HIGH ENERGY COMBINABLE FIBER LASER ADVANCED RESEARCH EFFORT (FLARE)

STATEMENT OF OBJECTIVES (SOO)

BAA-RVKD-2014-0001 CALL 0006

15 March 2018

1.0 PURPOSE

The Fiber Laser and Beam Combining (FLBC) Program at the Air Force Research Laboratory, Directed Energy Directorate (AFRL/RD) at Kirtland Air Force Base, New Mexico is currently seeking technical advancement in the development and demonstration of high energy laser sources for insertion onto laser weapon systems sought for future military platforms. The research and development (R&D) activities conducted within the FLBC Program primarily focus on the following technical areas:

Mature robust and efficient power scaling of narrow-linewidth all-fiber laser sources suitable for multiple beam combining architectures including tiled and filled array Advance beam combination concepts utilizing coherent and/or spectral combining techniques, extending the efficiency, reliability, and multi-kilowatt (kW) power scaling Develop innovative system engineering concepts compatible with challenging Size, Weight and Power (SWaP) considerations necessary for airborne platforms

In addition, substantial research efforts are being devoted to development and demonstration of novel mitigation techniques to suppress fundamental deleterious optical nonlinearities in the fiber laser sources, extending the power scaling capability beyond current state-of-the-art. To enable these capabilities, thorough theoretical research and rigorous experimental investigations are required.

2.0 BACKGROUND

The FLBC Program is currently conducting research and development on high energy fiber laser sources desired for beam combining systems which can be deployed on military platforms for a number of tactical applications. For many of these applications, depending on the mission requirements, the number of fiber lasers to be combined is limited by the maximum power that can be extracted from each individual fiber laser. In particular, for airborne platforms, where volume and mass are limited, great advantages, leading to reduced SWaP of the deployed system, can be realized by increasing the fiber laser power per beam combining channel.

The primary interest of this research is to extend power scaling of narrow-linewidth single fiber laser sources by addressing critical limiting factors related to fundamental fiber optic nonlinearities via utilization of novel mitigation techniques. The emphasis on narrow-linewidth laser source operation is a result of requirements for high beam quality scaled signals critical for efficient coherent or spectral beam combining architectures. Additionally, for future air dominance applications, the FLBC Program is seeking technical advancement on development and demonstration of high brightness, low SWaP laser diodes for pumping fiber amplifier systems. Primary interest is in reducing the overall size and weight of laser diode pump modules while increasing output power, brightness, electrical-to-optical efficiency and optimizing module design for dense packaging.

Further research and development efforts should concentrate on realizing high efficiency beam combining concepts and architectures (coherent and/or spectral) compatible with SWaP constraints and robust scaling to the power levels required for the mission. Similar approaches are highly desired and applicable to other military platforms such as ground-to-air applications utilizing comparable combining architectures and aerial targets.

3.0 SCOPE

The scope of the High Energy Combinable Fiber Laser Advanced Research effort is as follows:

Develop, maintain and execute fundamental physics and engineering computer-based models to predict fiber laser/amplifier performance and characteristics Design, build, acquire and modify hardware and software required to perform fiber laser related R&D efforts including optical, mechanical, thermal, electrical and fluids Perform fiber laser source tests and evaluations including experimental planning, design and build-up, fiber laser source diagnostics, data acquisition, analysis and management Design, develop, integrate and upgrade R&D experimental fiber laser source and beam combining laboratory systems and facilities Design, develop, and demonstrate concepts to improve overall efficiency and optimize

SWaP of the fiber laser beam combining system; this includes reducing the overall size and weight of laser diode pump modules while increasing output power, electrical-to-optical efficiency and optimizing module design for dense packaging

4.0 PLACE OF PERFORMANCE

This research effort will be conducted at AFRL facilities located at Kirtland Air Force Base, New Mexico under the direction of AFRL technical experts. Some travel may be required to attend fiber laser related conferences and technical interchange meetings at offsite locations.

