DESIGN DELIVERABLES

1.0 SPECIFIC REQUIREMENTS

The contractor shall perform the following requirements: (If a requirement is not listed that is necessary to complete the Design Service, the contractor shall include the omitted requirement in the “initial proposal” for Government evaluation.)

1.1 PRE-PERFORMANCE CONFERENCE

The contractor shall facilitate a Pre-performance Conference call within 21-days of the Notice to Proceed (NTP). Attendees shall include the CO, COR, and installation POC’s. The purpose of the conference is to coordinate logistical requirements associated with site visits, installation access, contact information of key individuals, schedule, and to ensure government furnished property / material necessary to complete tasks identified are provided to the contractor prior to, or upon commencement of, the initial site survey.

1.2 REQUIRED DESIGN SERVICES

Prepare a 100% Design for each of the following projects by completing the “TASKS” identified in Section 1.7.

Prepare a 100% Design which defines the repair requirements for CZQZ22-0024 Doc Steward Playground Project located at Cannon AFB. At a minimum, the 100% Design shall include 100% design drawings, specifications and manufacturer cut sheets, design-build cost estimate, construction schedule (including phasing, if required), bid schedule, and other documents required to allow organization to advertise and award the design-build requirement.

1.3 100% DESIGN SERVICE CONTENT

1.3.1 Describe the current situation and impact;

1.3.2 Identify user and facility requirements;

1.3.3 Include final construction drawings (100%);

1.3.4 Include construction specifications (using Cannon AFB’s boilerplate specification) and manufacturer’s cut sheets that correspond with the final construction drawings;

1.3.5 Include a comprehensive construction schedule, including any required construction phasing;

1.3.6 Include a design and construction cost estimate that corresponds with the final construction drawings;

1.3.7 Include a design analysis that corresponds with the final construction drawings;

1.3.8 Include a draft bid schedule that can be used by the Government to advertise and award the requirement.

1.4 FORMAT

1.4.1 Prepare cover and narrative in the same format of existing designs. Cover shall identify the base name followed by the project title, project number, and “100% Design Services” typed in smaller font on the line below the base name line.

1.4.2 All documentation shall be prepared in hard copy using the latest version of Microsoft WORD with all graphics imbedded in the file; and in electronic format utilizing Adobe Acrobat (*.PDF). Electronic construction drawings shall be prepared using the latest version of AutoDesk AutoCAD and provided in hardcopy and electronic versions; electronic versions shall be .dwg format.

1.4.3 All digital mapping data shall comply with HQ AFSOC Geospatial standards.

1.4.4 Text document size shall be 8 1/2" x 11" portrait layout. Image size of standard text shall not exceed 7” x 10”.

1.4.5 When appropriate, oversized illustrations, charts, maps, photographs or art work, may be used; however, 8 ½” x 11” is preferred. Foldouts shall not exceed 11” x 17” with maximum image size of 9.75’ x 15.5”.

1.4.6 Color printing shall be used in cases where color differentiation in graphics (illustrations, maps, diagrams, charts) is deemed appropriate for explanation and clarification.

1.4.7 Drawings shall be produced using Cannon AFB’s standard drawing template. Drawings shall be done full size (unless otherwise directed) on base standard 22”x34” border sheets in the number of copies stated in the delivery order. Final submittals shall include plotted drawings and electronic copies of all documents on recordable CD's.

1.5 REPRODUCTION

1.5.1 Reproduction shall use black and white or color copying for interim submittals; however, final reproduction shall be high quality laser printing or electrostatic plotting. To the maximum extent possible, utilize computer printers for originals and high quality photocopying.

1.5.2 Font size smaller than 10 point or larger than 48 point shall be limited to those areas where it is the most efficient size.

1.5.3 The cover of the document shall include an appropriate graphic or photograph. The front and back covers, and any spine inserts (if provided), shall be printed on high quality cover stock. The final document shall be high quality printed and spiral bound.

1.5.4 All documents will be printed on recycled paper. Documents not subject to public review will carry the phrase “For Official Use Only” at the top and bottom of each page. The file name, page number and date shall be included at the bottom of each page.

1.6 TASKS

(1) Become thoroughly familiar with all relevant background information and Government furnished materials.

(2) Prepare a “Draft” PMP that is organized by installation and projects. The PMP shall include team organization, issues, tasks, staff assigned, schedule, milestones, deliverables and data needs. The plan shall be brief - no more than 3-4 pages in length.

(3) Submit the plan for Government review / discussion prior to data collection efforts.

Data Gap Identification
(1) Coordinate with Cannon AFB Points of Contact (POCs) to determine any data gaps in the Government furnished information and obtain the necessary information.

(2) Coordinate with Cannon AFB personnel to plan an installation visit for data collection and to conduct interviews with engineering, environmental and operations staff, as necessary.

(3) Develop a data collection check sheet to facilitate data collection and provide it to Cannon AFB personnel in advance of a site visit.

