GENERAL Specifications

IDIQ Construction Contract

For

CANNON AFB, NEW MEXICO

DIVISION 01 - GENERAL REQUIREMENTS

SECTION 01 11 00

SUMMARY OF WORK

08/15, CHG 2: 08/21

1. Contract Description: The Indefinite Delivery, Indefinite Quantity (IDIQ) Construction Contract is a Contract for execution of a broad range of maintenance, repair and minor construction projects affecting real property at Cannon AFB, New Mexico. A Task Order Proposal Request (TOPR) will be issued under this contract to define specific project requirements involving design and/or construction. Task Order (TO) execution will be directed by one of the following work elements:

1.1 Work Element No. 1 (Design Effort Required): Contractor shall develop project design documentation including drawings, specifications, design analysis etc. representative of a 35%, 65%, 95%, and/or 100% design effort (as identified within each TO). Upon completion of design, and upon acceptance by the Government, construction execution shall commence and be completed in accordance with (IAW) contract requirements.

1.2 Work Element No. 2 (Consummate Design Effort Required): Contractor will be provided a previously accomplished preliminary/ intermediate design effort (e.g. 35% / 65%) including available drawings, specifications, and/or design analysis etc. which is to be further developed into a 95% / 100% final design effort. Upon completion of design, and upon acceptance by the Government, construction execution shall commence and be completed IAW contract requirements.

1.3 Work Element No. 3 (Construction Effort Only): Contractor will be provided a 100% completed design document (drawings, specifications, and/or design analysis etc.) to initiate and complete construction execution IAW contract requirements.

1.4 Work Element No. 4 (Design/Build): Contractor will be provided a Statement of Objectives (SOO). The Contractor shall provide design and construction based on SOO for project as defined by the TOPR. The design phase will include all necessary and required services in developing the existing SOO into a completed Design (site investigation, design development, construction documents, interior design, submittals, reports, coordination, etc.)

for the specific TO. The intent is for the design and details to match or complement the existing conditions in a facility. After TO award the contractor will be required to provide an approximate 65% design for review.

2. Contract Requirements: Contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to design, manage, and accomplish a broad range of repair, alteration, and/or new construction work on the installation and other real estate owned or managed by Cannon AFB. The projects will include tasks in a variety of trades such as demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical [including heating, ventilation, and air conditioning (HVAC)], painting, carpentry, 01 11 00-1 roofing, millwork, road repair, and other specialty and general contracting work.

3. Contract Organization: Contractor shall have available a design and construction staff to respond to the requirements of this multi-discipline IDIQ contract. The contractor's organizational approach shall integrate their staff to provide project management, project Design/engineering, on-site superintendence, quality control, safety, and administration.

3.1 Personnel shall meet the training, medical surveillance, safety and health program requirements specified in the Army Corps of Engineers (ACOE) Safety and Health Requirements Manual EM385-1-1 and Occupational Safety and Health Administration (OSHA) Standard 29 CFR 1910.120, including Hazardous Waste Operations and Emergency Response (HAZWOPER) training. Contractor shall not allow uncertified personnel on site.

3.2 As a minimum, Contractor construction personnel such as the Project Manager (PM), project superintendent, project quality control, health, and safety inspector(s), and project foremen shall be able to read, write, speak and understand United States common English.

Contractors and subcontractors who operate a vehicle to perform a task shall have a valid US state driver’s license for the vehicle(s) operated. All employees shall have a valid photo identification even if they are not driving on the installation.

3.3 Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with (IAW) DoD Directive (DODD) 5500.07-R. Contractor shall not employ a Department of the Air Force employee if such employment would be contrary to the policies contained in AFI 64-106, Contractor Labor Relations Activities.

