About this file

This is a method of approach response to a Request for Proposal (RFP) for an RFID Inmate Tracking and Management System issued by the Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR). Guardian RFID, in partnership with iT1, proposes to deploy its SPARTAN offender tracking system across multiple ADCRR facilities including Douglas, Eyman, Lewis, Perryville, Phoenix, Safford, Tucson, Winslow, and Yuma complexes. The solution includes installation of wireless infrastructure with varying quantities of interior and exterior wireless access points at each facility, ranging from 4 to 192 interior WAPs and 1 to 18 exterior WAPs depending on facility size. The system will integrate with ADCRR's existing offender management system through a one-way interface to receive inmate demographics, housing assignments, special status notations, and mugshots in near real-time. Guardian RFID will conduct facility assessments, design and develop the RFID system for real-time inmate movement tracking, install and configure hardware components, perform system testing, and provide comprehensive onsite training using a train-the-trainer approach with continuing education credit qualification.

The proposal addresses non-functional requirements including 99.999% system uptime, minimal latency, and detailed Service Level Agreements (SLAs) with response times ranging from 15 minutes for critical incidents to 24 hours for low-priority issues. Guardian RFID commits to providing Hard Tags with a lifetime no-questions-asked warranty and replacing damaged tags at no cost throughout the system agreement. SPARTAN devices will be leased and refreshed every three years, remaining under continuous warranty coverage. iT1, headquartered in Tempe, Arizona, will provide managed network services with a team of 15 to 20 full-time personnel ranging from Level 1 technicians with 1-3 years experience to Directors with 15-20 years experience. The system supports comprehensive reporting through Microsoft SQL Server Reporting Services (SSRS) with dozens of pre-built reports exportable to PDF, Excel, HTML, and XML formats, including inmate activity, housing activity, round compliance, meals, recreation, movements, population, use of confinement, maintenance, and incident reports. Guardian RFID has served the corrections industry for over 16 years, is deployed in over 40 states, and maintains a Corrections Operations Resource Experts (C.O.R.E.) team with combined experience exceeding 200 years in correctional operations; the company is SOC 2 Type 2 compliant and reports no pending bankruptcy, litigation, or regulatory investigations.

Re: Inmate Tracking and Management System RFP

Dear members of the evaluation committee, Guardian RFID is pleased to present our response to your Inmate Tracking and Management RFP. To be successful, correctional institutions need the ability to safely and efficiently track offender movement through the facilities, log offenders’ activities, perform security rounds and headcounts as well as report on offender and officer activity. For these reasons, Guardian RFID is proposing our SPARTAN offender tracking devices and solution. In this proposal, we have included detailed product descriptions for the solution.

To support this tracking solution, Guardian RFID has partnered with iT1 to supply the cabling, hardware, and support needed to install and maintain Wi Fi network at the ADCRR facilities.

Selecting the right partner is one of the most important decisions you will make as leaders. Guardian RFID is solely focused on the corrections industry and has been so since 2005 and has successfully deployed its cloud-based Offender Tracking Solution in over 40 states. iT1 has been in business since 2003 and currently has 3400 customers in the following industries: Government (Federal, State, and Local), Education, Financial Services, Utilities, Hospitality and Retail, Manufacturing, Healthcare and Life Sciences.

It is our passion to support the men and women of America’s Corrections Warriors. Guardian RFID is excited to partner with the ADCRR in successfully deploying a next generation Offender Tracking Solution.

Sincerely, Ken Dalley Ken Dalley - Chief Executive Officer

8.4.0 Describe how your solution manages automating prisoner activity logging as required by

SOW 5.16.

5.16.1. Logging cell checks and security checks via fixed RFID tags.

Rounds The most common use case of GUARDIAN RFID is supervision rounds. SPARTAN allows staff to capture electronic logs of their juvenile / inmate observations during supervision rounds. SPARTAN will alert the staff to check on each Hard Tag (and assigned juvenile / inmates) on an irregular basis not to exceed jail standards between rounds. SPARTAN also allows staff to document the occurrence and add additional observations including Word Blocks, free text, w to text. Staff may also collect pictures or video evidence or observations with their checks.

In addition to documenting and maintaining electronic records of supervision rounds, GUARDIAN RFID helps jails log their special-watch rounds. Special statuses are triggered in GUARDIAN RFID automatically through juvenile / inmate classifications, or manually by Command Staff (on OnDemand). Staff can use the Special Status module on SPARTAN to trigger special-watch. Special statuses are customizable, but the most common include: suggested suicide, attempted suicide, verbally abusive, physically abusive, self-injury, uncontrollable behavior, refuse to talk, and intoxicated.

P PAGE 16

The process for logging observations during supervision rounds is as follows:

What the Staff does What the System does

1. Staff will log into SPARTAN by scanning their secure key fob

The SPARTAN authenticates the user and displays information regarding the checks which are due. It provides the location of each cell tag and the time remaining to complete the check on time.

2. The staff will scan a Hard Tag at a housing unit or checkpoint showing proof of presence at the designated location.

With each scan, the system is documenting the check with the date, time, location, staff id, and any other observation data collected. The real time dashboards update automatically for each location due as the staff complete their rounds.

Under normal conditions the SPARTANS are syncing this data back to the cloud servers in real time. If there is a disruption to the local Wi-Fi the data is secured within the SPARTAN and syncs the data to the cloud servers once Wi- Fi is restored. This syncing process allows staff to complete and document their checks even in an offline mode.

3. Staff can tap on predefined WordBlock phrases about juvenile / inmate behavior. The staff can also leverage voice-to-text, photo, and digital video capture capabilities to provide further information or observations as needed.