(4) Obtain all information supporting preparation of the user requirement (programming charrette) and coordinate with local, state and federal agencies, as required, for data collection.

Site Survey Visit
(1) The A-E shall perform thorough and complete field and site investigations to obtain all of the necessary architectural and engineering information and design data required for the accomplishment of the contract documents. At a minimum the Site Survey shall include: (a) complete topographic survey of the project site(s), including establishment of a bench mark based on USCGS Data, (b) selection of locations for and obtaining any required soil borings and their associated reports (a copy of each report shall be provided to the Contracting Officer with the 35% submittal for the project), (c) locations of wetland boundaries or other terrain features and other facilities or improvements which could affect the project, and (d) locations of all utilities on or near each site

(2) Conduct a structured research and problem solving process to identify, examine, and elaborate upon various customer needs underlying the design requirement.

(3) Present preliminary findings to Cannon AFB personnel and the Installation Commander before departing. Incorporate any decisions or direction provided during this presentation in subsequent design efforts.

Provide a narrative description for the construction/repair project. Include a description of the building structural systems, exterior materials (walls, roof, doors, windows etc.), interior materials, mechanical systems, security, communications, energy conservation and electrical systems, including back-up power.

Design Analysis
Includes design narrative, notes, and design calculations for all disciplines. The analyses shall include rationale for selecting a particular approach or design solution, all design calculations, copies of all directions provided to the A-E, a copy of all survey and soil boring data, and a copy of all other significant findings, e.g. asbestos and lead surveys / data. The design analysis must show in a logical sequence the technical decision-making process used by the A-E in reaching the final design. The analysis shall contain manufacturers' literature used as the basis of design. As part of the design analysis, the A-E shall inform the Government of any code, structural, fire and safety, and any utility system deficiencies relevant to the project found during investigations.

Drawings (35%)
Drawings shall reflect a 35% design effort. Hardcopy drawings shall be C-size.

(1) Prepare and furnish original drawings to show the layout of the work and to clearly indicate the extent, type, and detailed requirements for each phase of the project. Separate drawings shall be prepared to cover each phase, i.e. demolition, repair, and new construction and in such a manner as to clearly identify that portion of the work, e.g. alteration, addition, and repair. Phasing of the work as required to maintain the operation of the facility while the construction is being performed, must also be shown on the drawings. Repair and new construction can be shown on the same drawing, however, the drawings shall clearly indicate what portion of the work is applicable to each. Separate drawings shall also be prepared for each discipline, i.e. architecture, civil and site work, structural, mechanical, and electrical engineering, and any other category of work appropriate to the project. All drawing cross references shall be thoroughly checked to ensure that they are correct and that they do not cause confusion.

(2) All construction and installation work, to be performed as part of the project, shall be properly designed and coordinated as to fit, location, and relation to the building structure or other components or systems.

(3) The A-E shall clearly indicate on the drawings all items, i.e. materials and/or equipment, which are to be furnished by the Government. Also, the A-E shall clearly indicate on the drawings all bid options and any construction changes which accompany them.

(4) The drawings shall be prepared using AutoCAD and shall be plotted in ink or method approved by the Contracting Officer, on 22”x34” sheets. Sample border sheets will be supplied by the Government. These will include a cover sheet with the base title block and a different title block sheet for all subsequent drawings in the project. The drawings shall have lines with density sufficient to permit the reproduction of high quality direct photographic transparencies or prints. Each original drawing shall include a graphic scale to permit accurate scaling from half-scale drawings. The drawings shall be numbered by the sequence of sheets (sheet - of -). Also, each sheet shall contain a number which is by discipline or function in accordance with Spatial Data and Facility Management Standards as published by the CADD/GIS Technology Center. Where the project is sufficiently small and it is possible to collocate on one drawing sheet more than one discipline and still show each in sufficient detail, combination numbers may be used. The sheets shall be arranged in and numbered according to the US Army Corp of Engineers A/E/C CAD Standard.

Specifications
Specifications shall reflect a 35% design effort.

(1) Includes color boards and manufacturer cut sheets.

(2) The A-E shall utilize the Unified Facilities Guide Specifications (UFGS), which are standard technical specifications used for military construction. The UFGS uses the latest CSI MasterFormat and are available at “https://www.wbdg.org/ccb/browse_cat.php?c=3”. The UFGS are published only in electronic format and are intended to be used with SpecsIntact software, which is available free of charge at “http://specsintact.ksc.nasa.gov/” A submittal schedule shall also be prepared using SpecsIntact software. Preparation of drawings must conform to the specifications. The A/E shall select applicable sections to be inserted into the individual projects.

