ADVANCED LASER MODELING AND SIMULATION (ALMS)

STATEMENT OF WORK (SOW)

Supplemental Requirements

05 May 2016

The following paragraphs are also considered a part of the Statement of Work (SOW) and the contractor is responsible for compliance to the same extent as the rest of the SOW.

1.0 Travel

The contractor may be required to travel within the contiguous United States (CONUS) and overseas. The contractor may be required to travel by Government-provided transportation.

Travel requirements will be reimbursed by separate voucher and must be approved in advance by the Contracting Officer’s Representative (COR). Travel requirements will be identified, proposed, and negotiated on an as required, cost-reimbursement basis. Billable travel costs are airfare, ground transportation, and per diem costs (not labor hours). The contractor shall be responsible for obtaining any passports or visas and making travel arrangements to and from any

CONUS location.

Per diem, airfare, and all other allowable travel costs shall be reimbursed in accordance with the

Federal Acquisition Regulation (FAR) 31.205-46 Travel Costs. All travel within overseas areas shall be approved in advance by the COR.

The Government may provide travel to and from overseas work sites via Air Mobility Command

(AMC) flights if available. AMC travel fees may be contractor-paid and invoiced to the

Government. The Government will be responsible for obtaining travel clearances and issuance of any required special orders.

Use of AMC transportation shall be approved in advance by the COR. Orders authorizing AMC travel will specify the contractor's Customer Identification Code (CIC). If the contractor does not have CIC number, the orders will state "special account handling: billing for AMC transportation will be forwarded to insert contractor’s address." Use of AMC transportation is subject to availability.

Travel by clerical support personnel shall be approved in advance by the COR or Contracting

Officer.

2.0 Communications Security (COMSEC) Monitoring

All communications with Department of Defense (DoD) organizations are subject to

Communications Security (COMSEC) review. Contractor personnel shall be aware that telecommunications networks are continually subject to interception by unfriendly intelligence organizations. The DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from or terminating at DoD organizations. Therefore, civilian contractor personnel are advised that any time they place a call to or receive a call from a United States Air Force (USAF) organization they are subject to

COMSEC procedures. The contractor shall assume the responsibility for ensuring wide and frequent dissemination of the above information to all employees dealing with official DoD information.

3.0 Contracting Officer Authorization

The Contracting Officer shall be the only individual authorized to direct and/or redirect the effort or in any way amend any of the terms of this contract other than those instances specifically delegated to an Administrative Contracting Officer (ACO) or a Termination Contracting Officer

(TCO) by a contract clause of this contract or in writing by the Contracting Officer (CO). For purposes of this contract the “Contracting Officer" or “Procuring Contracting Officer” is the individual located at the issuing office and may be abbreviated as “CO” or “PCO”. Any changes made by the contractor WITHOUT CO authority will be made at the contractor's own risk.

4.0 Acknowledgement of Sponsorship

The contractor agrees that in the release of information relating to this contract such release shall include a statement to the effect that the project or effort depicted was or is sponsored by the Air

Force Research Laboratory (AFRL).

For the purpose of this clause "information" includes, but is not limited to, material presented in news releases, articles, manuscripts, brochures, advertisements, still and motion pictures, speeches, presentations, meetings, conferences, symposia, etc.

Nothing in the foregoing shall affect compliance with the requirements of the clause (if applicable) of this contract entitled "Security Requirements".

The contractor further agrees to include this requirement in any subcontracts awarded as a result of this contract.

5.0 Program Manager

7.0 Environment, Safety and Occupational Health

The contractor shall comply with all federal, state, and local safety and environmental regulations. Per AFI-91-204, the contractor shall report all mishaps (to include personnel injuries, and damage to Government property or equipment) that occur as a result of the contractor's activities to the contract management authority and AFRL/Det 8 SE Safety Office as soon as possible, not to exceed 24 hours after the mishap. If the Government elects to conduct an investigation of the mishap, the contractor shall cooperate fully with Government personnel until the investigation is completed. The contractor shall secure the mishap scene and impound evidence/wreckage until released by the Government Contracting Officer. The contractor shall comply with mishap reporting requirements contained in PRSOI 91-101. Per AFI 91-204, the contractors and subcontractors shall immediately comply with required toxicology testing and provide required medical information/records to the Medical Officer in the event of an Air Force mishap.

The contractor shall comply with all Air Force safety and environmental regulations. This effort requires an approved Safety Plan in accordance with AFI 91-202 AFRL SUP 1 before experiment may be conducted.

The contractor shall identify safety-critical software items in accordance with DI-IPSC-81433A, Software Requirements Specifications, Paragraph 3.18, Precedence and Criticality. The contractor shall develop identified safety-critical software items in accordance with DI-IPSC-

81427A, Software Development Plan (SDP), Paragraph 5.14, Configuration Control. The contractor shall validate and verify that safety-critical software performs correctly during integration and system testing.

For all work conducted in AFRL or Government facilities, the contractor shall comply with

AFRL RDOI 61-103.

