RFI Number Amendment # RFI Question Answer Plans/Specs Edits Req'd Amendment Req'd
| 1 | Amend 01 | Do you have a characterization of the water to be treated? | See Drawing 00-D004 for the influent characterization. |
| 2 | Amend 01 | Is there any specific pollutant or is there an industrial or manufacturer company that generates waste that cannot be treated by a system other than ORENCO Recirculating Textile Filter? (for example: Tanneries, oil exploitation, animal fats or oils) | No. The facility is located in the remote village of Stehekin, WA. Influent is domestic wastewater. |
| 3 | Amend 01 | Do you have the requirements or characterization of the water once treated? or it simply must meet EPA standards? | See Sheet 00-D004 for the effluent limits. |
| 4 | Amend 01 | Does the natural park have a drinking water treatment plant or what is the source from which the system is fed to supply the facilities? | Potable water is provided in Stehekin via a groundwater well. Water is disinfected prior to distribution. |
| 5 | Amend 01 | Is it possible to have the measurements of the tanks that are buried, such as primary tanks and pre-anoxic tanks, and if they are in good condition to continue using them? | RTF tank dimensions are detailed on Drawing 03-D101. These tanks are new. |
If you are asking about the tanks shown on Drawing 03-X101, these tanks are not in good condition and must be removed as noted in the documents.
6 Amend 02 Spec Section 081116 Aluminum Doors and Frames lists FRP face sheets as noted in Part 2, 2.1, B. On the attached door schedule the schedule lists Aluminum as the door type. Nowhere is there FRP such as the Special Lite SL-17 or SL-20. Is the intent of the schedule to use an aluminum face sheet on flush doors? There is a door from Special Lite uses an Aluminum Face Sheet for Flush doors, the SL-16. Please clarify on which door to bid. The SL-17 and SL-20 would be the best solution as the face sheet is extremely durable to exposure damage caused potentially by Mother Nature in the Stehekin area. The SL-16 is viable as well, just want to note that the face sheet being aluminum is softer in density and will dent easy. Doors are to be FRP Face Sheet (FFS) with an aluminum core as noted in Specification Section 08 11 16 Part 2, 2.1, B and as noted in the door finish schedule. This corresponds to the SL-17 door. 1) B09_Amd 02 Attach 02 Specification 01 73 20 correction (REPLACE to Specification Section 01 73 20 Modular Mechanical Seals Article 2.1.C)

| 7 | Amend 03 | Drawing 04-E101(power) and 04-E102 (power), General Note E states that “All enclosures and connections shall be rated for corrosive environments”. This would seem to indicate that all areas in the WWTP are to be considered as such. Drawing 04-E103 (lighting) and 04-E105(Instrumentation) General Notes states that all interior areas are to be considered “Dry, None-Corrosive” unless specially noted otherwise. Please confirm that General Note E on 04-E101 and 04-E102 is incorrect and that all interior areas of the WWTP shall be considered Dry, None-Corrosive unless specially stated otherwise in the documents. | General Note E applies to corrosive environments, which include the Headworks. Other interior areas can be considered dry, non-corrosive. |
| 8 | Amend 03 | The bidding documents state that the existing plant shall remain operational during construction of the new facilities and installation of new equipment. Please confirm that the contractor is not responsible to operate, maintain, or repair the existing plant or equipment, unless construction activities damage or modify the existing systems. | Correct, the existing plant shall remain operational during construction of the new facilities and installation of new equipment. Correct, the contractor is not responsible to operate, maintain, or repair the existing plant or equipment, unless construction activities damage or modify the existing systems. |
| 9 | Amend 03 | Is the contractor required to pay the electrical utility fees associated with establishing a new service? | The project does not establish new permanent electrical service. |
| 10 | Amend 03 | There seems to be a discrepancy between the phase in Division 01 and the CCD date that is in the bid documents. In the phasing plan, it is mentioned April to October 2025, but the CCD is shown as June 2025 per Amendment 001. Please advise on this. | The forecasted Period of Performance dates: |
Forecast Partial Notice to Proceed (NTP) = Fall of 2023 for tree felling, Forecast NTP = 3/15/2024, Substantial Completion = 10/31/2025, Period of Performance = 595 days
| 11 | Amend 03 | Power line elevation at new access road: | ||
| The elevation of the existing power lines at the proposed new access road location are low, this may impede the usage of adequately sized equipment for demolition of vegetation ad rockery, as well as installation of new road base and top course. Does DSC have an avenue for removal or relocation of these lines during construction? | Permanent power relocation is not allowed. Contractor to coordinate with PUD to temporarily disconnect lines for tree felling or equipment access. | |||
| 12 | Amend 03 | Work durations: |
As stated in specification 01 11 00 (Summary of Work)
▪ Phase A- Partial NTP upon contract award and Div 1 submittal approval. It is assumed this work can commence once these criteria are met. Please confirm.