3.4 Contractor Professional Qualifications and Certifications: The Contractor’s key personnel who will be involved in the day-to-day accomplishment of design tasks ordered under this contract shall include, as a minimum, personnel qualified in the areas identified below. The contractor’s design team shall include registered architectural and engineering personnel with experience in the following disciplines: Civil, Land Surveying, Geotechnical (Soils Engineer), Architectural, Interior Design, Landscape Architecture, Structural, Mechanical, Electrical, Fire Protection, and Environmental. If the Contractor must change any personnel during the course of this contract, the Contractor shall provide appropriate documentation to the Contracting Officer (CO) that substantiates the qualifications of the replacement employee to perform the required duties of the position. The CO will verify the proposed replacement’s qualifications and reserves the right to reject the replacement or a proposed change in personnel. The following sub-paragraphs identify the minimum requirements, certifications, licenses, etc. required for personnel performing activities or acting in a specific capacity:

3.4.1 Design Program Manager: Contractor’s Design Program Manager (DPM) shall have as a minimum a Professional Engineer or Registered Architect with a minimum of

01 11 00-2 ten (10) years work experience in design project management, and a minimum of five (5) years experience managing design-build projects. The DPM is the primary point of contact (POC) for the CO on all contractual issues with regards to design and is responsible for the overall management of this contract. The DPM is responsible for but not limited to ensuring practical and effective systems are developed and installed to meet contract objectives.

3.4.2 Project Manager (PM): The Contractor’s PM is to ensure that quality work is accomplished on schedule and assuring qualified personnel and subcontractors are assigned to complete TOs. It is the PM’s responsibility to ensure that Contractor personnel and subcontractors possess the appropriate qualifications and experience to complete specified project tasks and that they comply with all statutes, regulations, as well as the contract requirements. The PM shall provide the CO all required certifications and qualifications for their employees and subcontractors within five (5) days of hiring new employees

3.4.3 Project Superintendents: The Contractor shall assign a Superintendent/Foreman for each TO. This person will be on site at all times and will be first point of contact for the specific TO.

3.4.4 Interior Designers Qualifications UFC 3-120-10, Interior Design, dated 16 May 2018 including Change 2, Jun 2021, Paragraph 2.2: The contractor’s interior designer or architect must have completed a program accredited by the Council for Interior Design Accreditation (CIDA) or equal accreditation program of academic training in interior design. The interior designer or architect must also have attained National Council for Interior Design Qualification (NCIDQ) certification or state licensure, certification or registration and must not be affiliated with a furniture dealership, vendor or manufacturer. The Government reserves the right to approve or disapprove the qualifications of the interior designer selected by the Contractor.

3.4.5 Construction Welders Certification: Employees who perform welding shall be certified by the State of New Mexico IAW MIL-STD-248D and ANSI Z49.1.6.

4 Ordering Procedures: As the need arises for performance under the terms of this contract, the CO or authorized representative will issue a TOPR providing a synopsis of the proposed project requirements, defining the governments requirements to be used for subsequent award of the TO, and establish the date, time and location of the pre-proposal site visit.

4.1 Time duration for developing submittal of the contractor's proposal for individual requirements will be as agreed upon by the government and the contractors at the pre-proposal meeting; however, at no time shall this time period exceed 30 calendar days without prior approval of the CO.

4.2 Following Government review of the proposal, the CO may arrange and conduct negotiations with the Contractor, Civil Engineer PM, and any other persons deemed

01 11 00-3 necessary, for resolving any variations involving price, time, quantities, and any other relevant items.

4.3 Following award of the TO, the contractor will be issued a notice to proceed (NTP).

The NTP shall provide the start date and completion date of the TO. Following the NTP the contractor shall begin execution of the requirements as stated within the specific project criteria as indicated in the TO. The TO shall detail the project specific requirements in conjunction with the General Specifications of the overall contract.

5 Project Locations: The contractor shall accomplish all work under this contract either at Cannon AFB, Melrose AFR or any other real estate owned or managed by Cannon AFB NM IAW each TO.

6 Standard Working Hours: The standard hours of work are from 0700 to 1600 hours, Monday through Friday, excluding Federal holidays. Hours may be modified IAW each individual TO through CO approval.

7 Security Requirements: Contractor will adhere to installation guidance and operational plans concerning the antiterrorism program. Attend required meetings as identified by the installation's antiterrorism office. Initiate actions directed by the installation commander during changes to force protection conditions to increase surveillance and protection of infrastructure. Immediately notify base security forces on any suspicious events. Ensure employees complete Level 1 Antiterrorism awareness training annually and report training status to Installation Antiterrorism Officer. Contractors and subcontractors must submit the names of those individuals who have read and understand the Antiterrorism Lvl 1 Trng which can be accessed as a stand-alone non- CAC holder course (https://jko.jten.mil/courses/atl1/launch.html/) on an annual basis.

