3.0 REQUIREMENTS DESCRIPTION:
This Call is issued under Technical Areas #2 and #7 of the baseline BAA, BAA RVKD-2014- 0001, which state:
Technical Area 2: Aero-Effects Computational Development and Validation, and Testing of Computational Physics Methods:
The objective of this Technical Area is to develop and execute models and theory related to turret aero-effects, including aero-mechanical and aero-optical effects. This Technical Area will make use of the developed tools to model turret aero-effects for airborne laser weapons applications. This Technical Area includes, but is not limited to, the development of techniques and tools for:
• Developing empirical characterization of aero-effects on an optical turret on an airborne platform.
• Identifying and characterizing risks associated with aero-effects on airborne laser weapon systems.
• Verifying and validating performance of computational development capabilities using test data.
• Quantifying model uncertainties.
Additionally, as part of this Technical Area, participating in test planning, execution, data analysis, and reporting may be required to verify and validate models and tools developed.
Technical Area 7: Tracking, Pointing, and Test:
The objective of this Technical Area is to develop theoretical techniques and computational tools for use by airborne laser weapon systems in the acquisition and tracking of uncooperative targets, located in the air or on the surface, along with the stable pointing of the laser at the aim point on the target for the duration of the engagement. This Technical Area includes, but is not limited to:
• Developing computational tools and sensing techniques (hardware and software) to automatically recognize and locate targets.
• Developing, constructing, calibrating, and validating radiometric models of targets and background.
• Developing synthetic scenes of targets and background that inter-actively include signals from thermal emission, laser ablation effects, and reflection from all sources of illumination.
• Developing computational tools and sensing techniques (hardware and software) to track targets to micro-radian accuracy.
• Developing computational tools and sensing techniques (hardware and software) to maintain the pointing of a laser on a target that is changing pose.
• Developing and integrating the acquisition, tracking, and pointing software and hardware components.
• For scaled testing of Acquisition, Tracking and Pointing (ATP) systems, constructing a laboratory test environment that replicates the signal received by the imaging system, to include the aero-optic and atmospheric imaging disturbances, and other realistic noises.
• Assembling and integrating the software and hardware for full-scale testing of ATP systems in a field environment: ground-based and flight. The ground-based test will include an injection of a replica of aero-optic disturbances. Both types of testing will include a sensing of atmospheric disturbance.
• Developing computational development and validation techniques for scaled and full-scale testing of ATP systems.
The technical objectives for this effort are provided in the Beam Control and Aero-Effects Research and Development (BARD) Statement of Objectives (SOO) included as Attachment 1 to this Call.
4.0 ANTICIPATED FUNDING: The anticipated funding for this effort (not per contract or award) is:

The above funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. All potential offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice.
5.0 PERIOD OF PERFORMANCE: It is intended for this project to be a 57 month technical effort with an additional 3 months allotted for final report preparation and administrative closeout actions.
6.0 PROPOSAL DUE DATE AND TIME: PROPOSALS SHOULD BE SUBMITTED
AGAINST THIS CALL. Proposals are due no later than 12:00 p.m. Mountain Time (MT) on 13 JUNE 2017. Proposals for any other technology area identified in the baseline BAA will not be accepted at this time. Proposals received after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3) Instructions to Offerors – Competitive Acquisitions (JAN 2017). It should be noted that this installation observes strict security procedures to enter the facility. These security procedures are NOT considered an interruption of normal Government processes, and proposals received after the above stated date and time as a result of security delays will be considered “late”. Note that if offerors utilize commercial carriers in the delivery of proposals, they may not honor time-of-day delivery guarantees on military installations. Early proposal submission is encouraged.
7.0 CALL AMENDMENTS: Offerors should monitor the Federal Business Opportunities website (http://www.fbo.gov) for any additional notices to this Call permitting extensions to the proposal submission date or otherwise modifying this announcement.
8.0 TYPE OF CONTRACT: The Air Force reserves the right to award the appropriate contract type under the FAR best suited to the nature of research proposed. It is anticipated that any award(s) made as a result of this Call will generally be a Cost Plus Fixed Fee Completion type contract. Cost reimbursement type contracts require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract. No opportunities for
Assistance Instruments, including Grants, Cooperative Agreements or Technology Investment Agreements exist under this Call.
9.0 ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding a minimum of one contract. However, the Air Force reserves the right to make multiple awards or no awards pursuant to this Call. The Air Force also reserves the right to award only a part of a proposal.
10.0 DELIVERABLES: The following Contract Data Requirements Lists (CDRLs) are representative of the data required for this effort. Draft CDRLs (A001-A004) are included as Attachment 3 to this Call. The selectee awardee(s) will be required to complete Blocks 17 and 18 on the CDRLs.

11.0 APPLICABILITY OF BASELINE BAA: Information and requirements in the baseline BAA (BAA RVKD-2014-0001), as amended, are applicable, unless specifically amended/addressed in this Call. The baseline BAA provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Direct any questions to the primary contracting point of contact identified in 2.0 above. 12.0 PROPOSAL SUBMISSION: All proposals for this call shall be submitted in accordance with BAA RVKD-2014-0001, and are due no later than the date and time listed in Paragraph 6.0.
Proposals shall be delivered by MAIL ONLY to the primary contracting point of contact at the address listed below. Proposals sent via facsimile, hand delivered or by any other electronic means will NOT be accepted.