8.0 Information Technology Security

8.1 Acronyms for this Section:

C4 Systems - Command, Control, Communications and Computer Systems

CIO - Corporate Information Officer

DAA - Designated Approval Authority

8.2 The contractor shall comply with the following Information Security Technology requirements:

8.3 The contractor is prohibited from attaching any computer hardware to the DoD/AF network, or running any computer software unless it: 1) is Government furnished equipment; 2) has been certified and accredited according to current DoD/AFNETOPS requirements; or 3) has an approved requirements document from the AF DAA/System CSO. All networks at Kirtland are

DoD/AF Networks, and must adhere to “current and local PRS DoD/Air Force regulations and training”. Any such requests for reconfiguration, upgrade, or addition of computer hardware or software must be mission essential approved by the Air Force Designated Approval Authority

(DAA) via the contractor's submission of a written request to the COR, and an approved requirements document from the Air Force DAA. Contractor use of computer modems on any machine attached to the DoD/AF network is prohibited. Use of commercial Internet service providers is prohibited, unless mission essential, and approved by the AF DAA.

8.4 Contractor personnel using any PRS information technology assets shall comply with all PRS computer security requirements. In addition, should contractor personnel require access to PRS computer networks or databases, they shall inform the COR, who will arrange for the contractor personnel to complete the required documentation for a new computer account. The contractor shall notify the COR within one workday of any contractor personnel who no longer require an open account and shall take action to close the computer account with the appropriate PRS office within that same workday.

8.5 All contractor personnel requiring access to C4 systems belonging to the Federal

Government to generate, process, store, transfer, or communicate information must complete the initial and annual mandatory DoD Information Assurance training before receiving an account on the Federal Government network.

8.6 All contractor personnel authorized to perform daily network management control or administration of information flow responsibilities (i.e., Workgroup Manager or System

Administrator) are required to be certified Information Assurance (IA) network professionals.

This IA certification is required by Air Force instruction and is obtained by completing Air

Force-provided interactive computer-based training (CBT). These IA CBTs are in addition to the mandatory C4 systems security training mentioned above. In accordance with

DoD8570.01M paragraph C2.3.9, contractor personnel supporting IA functions in Chapters 3, 4, 10, and 11 shall be appropriately certified prior to being engaged.

8.7 The contractor shall immediately notify the COR of any Government C4 system problems or issues which come to their attention which may impact the contractor's or the Government's ability to access the systems.

8.8 All contractor personnel who require access to PRS/DoD/AF C4 systems are required to obtain a National Agency Check (NAC) consistent with Public Trust Positions (Standard Form

85P or most current form). The contractor may submit a request to the COR that the

Government grant contractor employee(s) interim access to the PRS C4 network while awaiting the results of a NAC. Interim access to the PRS C4 network can only be granted by the AF DAA after the contractor employees obtain at least a local background files check, and have submitted the appropriate documentation to obtain a NAC. These requests will be processed in accordance with Government information security regulations and policy, and must include PRS Directorate

Security Office and DAA approval. These requests may be subject to disapproval. In no case will a contractor be given access to the network, including a group account, until a favorable

NAC has been completed or interim access granted by the DAA Representative. Any interim accesses that may be granted may be rescinded at any time by the Contracting Officer, COR, PRS CIO, Directorate Security Office or PRS DAA Representative at the Government’s discretion. Any individual who subsequently does not pass the requirements for a full NAC shall not be authorized to work under this effort.

9.0 Base Support

Base support may be provided by the Government to the contractor in accordance with this

SOW.

The contractor will require use of base support on a rent-free, non-interference basis to include

Government-controlled working space, material, equipment, services (including automatic data processing), or other support (excluding use of the Defense Switched Network (DSN)) which the

Government determines can be made available at, or through, any Air Force installation where this contract shall be performed.

Unless otherwise stipulated in the contract schedule, the contractor shall use base support on a no-charge-for-use basis and the value shall be a part of the Government's contract consideration.

The contractor shall immediately report (with a copy to the cognizant contract administration office (CAO)) inadequacies, defective base support, or non-availability of support stipulated by the contract schedule, together with a recommended plan for obtaining the required support.

Facilities are not to be purchased under this contract by the contractor. Additionally, the contractor (or authorized representative) shall not purchase, or otherwise furnish any base support requirement provided by the SOW (or authorize others to do so), without prior written approval of the Contracting Officer regarding the price, terms, and conditions of the proposed purchase, or approval of other arrangements.

The following are installations where base support will be provided: Kirtland Air Force Base, New Mexico.

The base support to be furnished under this contract is the use of necessary space and equipment in Buildings 400, 760 and 761. Because of the nature and location(s) of the work performed, the value of such support is undeterminable. The contractor is not authorized to incur any costs resulting from nonsupport prior to Contracting Officer direction.

In the performance of this contract or any major subcontract, no direct or indirect costs for support will be incurred if the Government determines that support is available at, or through any

Air Force installation where this contract shall be performed.