7.1 Contractor Security Handbook, (Attachment 01), details installation access requirements for Cannon AFB for all contractors and subcontractors.

8 CONTRACTING OFFICER(CO) AUTHORITY

8.1 Contract Changes: Only the CO is authorized to make changes to the contract or any issued TO. No other Government or non-Government official may alter this contract or any issued TO IAW the basic contract terms and conditions. The Contractor shall report to the CO any attempts to alter this contract or any TO.

8.2 Unauthorized Contract Changes: In the event the Contractor effects any such changes at the direction of any person other than the CO, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. The CO may also require the Contractor to undo any such unauthorized changes at no additional expense to the Government.

8.3 FIELD CHANGES: The Contractor and the Government may agree to perform a no-cost field change. Field changes are made when the change appears to be mutually beneficial

01 11 00-4 to all parties and would not require changing the negotiated line items. Examples of field changes include: relocating a new door 2’ away from planned location; rerouting planned location of sidewalk to avoid a tree (when quantities are not significantly changed); installing wallpaper border at chair rail instead of at ceiling, etc. All field changes must be approved in writing by the CO prior to execution. All field changes shall be incorporated into the Redline drawings and later transposed on the AutoCAD™ As-Built drawings.

9. Coordination and Access to Site: Coordination with affected facility occupants (Using Agency) shall be made through the COR/CO to assist the Contractor in completing the work with a minimum of interference and inconvenience. Upon award of basic contract, long-term passes shall be issued which will allow all contractor personnel to access Cannon AFB IAW local procedures.

9.1. Access to the site is the responsibility of the Contractor. If clearing brush or construction of temporary access is necessary, it is the responsibility of the Contractor to provide this work. The Contractor shall not cut trees or controlled (regulated) plants without authorization from the CO or designated representative.

10. Force Protection Condition (FPCON) Restrictions: Access to Base may be restricted dependent upon the established FPCON level at any time during the execution of the TO.

Contractor shall be issued badges allowing unrestricted access to the Base throughout FPCON levels 'A' and 'B'. Increased FPCON levels approaching 'C' and/or 'D' shall be more restrictive, requiring further confirmation of current security requirements as provided by CO.

11. Work Layout and Site Management: The Contractor shall submit for coordination a proposed layout of the work along with various site plans, field office requirements, dust control plans and proposed storage areas to the CO within 10 working days of TO award for review/approval with the Contracting Officer Representative (COR) or the CO and submit various site plans, field office requirements, dust control plans, and proposed storage areas IAW the project requirements associated with each TO.

11.1. Administrative Field Offices and Material Storage Trailers: When an individual TO requires the use of a Field Office or Material Storage Trailer, the Contractor's administrative field office and storage trailers shall be in like new condition and the exterior shall be in accordance to the Cannon AFB Architectural Compatibility Guide (Attachment 02) and as approved by the CO.

11.2 Staging/Material Storage Area(s): The requirement for lay-down areas (staging areas) associated with a TO shall be dependent upon the size of the project and will be established IAW specific criteria as detailed in the Base Contractor’s Storage Lot Agreement and Disclaimer Letter (Attachment 03) and TO. Prior to starting the work, the Contractor shall submit site plan to the CO for approval, showing the layout and details of all temporary facilities planned for use on identified TO. The plan shall include the location of the safety and construction

01 11 00-5 fences, location of all site trailers, equipment and material storage areas, construction entrances, trash dumpsters, temporary sanitary facilities, and worker parking areas as required by the TO. Site photographs prior to the start of work may be included with the plan. At completion of work, the Contractor shall remove the facilities and restore the site to its original condition. For most construction projects, the Base Civil Engineer will provide the contractor with a single staging area directly adjacent the project site. The need of a supplemental storage area will be identified by the contractor as required by the detailed TO.

TO work site and staging areas may be required to be completely screened with a minimum of a six-foot high chain-link construction fencing and shall be directed by the CO per Task Order. Contractor may be required to include visual screening as directed per TO with color to be approved by the Base Civil Engineer via the CO.