13.0 Technical Proposal: The Technical Proposal shall not exceed 20 pages and shall be submitted in accordance with BAA RVKD-2014-0001, VI.3 (b) Note: Resumes of proposed personnel are not included in the Technical Proposal page count.
14.0 Cost Proposal: In accordance with BAA RVKD-2014-0001, VI,3.c(2) cost proposal instructions (Non-APC) are included at Attachment 6.
15.0 Proposal Review and Evaluation Procedures: Proposals will be evaluated using a peer or scientific review process based on the following criteria (in descending order of importance):
Overall scientific and technical merits of the proposal Importance to AFRL/RDL program requirements Fund(s) availability
Once selected for possible award, proposals will be analyzed for cost realism and price reasonableness. Cost/Price is considered, but is not an evaluation criterion.
Technical proposals will be evaluated and categorized as follows:
a) Highly Recommended: Well-conceived scientifically and technically sound proposal pertinent to accomplish program goals and objectives. Proposals are recommended for acceptance (subject to availability of funds) and normally are displaced only by other Highly Recommended proposals.
b) Selectable: Scientifically or technically sound proposals that may require additional development. Proposals are recommended for acceptance if sufficient funding is available, but at a lower priority than Highly Recommended proposals. To ensure a diversity of approaches, a Selectable proposal may be prioritized over a Highly Recommended proposal if the Selectable proposal presents a unique approach unlike any of the Highly Recommended proposals.
c) Not Selectable: Proposal is not technically sound or does not meet agency needs.
Even if sufficient funding existed, the proposal should not be funded.
o Note: The Government reserves the right to award some, all, or none of the proposals. When the Government elects to award only part of a proposal, the selected part may be categorized as Highly Recommended or Selectable, through the proposal as a whole may not merit such a categorization.
16.0 OTHER RELEVANT INFORMATION:
16.1 Base Support (including necessary space and equipment at Kirtland Air Force Base, New Mexico) is provided to offerors and shall be proposed in accordance with the BARD Statement of Work (SOW) Supplemental Requirements included as Attachment 2 to this Call.
16.2 Some travel is anticipated in support of this effort to attend reviews and conferences relevant to the scope of the BARD technical effort, and shall be conducted in accordance with the BARD Statement of Work (SOW) Supplemental Requirements included as Attachment 2 to this Call.
16.3 This effort includes research areas involving technology that is subject to U.S. Export Control laws. Therefore, only offerors certified by the Defense Logistics Information Service (DLIS) may submit proposals. For questions, contact DLIS on-line at http://www.dlis.dla.mil/jcp or DLIS, US/Canada Joint Certification Center, 74 North Washington, Battle Creek, MI 49017- 4312, (800) 352-3572. DFARS 252.225-7048 Export Controlled Items (JUN 2013) will be incorporated into any contract(s) resulting from this Call.
16.4 The program security classification for this effort is SECRET. A Department of Defense (DoD) Contract Security Classification Specification, DD Form 254, will be required during performance of the contract. A DD Form 254 is included as Attachment 4 to this Call.
16.5 Foreign participation is prohibited.
16.6 DoD policy, per DFARS 227.7103-1, is to acquire only the technical data and the rights in that data, necessary to satisfy the Government’s needs. In exchange for paying for development of the data, the Government expects technical data, non-commercial software (NCS) and NCS documentation (developed entirely at the Government’s expense) to be delivered with “Unlimited Rights” or a minimum of “Government Purpose Rights”, as defined in DFARS 227.7103-5. Data rights offered other than “Unlimited Rights”, should be identified in DFARS 252.227-7017 (see Representations and Certifications (Section K) included as Attachment 5 to this Call) and included in the Business Section of the proposal.
16.7 In accordance with FAR 9.5, Organizational and Consultant Conflicts of Interest, the Contracting Officer has analyzed the planned acquisition and determined no known actual or potential Organizational Conflict of Interest (OCI) situations exist with respect to this Call.
Offerors shall perform their own OCI analysis (to include potential OCI situations associated with any teammates or subcontractors). Offerors shall describe the methodology used to identify any actual or potential OCI issues. If the offeror identifies any actual or potential OCIs, the offeror shall provide an OCI Mitigation Plan to be incorporated in any resulting contract. This issue and the need for applicable clauses shall be resolved prior to the award of any contract resulting from the offeror’s proposal. The OCI analysis and mitigation plan (if applicable) shall be submitted as a part of the Business Section of the proposal.
17.0 WORK AUTHORIZATION: Submission of proposal(s) is not an authorization to commence work or to incur any costs to perform the work described above. Work is not to be implemented until appropriate contractual actions are taken. Any work performed or expense incurred prior to that time (including bid and proposal costs) will be at the offeror’s own risk.