5.0 TECHNICAL OBJECTIVES

This effort falls under Technical Area 6: High Power Fiber Development and Beam Combination of the “Laser Simulation, Analysis and Research (LSAR)” Broad Agency Announcement (BAA), BAA-RVKD-2014-0001. Proposals should address offerors’ ability to perform in all R&D areas listed below:

5.1 High Energy Fiber Laser Source Modeling and Simulation (M&S)

Develop fiber laser computer-based simulation models to predict overall scaled system characteristics based on the performance of:

Novel optical fiber designs including active and passive conventional, microstructure large-mode area (LMA) fibers High power scaling of rare-earth doped optical fiber lasers/amplifiers (including Erbium, Ytterbium and Thulium fibers) Mitigation of deleterious non-linear optical and thermo-optics effects in fibers

Modify current FLBC physics-based modeling and simulation tools to incorporate specific fiber design parameters including actual fiber refractive index and doping profile geometries to predict performance and verify “as drawn” to the intended design parameters. As needed, create new fiber laser source codes to address discrepancies between experimental observations and initial expectations.

5.2 High Energy Fiber Laser Source Power Scaling

Design, develop, and demonstrate fiber laser/amplifier sources amenable to multiple beam combination architectures. The fiber laser sources to be developed will have the following characteristics:

Multi-kW levels signal output with high polarization extinction ratio (PER) High electrical-to-optical and optical-to-optical efficiencies Narrow spectral linewidth and near diffraction limited beam quality suitable for coherent and spectral beam combination architectures

Experiment planning, design and build-up: Based on M&S results, plan and design experiments and build experimental setups required to generate the necessary data to validate physics and engineering models. Experiment planning and design includes mitigating risks to acceptable levels for both R&D assets and personnel.

Experiment execution: Conduct experiments utilizing manual and automated data acquisition methods and collect the necessary experimental data as determined by test planning.

Data analysis and management: Analyze collected data to determine if the experiment was successful, or needs to be repeated, modified, or a different experiment is needed to generate and collect the required data. Manage the data through proper recording from R&D instruments, formatting data for use by M&S codes and archiving data for later recall and reference.

Modify/maintain high energy fiber laser/amplifier sources, diagnostics, data acquisition, data analysis and experiment related hardware and software including optical pump systems, power and thermal management.

5.3 Fiber Laser Beam Combining System Component Technology Development

Design and develop innovative concepts to improve efficiency and reduce the SWaP of critical components used in high power fiber laser/amplifier beam combining systems. This includes the following technical areas:

Reduce the overall size and weight of optical diode pump modules while increasing output power, brightness, electrical-to-optical efficiency and optimizing module design for dense packaging

Optimize design to reduce SWaP, increase efficiency and power handling of critical components in the fiber laser/amplifier beam combining system including preamplifier stage fiber-optic components, pump-signal combiners compatible with co- and counter-pumping configurations, beam control components including free-space optics, fiber exit array and beam delivery system

Optimize design to improve efficiency and reduce SWaP of the fiber laser beam combining power and thermal management system including optimization of system mechanical framework, power supply units and coolants

When applicable, all concepts including the designs and optimization techniques should concentrate on low loss, high efficiency integration of multiple components compatible with SWaP constraints and robust scaling to multi-kW power levels.

5.4 Fiber Laser Beam Combining System Integration and Packaging

Design, develop and demonstrate innovative concepts for effective integration and compact packaging of high energy fiber laser source and fiber array/beam combining/control systems compatible with airborne platforms. New designs and techniques should concentrate on optimizing the fiber laser source and optical pump system design, and providing effective power and thermal management schemes to address the critical need for high efficiency configurations compatible with SWaP constraints and robust power scaling/beam combination to multi-kW levels. Ruggedized packaging and prototype system development of high energy fiber laser beam combing systems may also be of long-term interest.
