STATEMENT OF OBJECTIVES (SOO)
Repair Playgrounds, B9992 Project Number CZQZ22-0024
26 August 2022
1. DESCRIPTION OF WORK: The scope of this project includes but is not limited to removal and installation of one (1) toddler and one (1) youth playground structures for the 27 Special Operations Civil Engineer Squadron (SOCES), Cannon Air Force Base (CAFB), NM. Work shall conform to contract documents, specifications and adhere to the most current federal, state, and local requirements.
The intent of this project is to replace two (2) playground structures on Chavez Manor that no longer comply with CPSC Publication No. 325 – Public Playground Safety Handbook as outlined in UFC 4-711-01 – Family Housing. One (1) playground structure should be designed for children ages 2-5, while the other one (1) playground should be designed for children ages 5-12 to play on and enjoy no matter their ability. Children with any type of disability, physically or mentally, can play and have access to some portion of the play components.
2. WORK LOCATION: The work will take place at the Doc Steward Playground in Chavez Manor at Cannon Air Force Base, NM.
3. WORK ELEMENT (per Para. 1 of the Gen Specification 01 11 00): Contractor will be provided a Statement of Objectives (SOO). The Contractor shall provide design and construction based on the SOO for this project. Contractor shall develop project design documentation including drawings, specifications, design analysis etc. representative of a 35%, 65%, 95%, and 100% design effort. The design phase shall include all necessary and required services in developing the existing SOO into a completed Statement of Work (SOW) and design (site investigation, design development, construction documents, submittals, reports, coordination, etc.). After award the contractor will be required to provide an approximate 35% design for review. See attachment No. 2 CAFB Design Deliverables located in Appendix C for details. Upon acceptance of the 35% design, the contractor may start field work and material purchase, if approved to do so by the Contracting Officer (CO).
4. PRINCIPAL FEATURES (TO SCOPE): The work required is to include but is not limited to the furnishing of materials, equipment, facilities, transportation, labor, and supervision required to accomplish the following:
4.1 Demolition:
4.1.1 Disassemble and remove existing playgrounds. Dispose of materials as per section 02 41 00 of the General Specifications located in Appendix C.
4.1.2 Remove and dispose of all rubber mulch, weed barrier, landscaping pins, and boarder material as per section 02 41 00 of the General Specification located in Appendix C.
4.1.3 Excavate and dispose of any existing footers as per spec section 02 41 00.
4.1.4 Remove and dispose of perimeter fence as per spec section 02 41 00.
4.1.5 Remove and dispose of existing canopy system as per spec section 02 41 00.
4.2 Civil:
4.2.1 Backfill: Backfill any existing holes due to removal of footers and canopy system.
4.2.2 Site Leveling: Level/grade the site where the intended play structures are to be erected according to the manufacture’s specifications. The surface should not have an incline that exceeds a 1% grade.
4.2.3 Footers: Provide appropriate footers and proper attachment methods in compliance with manufacturers specifications to support new playgrounds as well as new canopy system.
4.2.4 Surfacing: Surface playground area in accordance with CPSC Publication No. 325 – Public Playground Safety Handbook as outlined in UFC 4-711-01 – Family Housing and Section 1008 of the 2010 ADA Standards for Accessible Design. Scope included but not limited to:

4.2.4.1 Access to the playground site and play area must have at least one ADA compliant access route as specified in the referenced publications above. Walking Surfaces must not exceed a slope of 1:20 and ramps must not exceed a slope of 1:16.
4.2.4.2 Furnish and install weed barrier encompassing entire play area.
4.2.4.3 Furnish and install 8” boarder material around perimeter of play area to retain mulch.
4.2.4.4 Fill play area with rubber playground safety mulch in accordance with individual fall heights/regulations as specified in the referenced publications above.
4.2.4.5 Play areas must be clear of all obstacles, including but not limited to trees, curbing, sidewalk, fence, other play equipment, rocks, canopy brackets, and landscaping.
4.2.5 Playground Equipment: Furnish and install one (1) toddler and one (1) youth playground equipment exactly as or equal to:

5. PERMITS AND CLEARNACES. The Contractor shall submit the standard AF Form 103 Work Clearance Request required prior to starting any construction. A signed AF Form 103 is required prior to any work performed on the site. The AF Form 103 will be furnished to the Contractor upon award. Approval typically takes 7-10 days.
6. TO PERFORMANCE PERIOD: 30 calendar days design effort and 60 calendar days for construction. Period of performance includes submittal review, construction, and closeouts. Total period of performance is 90 calendar days.
7. NON-TYPICAL ISSUES/ITEMS: The Contractor shall be capable of gaining and maintaining access to the base and project site IAW base procedures to the extent required to complete the project.
8. RELATED PROJECTS: Not applicable.
9. SAFETY: All OSHA, AFOSH, EM 385-1-1, and other applicable DOD Standards apply as stated in IDIQ contract.
10. SUBMITTALS: The contractor shall provide the following submittals as required by the contract; An SOW, SOMS, Drawings, and Specifications. Submittals must be received and approved prior use of materials. Ensure any HAZMAT is submitted and approved by CE Environmental BEFORE bringing materials onto the installation.
11. SPECIFICATIONS: The Government has provided General Specifications meeting Cannon AFB standards attached in Appendix B. The additional guidance documents including the ones listed below and all additional specifications for this project are required to be compiled and tailored by the contractor as part of the design effort identified in Para. 2 of this SOO. Specifications shall be built from most current UFGS specifications at time of award.
12. SPECIAL REQUIREMENTS: All existing conditions/As-Builts to be site verified.