▪ Phase B-C- Specifications state work for Phase B and phase C will be performed from 4-1-2023 through 10-31-24, can work after 10-31 be performed if the local personnel are not impeded?
| ▪ Phase D- Can interior parts of Phase D be performed in conjunction with Phase C? | Follow the specifications. Alternative work schedules may be proposed to CO. | |||
| 13 | Amend 03 | CPM: | ||
| o Winter slowdown- If work is acceptable after 10-31 can the CPM reflect a “winter slowdown” period? | Follow the specifications. Alternative work schedules may be proposed to CO. | |||
| 14 | Amend 03 | Existing equipment / storage: | ||
| o Will existing storage container / dumpsters / equipment / tools be removed from the WWTP site by NPS? | NPS will remove equipment and tools not required for WWTP operation. The storage container is to be moved by Contractor to CO specified location in Stehekin. See keynote 5 on sheet 03-X501. | |||
| 15 | Amend 03 | Communications Dish: | ||
| o It has been stated that the communications dish and adjacent storage / equipment shed are privately owned. Do the Locates and as-builts for this project hold information pertaining to this infrastructure? | As-builts and locates are not available for this infrastructure. | |||
| 16 | Amend 03 | Privately owned satellite: | ||
| o There is a privately owned satellite in conflict with the proposed new access road, it was stated this is owned by a local resident. Will NPS coordinate with local for removal / relocation of this dish? | Yes, NPS can coordinate removal. | |||
| 17 | Amend 03 | Long term parking: |
o It was stated that NPS has given notice to all vehicle owners that removal is required before work start date within the new drain field site. What is the date for removal?
| Does it reflect a partial NTP ahead of the 4-1-2024 start date? Is there a plan in place in the event a vehicle owner does not remove their vehicle. | Residents were notified to remove vehicles by September 15th , 2023. Vehicle removal will be coordinated by NPS if required. | |||
| 18 | Amend 03 | Staging Area: |
We have the following concerns with the proposed staging area.
▪ As stated in the specifications, the proposed staging area is to be utilized for material storage (gravel, sand, dirt, etc.) Tank storage, equipment storage, truck parking by the prime contractor, sub-contractors, CO/CMR, and administrative
| infrastructures (offices, temporary power, restrooms, etc.). This space is inadequate for the amount of usage it is to support. Does NPS have other space where storage could be allowed? | Park staging areas are as shown on drawing set. | |||
| 19 | Amend 03 | CO Field Office: |
o As stated in the specifications the CO / CMR field office is to be a 10 x 30 (300 sqft) office with restrooms. The space provided for staging and the existing terrain does not allow an office of this size to be installed, additionally, the site does not have the infrastructure to plumb a restroom while under construction. We will need to provide two separate
| offices (Prime contractor and CO) with little space to do so. What are the minimum requirements acceptable for a CO office? Shared space? Connex? Offsite office? | Offices can be located in staging areas. Separate offices are required. Connex offices and separate restroom facilities can be proposed. | |||
| 20 | Amend 03 | Existing Diversion Berm at drain field location: |
o It has been stated the large pile of rocks located at the back of the long-term parking area (new drain field) was installed to mitigate washout from the creek located above.
| This will need to be revised and or removed for installation of the new drain field. Does NPS have a revised location and or method for re-shaping of the existing berm? Or is it to be modified / removed for installation of the drain field and left as is? | Overall site grading including existing contours and finished grading for this area is shown on sheet 02-C102. Rock must be removed and cannot be placed on top of the new drainfield. Native rock can be used to block entrances to the drainfield per keynote 5 on 02-C102. Excess rock must be disposed of or relocated to a location designated by NPS, currently identified as the Company Creek pit and fairways at the maintenance yard. Coordination with Park is required. | ||||||
| 21 | Amend 03 | Septic Pumping Service: | |||||
| o Has NPS utilized a septic pumping service for the 13500-Gal tank located within the WWTP in the past? Is this information available? | No, the Park has not used a pumping service for the 13500-Gal tank. The Park has worked with Jim's Pumping Service (509-682-1100). | ||||||
| 22 | Amend 03 | Shoring: | |||||
| o Is it acceptable to use an alternative bidder designed and engineered shoring system in lieu of the specified sheet pile system? | Alternate-engineered designs are allowed. The sheet pile wall is intended to avoid undermining the existing foundation at the retaining wall adjacent to the Post-EQ tank for the installation of the buried primary tanks, sheet piling or an alternate engineered shoring system is required to protect the existing foundations in place. Refer to the Rev 2 drawings. | Yes, Drawing Revision 2 | |||||
| 23 | Amend 03 | CLIN5: | |||||
| o CLIN5 on the bid form appears to be included as a lump sum and individual quantities. This appears to duplicate the total cost. Please clarify the intent of the separate line items for CLIN5. | Yes, LUMP SUM should be removed from CLIN 0005. It should also be clarified on BID SCHEDULE to be a UNIT QUANTITY COST ITEM. | ||||||
| 24 | Amend 03 | Epoxy Coated Rebar: | |||||
| o Details 3 & 4 on 02-C506 note Epoxy Coated Rebar, however the Structural General Notes nor any other details reference Epoxy Coated Rebar. Please clarify the requirement for Epoxy Coated Rebar | The details referenced are for the traffic rated slabs and are based on Washington Department of Transportation details for roadways where deicing salts are anticipated to be used. Epoxy coated bar is required in these slabs, but not for concrete work outside of these areas. | ||||||