11.3. All Contractor trailers, stored materials, and idle equipment shall be located in the designated staging area associated with each TO; any deviation must be approved by the CO.

The staging area shall be kept clean and orderly. Tarps are to be used, as directed by the CO, to secure loose materials. The COR is the sole judge as to what constitutes an acceptable staging area. Dumpsters may be located outside the staging area, but must be sited as approved by the COR. Any movement of a dumpster to another area on the project site must be approved by the COR.

11.4. All items in the staging areas shall be promptly removed when no longer needed for the TO or when the contract is completed; not to exceed 14 calendar days after completion.

11.5. Dirt and Dust Control Plan: The Contractor shall submit a plan for controlling dirt, debris, and dust on base roadways. As a minimum, the plan shall identify the equipment or resources used for cleaning along the haul route and measures to reduce dirt, dust, and debris from roadways.

11.6. Dumpsters: All dumpsters need to be equipped with a secure cover. The cover shall be closed at all times, except when being loaded with trash and debris. Locate dumpsters behind the construction fence or out of the public view. Dumpsters shall not be permitted to overflow, and shall be emptied before reaching that condition, at least once a week, or as needed to keep the site free of debris and trash. Empty smaller trash containers at least once a day. Large demolition normally requires a large dumpster without lids-these are acceptable but shall not have debris higher than the sides before emptying.

11.7. Temporary Sanitation Facilities: All temporary sewer and sanitation facilities shall be self contained units with both urinals and stool capabilities. Ventilate the units to control odors and fumes and empty and clean them at least once a week or more often if required by the COR. The doors shall be self-closing.

11.8 Construction and Safety Fence: Enclose the construction site, staging area, and/or supplemental storage area with a minimum of a six foot high chain link fence with securable gates as directed by the TO and approved by the CO. Fencing may be continuous 9 Ga. fabric and poles set in a non-destructive manner, or pre-constructed 9 Ga. panels. If panels are used, 01 11 00-6 they must be linked together in a semi-permanent manner that prevents unauthorized access via detachment. Barbed wire up-riggers may be required, based on security level of facility being worked on. If so, it will be identified in Governments Task Order proposal package.

An exception may be authorized to alleviate the requirement of a UV light resistant, plastic fabric mesh netting or equivalent and will be directed per TO. Remove the fence upon completion and acceptance of the work. The intent is to provide added safety and security of the site and when needed block the construction from public view and reduce blowing material hazards caused by the construction. The Contractor shall also provide temporary safety fences at the construction activities within the fenced construction site and also outside of the fenced area that involve safety hazards affecting both construction workers and the general public. The safety fence shall be IAW OSHA standards and EM 385-1-1 (US Army Corps of Engineers, Safety and Health Requirements Manual) consisting of a high-density/high visibility polyethylene grid or approved equal, a minimum of 42 inches high, supported and tightly secured to steel posts located on maximum 10 foot centers. The Contractor shall remove the fence from the work site upon completion each TO.

11.9. Grass Cutting: Cut grass (or annual weeds) within the construction and storage sites to a 3-inch height at least once a week during the growing season (1 April to 1 October). Trim the grass around fences at time of grass cutting. Grass or weeds on stockpiled earth shall be maintained the same as described above. Requests may be made by the CO to cut or clean-up site as appropriate due to Distinguished Visitor visits or a site becomes unsightly.

11.10. Utility Locates and Outages: Before TO construction begins, the Contractor shall coordinate with the COR the location of all existing utilities. Utility requirements shall be as described in each TO and may require the Contractor to perform identification/location of all utilities in support of the project. Normal procedures typically involve the Government providing utility identification by indication with paint lines at grade. Contractor shall allow a fourteen (14) calendar day window to process/obtain an AF Form 103, Base Civil Engineering Work Clearance Request (Attachment 04) or most current version at the time of TO award. Contractor shall attend the weekly Work Clearance Request meeting to initiate the clearance process. Contractor shall be responsible for marking limits of pending construction zones with white paint or white flagging to aid Government personnel in identification of utilities (as detailed in TO). Proposed utility outages which affect a facility and any other adjacent facilities shall be coordinated with the COR as a minimum twenty one (21) calendar days prior to the start of the outage; variances shall be identified per TO. The time frame will be based on the complexity of the outage. Outages shall be kept to a minimum and any one outage shall not last more than 2 hours unless otherwise coordinated through the government channels and approved by the CO.

