVES (SOO)
BAA RVKD-2014-0001 CALL 0004
24 APRIL 2017
1.0 PURPOSE:
The Aero Effects and Beam Control (AEBC) Program at the Air Force Research Laboratory, Directed Energy Directorate, Laser Division (AFRL/RDL) at Kirtland Air Force Base is currently conducting research and developing technologies to create effective beam control systems for the warfighter. The AEBC Program focuses on mitigating and compensating for various degrading effects, particularly aero-optics, from optical laser systems. The AEBC Program utilizes tests and experiments to advance the state-of-the-art of High Energy Laser (HEL) beam control systems. The objective of this Call is to further the research and development efforts in the AEBC laboratories and perform research, tests and experiments carried out by the AEBC program, both in AFRL laboratories at Kirtland AFB NM and occasionally at other Government locations.
2.0 BACKGROUND
Through the AEBC Program, AFRL/RDL is advancing research and development of beam control systems and characterizing the operating environment through laboratory and field demonstrations along with wind tunnel tests and flight experiments. As beam control systems and aero-optic mitigation techniques continue to advance, it is important that the program be capable of conducting world-class research in those areas. This effort will allow the AEBC Program to further its research into novel methods for beam control of an integrated laser weapon system. Additional research into understanding flow interactions near an aircraft and how they affect laser weapon systems will also be facilitated by this effort.
3.0 SCOPE
The scope of this Call includes:
a) Perform research, development, integration and testing of beam control techniques and novel optical components and devices which enable advanced high energy laser (HEL) beam control systems and characterizing and mitigating aero-effects on airborne HEL systems.
b) Perform research to assess and improve the entire HEL engagement including acquisition, tracking, pointing and aimpoint maintenance.
c) Perform research to improve the understanding of aerodynamic flow around HEL turrets on airborne platforms in order to assess the effects of HEL system performance.
The majority of these tasks will be conducted at AFRL facilities at Kirtland AFB, NM with occasional work at other Government locations.
4.0 TECHNICAL OBJECTIVES AND GOALS
The technical objectives of this Call fall under Technical Areas 2 and 7 of the Laser Simulation Analysis and Research (LSAR) Broad Agency Announcement (BAA) (BAA RVKD-2014-0001) Area 2: Aero-Effects, Computational Development and Validation, and Testing of Computational Physics Methods; Area 7: Tracking, Pointing, and Test. The specific technical objectives of this Call are:
a) Provide research and development efforts in AEBC laboratories, which includes:
(1) Aero Effects Laboratory (AEL)
i) Conduct aero-optic and aero-effects research on topics of interest to the AEBC Program. Topics include: characterization of supersonic flow around a turret, boundary layer studies and small-scale system testing.
ii) Develop AEL optical and flow diagnostic capabilities to characterize aero-effects around a variety of turret geometries.
(2) Tactical Beam Control Laboratory (TBC Lab)
i) Conduct beam control system research on topics of interest to the AEBC Program. Topics include but are not limited to: novel concepts to passively and actively acquire, handoff, and track targets for requisite engagements, real-time image processing for reducing degradation of track imagery and tracking through aero-optics to mitigate aero optic sources of error.
ii) Develop TBC Laboratory optical diagnostic capabilities to evaluate state of the art beam control technologies.
(3) Conduct tests and experiments relevant to the goals of the AEBC program, which includes:
i) Modeling, simulation and analysis of physical phenomena relevant to beam control systems.
ii) Conduct laboratory, field, and airborne measurements of beam control components, subsystems, and systems under laboratory, field, and flight conditions; develop hardware and software elements that enhance or expedite experiments.
iii) Develop test plans and engineering and safety documents.
iv) Work in collaboration with Government and contractor partners to achieve technical goals of the AEBC Program.
v) Management of data systems required to perform the research effort.
vi) Occasionally provide recommendations to the Government in determining the necessary mechanical, electrical or optical equipment needed to further the research and procure this equipment.
