Q-30
01 28 00 Contract Requirements, para 1.2.C Workdays & Hours, allows after hours & weekend work with contracting officers approval. Due to this project's remote site location and types of work required, afterhours and weekend work may be frequent. Please clarify under what circumstances the Contractor's request for afterhours work would not be approved.
8/4/2025
It is the Government's intent to approve as much after hours and weekend work as feasible in order to allow this project to be performed in an expedient and efficient manner. The Government fully understands that the logistical challenges of this project make utilization of extended hours critical.
In general, Contractor requests for after hours or weekend work would only be disapproved under circumstances where approving the requested extended hours would result in unacceptable noise impacts to residential areas, could place park resources at risk, or could introduce safety hazards to park employees, residents, authorized users of the site or the public.
For example, requests to perform construction work in close proximity to residential units after hours or on weekends would likley not be approved. Requests to perform ground disturbing activities after hours when the Contractor provided archaeological monitor and Tribal monitor are not able to be present would likely not be approved.
In addition, the coordination requirements of Specification Section 01 28 00 1.13.B apply to all after hours and weekend work. Also, although the Government intends to make its inspection personnel generally available after hours and on weekends, Offerors are informed that a standard stipulation of all after hours and weekend work is that all work performed remain visible and accessible for Government inspection the following work day.
For any Contractor request for after hours or weekend work which the Government is considering disapproving, the Contractor will be provided the opportunity, at the Contractor's discretion, to propose mitigation measures to address the Government's concerns as long as the proposed mitigation measures would be provided by the Contractor at no additional cost to the Government.