11.11. Disposal of Non-Hazardous Solid Waste:

11.11.1. All materials or equipment removed from the work site and not scheduled for reinstallation or turnover to the Government under terms of the contract shall be removed from the base for disposal by the Contractor at the earliest possible time after removal/demo.

11.11.2. The Contractor (including all its Sub-Contractors) shall comply with the Air Force Guidance concerning solid waste disposal of construction debris. This will include providing all required information on the disposal of all construction debris from any and all demolition and construction work. The following data will be provided under each construction TO:

- How much construction debris was disposed of, reported by calendar month (or portion thereof) for the duration of the contract.

- Where was the construction debris disposed?

- Percentage of debris recycled.

- Where was recycled debris disposed?

- Metal recycled (tons).

- Where was metal recycling material disposed?

- Selling price of the materials.

11.12. Disposal of Equipment or Material Containing Hazardous Waste under each construction TO:

11.12.1. Contractor may be required to handle or move contained hazardous waste to on base storage sites, as directed by the CO. Examples of "contained hazardous waste", but not limited to: non-leaking transformers containing PCB's, properly sealed waste containers, and spent fluorescent tubes packaged properly. Contractor will not handle exposed hazardous waste, nor will the Contractor remove hazardous waste from the Base, unless specifically provided for elsewhere in the contract.

11.12.2. Contractor shall be responsible for disposal of all Contractor generated hazardous waste during the course of this contract IAW 40 CFR (Code of Federal Regulation), parts 260 through 299. Accumulation, storage, treatment or disposal of this hazardous waste must be accomplished in compliance with all applicable Federal, State and Local requirements. Quantities removed will be identified by the contractor to the CO through submittal process.

12. Protection of Government Property: Contractor shall protect all Government property within the project area or within close proximity of the project in which work is being conducted, except for such property as is required to be demolished. Property which is to be demolished shall be protected until its scheduled demolition time. Protection shall include, but not be limited to, protection from construction generated dust, debris, water, and vibration.

13. Safety: All work shall be accomplished IAW OSHA 29 CFR 1910, OSHA 29 1926, ACOE EM 385-1-1 and applicable Air Force Occupational and Safety Health (AFOSH) Standards.

14. Protective Measures for Fire Prevention: The Contractor shall perform all work in a fire safe manner IAW local, state, and federal fire codes. In addition, work shall be performed IAW National Fire Protection Association (NFPA) 241, Safeguarding Building Construction and Demolition Operations, including Appendix A. Special attention shall be provided for welding, cutting or open flame operations IAW AFMAN 91-203, and 29 CFR 1910-252.

14.1. No open flame operations such as welding, cutting, or brazing will be done without approval of Cannon AFB Fire Department.

14.2. Work that involves burning, welding, grinding or any similar operation that can produce sparks and/or initiate fires or explosions shall have an AF Form 592 on the work site at the location of the work. Fire Department or designated representative (Fire Prevention Flight (575) 784-4857 or 784-4077) will issue an AF Form 592, ‘USAF Welding Cutting and Brazing Permit’, as verification of approval. Give a copy to the COR and the original needs to remain on the worksite.

14.3. Fire extinguishers will be required on construction equipment and all projects. A minimum of one 10-pound ABC rated fire extinguisher is required and is dependent on activities of the work site.

15. Waste Disposal: All spoil, waste and debris removed from the work site and not specified for reuse or identified as salvageable items, shall become the responsibility of the Contractor and shall be disposed of off-base in areas authorized by the applicable county and/or state agencies and IAW current rules and regulations governing the disposal of solid waste. Disposal of hazardous waste shall be in compliance with local, state and federal standards.