5.0 OTHER INFORMATION
In order to successfully transition the technology, experimental conditions must replicate relevant system environments and target engagements either in the laboratory or in the field and may require the use of vacuum chambers or wind tunnels and the control of target dynamics or real-time system monitoring. AFRL/RD has certain testing capabilities at its facilities on Kirtland AFB and White Sands Missile Range, the use of which can be negotiated should they be applicable to the proposed efforts. The Environmental Laser Test Facility (ELTF) will be used for some of the field tests at Kirtland AFB. The use of ELTF will not require special transportation, housing, or per diem type compensation for contractor personnel working on Kirtland AFB.
6.0 SCHEDULE, DATA ITEMS AND OTHER DELIVERABLES

7.0 SECURITY
The contractor shall implement and maintain a security program to accomplish this effort, which includes the following: 1) Staff and maintain personnel with sufficient security clearance levels that allow access to data necessary to execute the program; and 2) Ensure use of appropriate security protection methods commensurate with the security level of the material provided and generated during performance of this effort required by the draft DoD Contract Security Classification Specification, DD Form 254 and associated Security Classification Guidance. See BAA AFRL-RVKD-2014-0001 Call 0004, Attachment 4, for the DD Form 254.
Operations Security (OPSEC) and specific Program Protection procedures, policies and awareness are essential to reducing program vulnerability from successful adversary collection and exploitation of critical information and critical program information (CPI). OPSEC guidance and the Critical Information Lists (CIL), will be provided upon request by the AFRL/RDMS OPSEC/Program Protection Office (POC: Ms. Cyndee Varela (505-846-6244)).
While working on the Government installation, OPSEC guidance and training will be provided by the AFRL/RDMS OPSEC office. Program Protection measures shall be implemented in conjunction with OPSEC and the applicable Security Classification Guides (SGCs).
8.0 ENVIRONMENT, SAFETY AND OCCUPATION HEALTH PROGRAM
The contractor shall establish an Environment, Safety and Occupational Health (ES&OH) program IAW federal state and local safety and environmental regulations free from those conditions that can cause death, injury, occupational illness, damage to or loss of equipment or property or damage to the environment. The contractor shall comply with all precautions established by the Air Force, Air Force Research Laboratory Phillips Research Site and Directed Energy Directorate specified in this document during all activities performed in connection with this contract.
8.1 When operating on Government installations the contractor shall comply with provisions of all Air Force, Kirtland Air Force Base, and Phillips Research Site (PRS) occupational health standards and requirements specified in this document (AFRL RDOI 61-103) as applicable.
8.2 The contractor shall comply with system safety permit requirements contained in AFI 91- 202 AFRL SUP 1. These requirements apply to activities performed on Government properties and/or with Government personnel and/or at acquired properties and/or with Government-owned property.
8.3 The contractor shall report all mishaps (to include personnel injuries, and damage to Government property or equipment and accidental chemical releases) that occur as a result of the contractor’s activities to the contract management authority and AFRL/Det 8 SE Safety Office as soon as possible not to exceed 24 hours after the mishap. If the Government elects to conduct an investigation of the mishap, contractor and subcontractors shall cooperate fully with Government personnel until the investigation is completed. The contractor and subcontractors shall secure the mishap scene and impound evidence/wreckage until released by the Government Contracting Officer. The contractor and subcontractors shall comply with mishap reporting requirements contained in PRSOI 91-101. The contractor and subcontractors shall immediately comply with required toxicology testing and provide required medical information/records to the medical officer in the event of an Air Force mishap.
8.4 The contractor shall comply with Air Force safety regulations and complete an approved Safety Plan IAW AFI 91-202 AFRL SUP 1 before experiments may be conducted within Government facilities.
9.0 SUPPLEMENTAL REQUIREMENTS
The contractor shall adhere to all Supplemental Requirements stated in Attachment 2 to BAA RVKD-2014-0001 Call 0004 and shall include these Supplemental Requirements as an attachment to the proposed Statement of Work (SOW).