(3) Those items and/or products not listed in the specifications but necessary for the contractor’s use during the bid phase and incorporation into the work to complete the project, e.g., hardware schedules, fixture schedules, sequence of operations, lighting schedules, etc., shall be shown on the drawings on a sheet appropriate to its intended use

(4) Any specification written by the A/E shall be prepared with the intent of meeting government standards for competitive bidding. Whenever possible, materials, products, and systems shall be specified using industry standards, e.g. ASTM, ANSI, NEMA, or Federal Specifications, e.g., FS TT-P-64-1 for a paint primer. The A/E shall specify all salient features of each product, item, or system and any restrictions it must meet (such as must not exceed certain dimensions, must be compatible with another item or system, or must have a minimum acceptable capacity). A-E shall use brand names only as basis of design and for demonstrating the product installation and layout and its required features. A listing of other manufacturers and their particular products which meet the required features shall also be used. When listing brand names the words “or approved equal” shall follow so long as all salient features are listed that will be used in determining an equal.

Cost Estimate
Provide a cost estimate that reflects a 35% design effort.

(1) Provide a parametric cost estimate utilizing software such as Tri-Services Automated Cost Engineering System (TRACES).

(2) The A-E shall prepare detailed cost estimates covering all materials, labor, permits, and any other costs incidental to the planned and specified project. Cost estimates shall be labelled with “OFFICIAL USE ONLY” on all pages. In preparing the estimates, the A-E shall employ such methods and utilize such sources of cost information as is consistent with: (a) local costs for materials and labor, (b) current construction market conditions, (c) nationally recognized cost estimating practices and procedures, and (d) Davis-Bacon wage rates and any other guidance provided by the Contracting Officer. Estimates shall contain a detailed breakdown for all items of work and separated into their separate divisions. Summary sheet shall show the sums for each division along with project overhead, profit and contingency. Line items shall be broken down showing unit cost for materials and labor and equipment or equipment rental costs.

Lump sum costs may be estimated only when it is not practical to breakout costs to a lower level and must not exceed 5% of the total estimate. Cost estimates shall show a breakout of basic and bid options, if applicable. If the project consists of both renovation or repair and new construction, each category shall have a separate estimate, i.e. they shall be prepared as if they were separate and distinct projects.

(1) The A-E shall generate submittal schedule utilizing SpecsIntact software. It is the A-E's responsibility to ensure this listing is complete, does not contain any extraneous data, and is correct in its content.

(2) The A-E shall prepare a working time analysis for each project and shall be provided with the 65%, 95% and 100% design. If the project is composed of more than one facility or improvement, clearly distinguishable as separate and independent entities, the A-E may be required to provide separate analyses for each independent portion of the project. (A good example is a roofing project in which several separate and independent buildings are to be reroofed.) The purpose of having the multiple analyses is to allow breaking the project into smaller projects if adequate funding is not obtained for the entire project, or, in the event that another factor, such as a mission or use change arises. The analysis shall be used as the basis for establishing the allowable time for the contractor to complete the project. Consideration shall be given to the time required for turn-in and approval of submittals and any required permits, procurement of materials and equipment, sequence of construction, and all factors which can be foreseen as affecting the time required for completion of the project. Analysis shall be based on the A-E's past experience and best engineering judgement.

(1) The bid schedule shall be prepared by the A-E. If the A-E determines that the current working estimate (CWE) for the project will exceed the programmed cost, a base bid and bid options shall be considered. Bid options totaling not more than 15% of the programmed project cost may be bid as appropriate. No work which is integral to and required for the project to provide a complete and useable facility or improvement will be bid as an option. No options shall be used without the prior approval of the Project Manager and the Contracting Officer.

3.0 GENERAL INFORMATION

3.1 SUBMITTAL REVIEW

3.1.1 Submittal review comments will be provided by the Government within 28 calendar days of receipt by Cannon AFB personnel. The government can extent the review period as necessary.

3.1.2 If the contractor disagrees technically with any comment or comments and does not intend to comply with the comment, he shall clearly outline, with ample justification, the reasons for noncompliance within 7 work days after receipt of these comments in order that the comment can be resolved. The disposition of the remaining comments shall be furnished, in writing, with the next scheduled submittal. The contractor is cautioned in that if he believes the action required by any comment exceeds the requirements of this delivery order, he should take no action and notify the Contracting Officer, in writing, immediately.

3.2 DATA RIGHTS

The Government has unlimited rights to all data deliverables.

3.3 MANAGEMENT

The contractor’s Program Manager (PM) shall take reasonable steps to allow CORs unrestricted and unhampered access to contractor employees accomplishing duties associated with this project.

3.4 SECURITY INSTRUCTIONS

SECURITY INSTRUCTIONS – The contractor will prepare all deliverables in an UNCLASSIFIED format. However, a significant portion of the information necessary to establish the scope, basis of design, and cost is CLASSIFIED. All contractor personnel engaged in the preparation of deliverable identified in this SOW shall have a current SECRET clearance or higher

3.5 ESSENTIAL SERVICES

Services are not mission essential for performance during crisis according to DoDI 3020.37.