16. AF Form 103, Work Clearance Request (Attachment 04): Prior to any work on the TO, the Contractor shall obtain an AF Form 103; attend the weekly work clearance request meeting (currently scheduled on every Thursday at 07:30 AM). The Contractor will then handle the process of getting required coordination and upon completion will return it to the Construction Inspector/COR for the Approval Signature. Contractor shall notify the Construction Inspector/COR 72 hours prior to the start of any excavation. Once marked (by either the Contractor or the Government), the contractor shall maintain all utility marks.

17. Ozone Depleting Substances: The use of ozone-depleting substances shall not be utilized at any time in the execution of Task Orders under this contract IAW Section 326 of the National Defense Authorization Act for Fiscal Year 1993 (Public Law 102-484).

18. Use of Radioactive Materials: Contractors bringing radioactive materials or devices containing radioactive sources must have prior approval from the Wing Radiation Safety Officer (RSO) IAW local regulations. Minimum of a 14 day notification shall be made to the CO prior to award of a task order on the need to utilize radioactive materials on a specific TO. Further direction will be provided as required prior to establishing an awarded TO.

19. Coordination, Safety and Regulatory Requirements:

11.1 Airfield Safety: All Contractors’ operations shall be conducted in strict accordance with Defense Federal Acquisition Regulation (DFAR) Clause 252.236-7005, AIRFIELD SAFETY PRECAUTIONS. A Flight Line Driving Pass and associated passes issued by Cannon AFB Airfield Management/Base Operations will be required for all construction personnel accessing the Flightline area in support of the TO. Operations will brief all workers and truck drivers on flight line procedures, to include flightline driving procedures. Cannon AFB airfield is a restricted access security area and is bounded by a red line. The base has very limited capability to supply escorts. Individual TOs will expand on the security requirements associated with this DFAR Clause.

11.2. Tenant Organizations or the customer may require the contractor to obtain special access to certain facilities or project areas through means of an access badge or pre-arranged escorts. The contractor may be required to utilize a government provided radio for controlled movement on and around the airfield.

12. Special Events: Cannon AFB may schedule a variety of special events during the contract effort. During the course of these events, more stringent standards may be required for contract operations. Examples are stricter requirements for staging areas, worksites, haul routes, and implementation of quite hours. The CO, COR, or the COs designated representative will provide specific requirements to the Contractor. The special events, and their approximate time periods will be addressed as they arise per TO, adjustments on contract performance period will be made accordingly by the CO.

1. General Guidance: The following master list of Technical References represents a listing of Federal Regulations and other Design Criteria which may become an integral part of the TO execution. This listing is not all-inclusive and will be further specified within each individual TO based on the project requirements. Public Law 104-113 makes the use of consensus technical standards mandatory for the design and construction of fire protection features in facility construction and that Military Handbook 1008 (MILHDBK 1008) is the implementing document for these requirements. Technical References used shall be the most recent at time of Task Order award.

1.1 UFC, FC, and UFGS provide facility planning, design, construction, operation and maintenance, sustainment, restoration, and modernization criteria for facilities owned by the DoD, (Per MIL-STD-3007G), and shall be the governing document in DoD design and construction guidance. Where there are no UFC, FC, or UFGS, other criteria may still be in effect and will be used until superseded or incorporated into UFC, FC, or UFGS. All other references shall be supplemental, and will only apply if providing a more stringent requirement than the UFC guidance. 2. Pre-Construction Conference: For each TO, the Contractor, Contracting Officer (and/or the designated representative), Using Agency Representative, and COR (as a minimum) shall attend a Pre-Construction Conference. The CO will schedule and chair the conference at a location of their choosing. At the conference, the appropriate design representatives will ensure there is an understanding of how activities during construction will take place relative to a design review process and approval provisions. The minutes of this meeting shall be formally documented by the CO (or designated representative) with a copy furnished to all attendees by official correspondence.

3. CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT: Contractor shall adhere to Unified Facilities Guide Specification Section 01 74 19 (Construction and Demolition Waste Management) for each TO. Design Specifications shall include this UFGS section within the design documents.

4. CONSTRUCTION FENCING: Contractor shall be required to provide construction fencing for TOs which involve exterior work. Any deviation from this requirement shall be allowed through written request and approval of the CO. The fencing shall include 80% sight-proof screening fabric material to hide the work site from the base populace and shall be determined per Task Order and approved by the CO. The Contractor shall also use construction safety fencing to enclose a work area whenever there is potential hazard to passersby such as open As directed by the TO, excavation, heavy equipment, falling debris, and hazardous materials.