The collected data is uploaded to the cloud and is immediately visible on the activity log displays and other reporting features.

5.16.2. Automating whether prisoner services such as meal delivery, recreation, medications, supplies, laundry, functionality ADCRR believes will help validate their actions, and bedding have been completed or refused.

Guardian RFID improves staff efficiency by granting easy access to workflows and modules through our Mobile Command software. Staff simply choose the desired module from the touch screen interface and begin their security checks, or their headcounts, or meals, etc. This proposal will provide an overview of some of the more widely used workflows available.

Intake Agencies that deploy GUARDIAN RFID modify their intake process to include the creation of RFID credentials.

To issue the inmate wristband the intake officer will:

1. Login to Guardian RFID’s web platform.

2. Place the blank RFID card inside the printer.

3. Access the inmate profile(s)

4. Click print as PDF (GUARDIAN RFID provides the printer)

5. Activate the RFID card with either the SPARTAN or the RFID activator.

The end-product is an inmate-worn ID Card with a visible, color label, and hidden passive RFID tag. OnDemand features the ability to design label templates to ensure that mugshot and demographics appear in the appropriate layout.

Food Delivery GUARDIAN RFID facilitates both formal and informal meal delivery. To log meal delivery, the staff will:

1. Log into Mobile Command on SPARTAN

2. Scan a Hard Tag at the entrance of a housing unit

3. Swipe left or right on the juvenile / inmates for “accept” or “decline”, respectively

Before the staff begins the meal delivery process, SPARTAN will exclude out-of-cell inmates by querying previous juvenile / inmate movements. All inmate housing assignments are displayed based on OnDemand's real-time JMS interface.

Supply Pass SPARTAN allows staff to log the fact that juvenile / inmates receive access to necessary resources and supplies. These electronic logs include details of the supply, date, time, and staff. Commonly logged resources include clothing exchanging, blankets, sheets, toiletries, legal mail, and razor passes.

To track supply passes, the staff will:

1. Log into Mobile Command

2. Scan a Hard Tag at the entrance of a housing unit

3. Select one or many juvenile / inmates

4. Tap on predefined supplies on the SPARTAN screen

SPARTAN units track razor passes and display a warning alert to staff indicating a razor is issued. The system tracks and displays this information until the razor or other restricted item is reclaimed and accounted for.

Transport Juveniles and Inmates need to be escorted out-of-cell throughout the day. Some destinations might include Court Transport, Medical Appointment, Program Attendance, Work Assignments. To track an individual or group movement, the staff will:

1. Log into Mobile Command

2. Scan a Hard Tag at the entrance of a housing unit

3. Select one or many inmates

4. Tap on the predefined destination on the SPARTAN screen

During inmate transports, Guardian RFID will also screen the inmates being moved against the known keep separate list. If moving an inmate to a location will cause a keep separate violation, an alert will be triggered informing the officer. Headcounts (Formal and Informal) GUARDIAN RFID facilitates both formal and informal inmate counts. To log an informal inmate count, the staff will:

1. Log into Mobile Command on SPARTAN

2. Scan a Hard Tag at the entrance of a housing unit

3. Tap on juvenile / inmates to account for their presence

The entire inmate count will upload to OnDemand once the staff hits save.

Before the staff begins the headcount process, SPARTAN will exclude out-of-cell inmates by querying previous inmate movements. All juvenile / inmate housing assignments are displayed based on OnDemand’s interface with the JMS.

From the moment the supervisor hits Start, all staff scans will update numbers on the Headcount Dashboard in real-time. Once all staff have scanned all available inmates, the supervisor can hit Finish and type justifications for all unscannable juveniles / inmates.

5.16.3. The Department requires wireless capabilities in the designated areas where the RFID system will operate.

Typically, this information updates in near real time with files being posted to Guardian every 3-5 minutes.

GUARDIAN RFID receives the following information from the Offender Management System through a real or near real time interface:

⮚ Booking Number ⮚ Race ⮚ Eyes ⮚ Inmate Last Name ⮚ Sex ⮚ Permanent Number ⮚ Inmate First Name ⮚ Hight ⮚ Housing Assignment ⮚ Inmate Middle Name ⮚ Weight ⮚ Special Status

⮚ DOB

⮚ Mugshot

⮚ Hair ⮚ Hazards

5.17.5. The wireless network infrastructure must adhere to ADCRR’s infrastructure standards.

iT1 is a global technology solution provider headquartered in Arizona who’s core capabilities include professional and managed services, virtualization, Cloud, infrastructure, communications, and networking. iT1's work in the government space has required us to be compliant with Federal Cyber Security mandates including NIST 800-171,800-53, 800-39, and CMMC Cyber Security Maturity Model Certification (Level 1 Self-Assessed).

5.17.6. The RFID solution must utilize RFID tags that are high-frequency and capable of near-field communication.

Guardian RFID uses High Frequency 13.56 MHZ RFID tags. This near-field communication ensures officer proof of presence for each scan.

5.17.7. The RFID tags shall contain a unique identification number that cannot be duplicated or altered.

GUARDIAN RFID uses hardened, high-frequency RFID tags, known as Hard Tags that are non-hardwired, bulletproof, shockproof, and waterproof. Each tag houses a high frequency RFID chip with a unique identifier which cannot be duplicated or altered.

5.17.8. The RFID tags must be robust and support secure mounting, be enclosed in a tamper-proof, shatter-proof unit, and have the ability to identify inmates by name when scanned.

Our Hard Tags are tamper proof and maintenance free. There is no battery to change, or maintenance required. The system records both the permanent housing assignment for each inmate as well as their current location. Scanning either tag will show all of the inmates present in that location .
