A. Project Location:
1. The project is at the Wastewater Treatment Plant (WWTP) located in Stehekin, WA, at the northwestern end of Lake Chelan. It is within the Lake Chelan National Recreation Area, which is a part of the North Cascades National Park. The WWTP is uphill from the Stehekin boat landing approximately ¼ mile. The area is characterized by significant grade, trees, and rock outcroppings. Access to the site is via boat from Chelan.
B. The Work of this contract consists of the following:
1. General Conditions:
a. Stehekin WWTP Cost of Construction
2. Within the existing WWTP fenceline, the work includes replacing the entirety of the existing physical/chemical treatment system with a 25,000 gallons per day (gpd) recirculating textile filter (RTF) treatment system consisting of a new headworks room, pre-equalization tank, two primary tanks, two pre-anoxic tanks, five RTF tanks, a tertiary filter, a post-equalization tank, and two chemical feed systems. This replacement includes construction of an extension to the existing building and construction of a new snow protection canopy over the pre-anoxic and RTF tanks. The existing building will also receive electrical improvements, mechanical improvements, new siding, insulation, roofing, and expanded operator facilities.
3. The work associated with the effluent disposal system includes construction of a new drainfield in the existing long-term parking area downhill of the WWTP to replace the existing drainfield, which is adjacent to the WWTP. The existing access road through the
NOCA 156728 01 11 00 - 2
parking area will be decommissioned to open space for the new drainfield. A new access road will be constructed to replace it.
C. Project will be constructed under a single prime contract. Government will take beneficial use of certain project elements as they are completed, prior to Substantial Completion of the Work as a whole.
D. All construction staff, materials, and equipment will require transportation into and out of Stehekin via ferry, barge, private airplane, or floatplane or other waterborne transportation. Staff can be delivered via airplane (pending approval for use of landing strip by WADOT) or floatplane, however, all material and equipment will need to be delivered via barge. Contractor shall note that the lake level typically drops during the winter months which can make barge transport unavailable depending on level. Contractor shall coordinate equipment delivery with barge company ahead of time.
1. See Section 01 65 60 for requirements on the use of barge transportation and weight restrictions.
2. At the start of each construction season, Contractor shall notify NPS Park Staff 30 days prior to mobilization, importing materials or starting ground work to ensure time to spot spray weeds with herbicide if needed at staging, construction areas, soil and chip storage areas.
3. All equipment and vehicles delivered to Stehekin shall be weed-free per Section 01 35 05 Paragraph 3.2.D and must meet the following requirements:
a. Wash all equipment prior to barging to Stehekin, including all vehicles, but especially those that have come into contact with soil or materials that may contain noxious, non-native weed seed prior to working in weed-free areas or transporting weed-free materials.
b. All vehicles and equipment must be inspected by the NPS at the barge landing in Stehekin prior to being moved to project site to prevent the spread of weeds.
c. Contractor shall provide 30 days notice to the CO prior to the mobilization of equipment or materials to the site.
d. Contractor shall provide advance notice to the CO a minimum of 10 business days before the scheduled delivery to Stehekin of the first piece of equipment or materials.
The first inspection will occur at the barge loading in Chelan, WA. After a successful inspection down-lake in Chelan, all equipment/ vehicles/ materials inspections by Park at the barge landing in Stehekin.
e. Contractor shall provide 7 business days notice for following inspections.
f. In the event that any vehicle or equipment fails NPS inspection, the Contractor shall immediately remove from the barge landing at Stehekin and return to the point of departure at no cost to the government.
4. All materials (gravel, sand, erosion control, etc.) delivered to Stehekin shall be certified weed-free per Section 01 35 05 Paragraph 3.2.D or come from a source approved by NPS.
5. WSDOT airstrip will be officially opened by WSDOT in the Spring. Landing on the airstrip cannot occur prior to WSDOT opening the airstrip. Similarly, airstrip will be closed by WSDOT in the Fall and landing cannot occur after airstrip is closed.
E. The Government has selected the following products and services to be sole-sourced for the Project. No product substitutions will be allowed.
