About this file
This document is an Attachment to Solicitation Amendment detailing stipulations for contractor-provided temporary housing at Big Bend National Park for the Chisos Mountains Lodge replacement and water system rehabilitation project (Solicitation No. 140P2025R0039). The document outlines five specific locations where contractors may install temporary housing facilities, including the Upper Chisos Basin Parking Lots, Amphitheater Parking Lot, Chisos Basin Main Campground, Chisos Basin Group Campground, and limited use of Conditional Staging Areas, with strict guidelines for facility types, utility connections, timeframes, and operational requirements.
Key restrictions include permitting only street-legal recreational vehicles, travel trailers, camper trailers, and modular buildings, with specific utility connection protocols and timeframes ranging from the contract Notice to Proceed to Beneficial Occupancy. Contractors must submit a detailed Temporary Housing Plan for NPS review at least 30 calendar days in advance, minimize ground disturbance, and adhere to park rules regarding wildlife conflicts, trash disposal, and operational hours. The project is managed by the Department of the Interior National Park Service, with the contract period primarily focusing on work after 05/01/2026 and requiring careful coordination to minimize impacts on park operations and other concurrent contracts.
