About this file
This Scope of Work document pertains to the Collins Street Complete Street - Phase I project issued by the City of Plant City, Florida, under Invitation for Bids (IFB) 25-014EN-FC-IFB. The project encompasses the reconstruction of Collins Street from just south of Alabama Street to Laura Street, spanning approximately 1,300 linear feet, with a substantial completion timeline of 365 calendar days from the Notice to Proceed. Work includes expanding sidewalk widths by relocating curbs inward and reducing roadway pavement width, milling and resurfacing, installing storm sewer systems, hardscape elements including decorative pavers, landscaping, irrigation, decorative street lighting, roadway signing, and pavement markings. Additional scope elements include complete removal and replacement of the existing traffic signal system at Collins Street and Alabama Street with a new mast arm configuration, pedestrian signals, and traffic controller, as well as relocation and replacement of the City of Plant City's potable water main within the roadway improvement limits. The bid was released on August 18, 2025, with questions due by September 8, 2025, and proposals due by October 9, 2025.
The contractor is responsible for obtaining the National Pollutant Discharge Elimination System (NPDES) permit and developing a Stormwater Pollution Prevention Plan (SWPPP) under the direction of a Florida Licensed professional engineer, which must be submitted to the City for review and approval. The contractor must coordinate directly with utility agencies including Tampa Electric Company (TECO), Charter Communications, Frontier Communications, and the City of Plant City regarding the relocation of overhead cables to underground facilities. The project area abuts properties with known soil and groundwater contamination; the contractor may encounter contaminated soil and groundwater during operations. Geotechnical reports prepared by Terracon Consultants, Inc., and permits including a Southwest Florida Water Management District ERP Project Exempt Permit are provided as exhibits. The contractor must comply with all Florida Department of Environmental Protection guidelines regarding Construction General Permit compliance and erosion control, with all costs associated with enforcement actions for non-compliance being the contractor's responsibility. The contractor must hold a State of Florida General Contractor's License and FDOT Prequalification.

Utility Coordination Utility Agency Owners (UAO) with existing overhead (aerial) cables attached to poles along Collins Street between Alabama Street and Laura Street are relocating their facilities to underground. Any conflicts between the WORK that the CONTRACTOR is to perform and the utility owner’s facilities shall be resolved by the CONTRACTOR and the utility owner with the CITY’S concurrence. Utility Relocation Schedules are included in the Contract Documents as an Exhibit. Utility Adjustment plans included in the construction plans are provided for information purposes only. Direct coordination by the CONTRACTOR and Utilities is required during the course of the project.
Soil and Groundwater Management The project area abuts properties with known soil and groundwater contamination.

Permits A. The CITY has obtained the following permit exemption:
1. Southwest Florida Water Management District, ERP Project Evaluation- Project
Exempt Permit, File Number 823413, May 13, 2021.
B. The CONTRACTOR is responsible to apply and obtain NPDES permit and shall meet the following requirements:
1. CONTRACTOR shall be responsible for meeting the requirements of the National
Pollutant Discharge Elimination System (NPDES) permitting program in the State of Florida, found in DEP Document No. 62-621.300(4)(a). This includes: submittal of a Notice of Intent to the Florida Department of Environmental Protection Stormwater Notices Center and posting of Notice of Intent (NOI) or acknowledgement letter from DEP at the site: construction and documenting inspections for erosion control measures and Stormwater Management: the development and implementation of a Stormwater Pollution Prevention Plan (SWPPP): and, filing Notice of Termination (NOT) within fourteen days of final stabilization of the site and retention of reports for three (3) years after final stabilization. If inspections by the CONTRACTOR or the CITY reveal that controls are insufficient, the CONTRACTOR is to install additional erosion control devices as necessary to prevent off-site discharge of sediment and other possible sources of pollution, such as stormwater runoff.
4. All Construction General Permit (CGP) compliance violations and/or SWPPP deficiencies identified through site inspections shall be resolved in a timely manner, dependent upon the severity of the violation. Failure to resolve all compliance violations in a timeframe agreeable to the CITY shall result in requisite enforcement actions.
