About this file
This document is a comprehensive specification section (01 35 13.22) for Archaeological Protection during construction at Big Bend National Park. The specification covers archaeological monitoring and protection requirements for a project replacing the Chisos Mountains Lodge and rehabilitating the Chisos Basin Water System.
Key requirements include mandatory archaeological and tribal monitoring during all ground-disturbing work, with specific qualifications for monitors. Contractors must submit an Archaeological Resources Protection Act (ARPA) permit application, an Archaeological Monitoring Plan, and a Ground Disturbing Work Schedule at least 30-60 calendar days before any ground disturbance. If archaeological resources are discovered during construction, work must immediately cease, and the National Park Service must be notified. The monitors are responsible for documenting and protecting any discovered resources, with the NPS having final authority on resource investigation, documentation, and disposition. Monitors must be present for all ground-disturbing activities across the entire project site, including work associated with electrical service line upgrades, and must follow strict protocols for recording and protecting potential archaeological resources.

BIBE 259631-317515 01 11 00 - 3
112723 SUMMARY OF WORK
b. Perform tie-in work at the residences area to connect the offset main coming from the lodging area to the new downstream distribution system.
c. Utilize the existing water distribution infrastructure ‘upstream’ from the Lodge area to connect to a temporary water line at the lodge area and the new system downstream of the lodge area, while the lodge area pipe is replaced in place.
1) A new fire hydrant south of the lodging area parking lot may need to be installed for fire suppression
d. Construct a new replace in place water main and related services and appurtenances in kind at the lodge area.
e. Install new water service meters for lodge area at existing meter locations.
f. Perform tie-ins to offset mains from Phase I.
g. Once complete, test, chlorinate and activate the new distribution system.
C. Chisos Basin Treatment and Tank Site Sequencing: The removal and replacement of water storage at the Chisos Basin t reatment and tank site, shall be conducted in three (3) phases, with each phase substantially complete as indicated. Refer also to sheets C1.05, C1.06, and C1.07 of the Water Component set.
1. Phase 1:
a. Demolish the existing 125,000-gal concrete storage tank.
b. Construct the yard piping to connect the effluent piping from disinfection to the influent piping of the cartridge filters and the effluent piping from the cartridge filters to the existing yard piping to the existing 500,000-gallon tank.
c. Install 10,000 gallon temporary break tank to be used for raw water storage from the Oak Springs Pump Station. Connect the temporary break tank to the fill line feeding the Chisos Basin site. This tank will require daily pumping at Oak Springs for approximately 4-6 hours. The temporary break tank will be installed with a liquid level indicator and overflow piping with associated valves and appurtenances.
d. Control of the existing cartridge filter transfer pumps in the Filter Building will be changed to be controlled by the liquid level indicator in the 10,000-gal break tank, turning off at the low-level elevation.
e. Filtered water will be stored in the existing 500,000-gal storage tank to maintain service to the distribution system while the new tank is being constructed.
2. Phase 2:
a. Continue using 10,000 gallon break tank for temporary raw water storage. Pumping controls will be similar to Phase 1 controls. The existing 500,000-gallon water storage tank will continue to be used as the finished water storage tank during Phase 2 construction.
b. Construct the remaining yard piping at the Chisos Basin tank site.