01 14 00 -2 fencing shall be maintained in good condition throughout each TO performance period. Any deviation from this requirement will be made in writing and requires approval from the CO.

5. CONSTRUCTION SIGNS: All construction sites, as directed by OSHA Standards and EM385-1-1, shall have signs posted that say, “Construction Area—Authorized Personnel Only,” “Hard-hat, Safety Glasses & Steel Toe Area—Construction in Progress,” and “Detour” (with an arrow), as applicable.

6. NOISE CONTROL: The Contractor shall comply with all applicable state and local laws, ordinances, and regulations relating to noise control. The Government may require work which generates excessive noise be scheduled at other than standard work hours (0700-1600, Monday through Friday excluding Federal Holidays); however, the Contractor shall not interrupt daily Government operations at any time without the expressed consent of the CO.

7. BARRICADES: The Contractor shall provide and maintain an adequate supply of movable barricades for use on job sites. All barricades, warning signs, lights, temporary signals, other devices, flagmen, and signaling devices shall meet or exceed the minimum requirements of the local, state, or federal DOT or FAA standards. Use of DOT or FAA requirements will be dependent on type or area of project. The more stringent requirements of the local, state, or federal standards will be adhered to in each situation. Each barricade shall be readily identified with the Contractor’s name & name of barricade supply (if applicable) prior to any use.

7.1 Barricades shall be maintained in good condition throughout the contract period and remain the property of the Contractor.

7.2 Barricades on streets or in areas with heavy pedestrian traffic must have battery-powered flashers for night use. Cones may only be used to temporarily block pedestrian traffic. Extended pedestrian blockages or road traffic must use barricades with tape strung between.

7.3 All open excavation shall be secured with barricades, webbed fencing, or flashing lighted barricades on all sides, and have nylon web construction fencing completely surrounding the site, as directed/required by the most current edition of the governing OSHA Standards and EM385-1-1 (Safety and Health Requirements Manual) at award of each Task Order. All excavations over four (4) foot in depth must meet barrier strength standards as required in OSHA 1926.

7.4 All excavation sites in areas where children may access shall be covered with plywood at all times the job site is not manned, and shall have temporary nylon web fence and, if directed, barricades, installed around sites. All tools shall be secured in such a way as to prevent any injury to children, and clearly barricaded or fenced off with warning tape surrounding the items.

8. EXCAVATIONS AROUND EXISTING UTILITIES: The Government will mark existing buried utility lines. “In the area” is typically considered six (6) feet in all directions from the mark. Any lines identified by flags, paint markings, or identified on the drawings/digging permit

01 14 00 -3 and area within six (6) feet in either direction of the said utility shall be avoided by the Contractor. If these lines are broken, all repair costs for damages shall be incurred by the Contractor. If the broken line is not flagged or identified on the drawings, the repair cost will be incurred by the Government, unless determined otherwise by the CO. If the Contractor is deemed responsible for the damaged line, he or she shall immediately repair the line to its prior condition. It is the Contractors responsibility to maintain any and all utility markings after they have been initially marked.

8.1. To preclude accidental damage, the Contractor shall locate all known utilities (i.e., communication, natural gas, fuel supply, etc.) by hand digging prior to any excavation with power equipment. An AF Form 103,(Work Clearance Request (Atch 04), is required for all digging and excavation. The Contractor shall note any utilities discovered during excavations that are missing or incorrect or abandoned on the CONSTRUCTION SET drawings (including any erroneous dimensions on Government record drawings), or those utilities marked or flagged by the Government and clearly identify those discoveries on the Redline drawings and drawn into the AutoCAD™ As-Built drawings.

9. NOTIFICATIONS: The notification time frames listed below are minimum requirements and may be extended through the direction of the CO or his designated representative. The Contractor shall notify the Government per following notification schedule:

Concrete Placement: two (2) full business days prior to work Materials Testing: two (2) full business days prior to testing Outage Request: twenty one (21) full business days prior to associated work Abatement: five (5) full business days prior to respective work Final Inspection Request: seven (7) full business days prior to inspection Air Field Waiver Request: as a minimum sixty (60) calendar days prior to associated work and shall be dependent on equipment to be used.

