Beam Control and Aero-Effects Research and Development (BARD) BAA RVKD-2014-0001 Call 0004
Questions and Answers (Q&A)

Q.1. Technical Area 7 in the “Laser Simulation, Analysis and Research (LSAR)” Broad Agency Announcement (BAA), BAA RVKDL-2014-0001, includes “…computational tools and sensing techniques (hardware and software)…” to perform several tasks. Is the Government asking for a new standalone optical tracking system to be developed, or does the Government already have a system that the contractor is expected to use?
A.1. The Government is not seeking a new standalone optical tracking system to be developed under the BARD effort. For the tracking aspects of BARD, the majority of the effort will occur in the Tactical Beam Control Lab as described in the BARD Statement of Objectives (SOO). Field tests and measurements will be performed on systems/platforms provided by the Government.
While there may be some hardware development required to integrate with the system, development of standalone systems is beyond the scope of BARD.
Q.2. Which test facilities and ranges are most likely to be used for this program?
A.2. For the wind tunnel portion of the effort, the Aero Effects Laboratory (AEL) is a supersonic, blow down wind tunnel with an approximately 8'' test section. For beam control testing, while the majority of the effort will be in the Tactical Beam Control Lab, we also plan on using the Environmental Laser Test Facility. There is also the potential of testing at WSMR (NOP, HELSTF, ACR being the most likely sites). There also may be opportunity to collaborate with airborne testing on the AAOL-T at Notre Dame.
Q.3. Does the Government have a ballpark ODC budget that they are expecting? Are there any large purchases (test equipment, etc.) that should be included?
A.3. The Government does expect the need for some ODC items, but the exact costs and items are unknown at this time.