| 25 | Amend 03 | In Amendment 2, Detail 1 on Drawing 04-Y502 was deleted. Detail 2 on that sheet was not deleted. We believe that the antenna shown in Detail 2 should have been deleted as well. Please confirm or identify the use of this antenna since the connection to the Lift station has been removed from the project. | Detail 2 is still applicable for the NOCA direct antenna that is still part of the project. | ||||
| 26 | Amend 03 | Section 01.27.00 contains contract line items B-D relating to additional removal of trees. These line items are not included in the solicitation. Could you please clarify if these items are applicable and if an amended solicitation will be provided? | Follow the solicitation. See updated spec section 01.27.00 | Revised Specification Section 01 27 00 | |||
| 27 | Amend 03 | Section 01.75.00 states contractor is to test tanks, pumping and similar equipment requiring a fluid, using clean water supplied by Government at Contractor's expense. Could you please provide expected pricing for the government supplied water, and is there any limitation as to daily usage (we will need a considerable amount for filling tanks and performing tank tightness testing). Please confirm that potable water will be available for construction use and what the rate will be for usage—spec sections 01.50.00.1.3 are somewhat unclear if water is available from park for contractor use or if all water other than for water lines will need to be obtained privately. | Water will be provided up to 10,000 per day at no additional cost. No use of fire hydrants will be allowed. | ||||
| 28 | Amend 03 | Section 31.62.17 makes reference to the installation of sheet piling and payment of base bid square footage in accordance with unit prices in the Proposal. The contract line items and solicitation are silent as to sheet piling. Does the project call for sheet piling (I could not locate in drawings) if so, is this meant to be separate line item with unit pricing? | To avoid undermining the existing foundation at the retaining wall adjacent to the Post-EQ tank for the installation of the buried primary tanks, sheet piling or an alternate engineered shoring system is required to protect the existing foundations in place. Refer to the Rev 2 drawings. Pricing is not intended to be a separate line item. | Revised Specification Section 32 62 17 | Revised Specification Section 32 62 17 | ||
| 29 | Amend 03 | Is WAC 246-272B applicable to the installation of the LOSS system. Specifically WAC 246-272B-05000 with regards to three or more years’ experience installing OSS systems and be currently licensed by the local health jurisdiction? Does the manufacturer (Orenco) of the AX-Max RTF system sole sourced for the project have any experience or training requirements for the installer? Similarly, the specs require the tanks to be provided by the same supplier as the treatment supplier—does Orenco have any training or experience requirements for the FRP tank installation? | Referenced requirements are for installer. If Orenco is installing the system, they must meet the requirements. Manufacturer training requirements should be coordinated with manufacturer. | ||||
| 30 | Amend 03 | Section 01.11.00 sets out a pumping schedule for the existing Aerobic Digester (three times during Phase B) and again in Phase D. What is the rationale for this frequency of pumping? Will sludge measurements or any ongoing monitoring of sludge levels in the Aerobic Digester be required to ensure these frequencies are adequate? | Pumping schedule is based on anticipated solids production from historic operations as well as seasonal constraints (winter pumping isn't possible) and anticipated construction sequencing. Alternate pumping schedules using ongoing monitoring of sludge levels can be proposed by Contractor. | ||||
| 31 | Amend 03 | Sheets 03-S302 and 03-S301 call for an 8” base concrete slab under the RTF tanks, pre-anoxic tank, and primary tank. What is the purpose of the slab? If the tank manufacturer allows for an aggregate sub-base, would the park be open to allowing sub grade prep in accordance with manufacturer recommendations and anti-buoyancy measures (i.e. deadman) in lieu of the concrete slabs? | The concrete slab is part of the hold down system to resist buoyancy forces from groundwater at the site. They are necessary for both the anchorage and provide dead load resistance from the buoyant forces. Their removal is not recommend. | ||||
| 32 | Amend 03 | At the pre-bid job walk there was a berm constructed in association with a prior slide and on sheet 02-C101 it notes a historical slide debris area with a description of the 2013 slide in the Geotech report stating that there is potentially 8 to 10 feet of debris on the lower parking lot of the site. Other than the note on sheet C101, there is no overlay or detail as to the relation of the slide area and berm to the drain field location. The infiltration bed detail on sheet 02-C505 states that the drain field must be installed to native undisturbed soil. From the satellite images it looks like the three soil logs were taken towards the south end of the drain field and the northern three beds extend into what appears from the images to be part of the slide/debris field? Does the park expect or have information if the drain field will be in the slide/debris/berm area? If so, what impacts/what work will need to be done to remove the 8-10 feet of debris and stabilize the site? Would it be possible to get an overlay of the known slide area and berm on the drain field drawings? | Overall site grading including existing contours and finished grading for this area is shown on sheet 02-C102. |