Utility Identification: three (3) full business days prior to excavation (Storm Water

Pollution Prevention Plan [SWPPP] must be approved) Start of Work: in writing to the CO seven (7) full business days prior to start; telephone notice to the COR two (2) full business days prior to start of work Safety and Fire Incidents: immediately after calling 911

10. CONSTRUCTION MATERIALS & SYSTEM TESTS: The Contractor shall ensure that all materials to be used meet the most current design and construction standards. All field and lab testing shall be performed IAW applicable industry and American Society for Testing and Materials (ASTM) standards, certified by a Government-approved laboratory testing facilities.

As a minimum, the following tests are mandatory for all projects (as applicable), but do not limit the Contractor from performing other testing when specified by the Government or as listed in the project design specifications:

11. SCHEDULING WORK: This contract may include work in multiple use type facilities. The facilities may or may not be occupied when work is in progress; however, all work must be coordinated through the CO to minimize interruption of service. It shall be the Contractor’s responsibility to take whatever measures are necessary to assure the protection of occupant’s assets, furnishings, equipment, etc., and to perform the work so as to cause minimal disruption of ongoing activities in occupied areas. The Government will advise of any known phasing or work hour situations for each project. The Contractor may propose phasing plans as part of his or her proposal package as suited for the project.

11.1 When specifically requested by the Government, the work shall, so far as practicable, be phased in definite sections or areas and confined to limited areas that shall be completed before work in other areas is begun. These areas shall be clearly annotated on the Contractor’s Construction Set drawings.

11.2 The Contractor shall schedule work concurrently on all active projects without extending performance periods due to insufficient resources.

11.3 Delivery of materials and equipment shall be made with a minimum of interference to Government operations and personnel.

12. Recycled / Recovered Materials: Contractor shall adhere to Unified Facilities Guide Specification Section 01 74 19 (Construction Waste Management and Disposal) for each and

01 14 00 - 5 every Task Order. Design Specifications shall include this UFGS section within the design documents.

13. GOVERNMENT FURNISHED MATERIAL & EQUIPMENT: The Government reserves the right to provide Government-Furnished Material (GFM) or Government-Furnished Equipment (GFE) or both on any TO for use by the Contractor to complete a project. GFM and GFE will be clearly identified in the Government’s SOW for each individual project SOW, as applicable. The Contractor shall maintain inventory and sign for all GFM/GFE provided. The Contractor shall assume all risk and responsibility for any loss or damage to GFE/GFM after taking possession.

14. ZERO ACCIDENT PROGRAM: Protecting the health and safety of employees, dependents, guests, and the environment is the primary concern of all here at Cannon AFB, NM. This goal can be met through the development of a comprehensive and effective Environmental Health and Safety plan that endeavors to eliminate unsafe conditions and minimize if not negate the impact of hazardous situations. This can only be realized by adherence to basic safety principles, sound management practices, and compliance with applicable federal, state, and local codes, laws, and standards.

Cannon AFB, in its continual pursuit of excellence has established a goal of zero contractor injuries/safety incidents/accidents; this goal is to include public safety as well. To attain this goal it will be necessary for the Contractor's management personnel to communicate to the workers an expectation of zero tolerance with respect to safety; that it is not acceptable to take chances; that shortcuts taken because of laziness, complacency, or in the attempt to me more efficient will not be tolerated. In attaining zero-injury performance, there is no substitute for the concept of setting and communicating safety performance expectations.

It is also necessary for the Contractor management personnel to be fully aware of public safety, this includes all types of personnel that are not directly involved with the contract, such as military personnel and their dependents, DOD personnel, etc..

14.1. SAFETY: Contractor shall be required to develop and submit a comprehensive Safety Plan, which will be maintained and followed throughout the duration of the contract. The Contractor must comply with all current Occupational Safety and Health Act (OSHA) standards and EM385-1-1(Safety and Health Requirements Manual). These standards are subject to change and it is the Contractor's responsibility to maintain familiarity with these changes and to implement where applicable. Contractors must also comply with all pertinent provisions of the latest version of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1.
