About this file
This document is a Best and Final Offer (BAFO) submission from Guardian RFID to the Arizona Department of Corrections, Rehabilitation & Reentry in response to Request for Proposal No. BPM005593 for an RFID Inmate Tracking and Management System. The revised BAFO pricing reflects Guardian RFID's comprehensive assessment of project requirements, including extensive trenching, fiber installation, and deployment of wireless access points (WAPs) operating on 5.0GHz technology. The proposal acknowledges that final scope details remain pending, as site surveys, floor plans, RF heat maps, and active RF surveys have not been completed; consequently, assumptions include worst-case scenarios such as inability to utilize existing conduits or dark fiber infrastructure and potential need for additional access point installations.
Guardian RFID's revised proposal incorporates cost reductions achieved through re-evaluation of supplier and manufacturer pricing, application of manufacturing marketing development funds, and extended evaluation time that enabled more informed risk mitigation. The company emphasizes its commitment to supporting the Arizona Department of Corrections through collaborative partnership and customer service excellence, offering a toll-free 800 number, dedicated email support, and professional ticketing system for issue tracking and resolution. Guardian RFID notes that while the aggressive project timeline requires higher expedited service costs, potential future savings may be realized upon completion of site surveys and RF analysis that could reduce the number of required access points or eliminate certain infrastructure installation needs.

Re: Revised BAFO Offer for Request for Proposal (RFP) No. BPM005593, RFID – Inmate Tracking and Management System
Dear members of the evaluation committee, Please find updated BAFO pricing based on all available project information. This BAFO is based on the assumption that we will need to provide the most labor-intensive scenarios expected including extensive trenching, fiber installation, and other manual processes. If the state of things changes during the project and some existing equipment and infrastructure is usable, we will be able to reduce some costs further based on what can be excluded. For example, upon full site reviews there may be an opportunity to decrease the number of access points installed. Our current assumption is the use of 5.0ghz which requires many more access points than 2.4gHz. This could further save the State of Arizona.
We appreciate the sensitivity and the need for aggressive pricing for this project. We have gone back through our project scoping process to further reduce costs where possible. We revisited all cost proposals for all suppliers and manufacturers and can pass on additional savings as our partners are very eager to support the DOC in this project. In addition, in some areas we were able to apply marketing development funds from manufacturing to off-set costs. The additional evaluation time granted us, has allowed us to make a more informed evaluation of work to be conducted and mitigate some risk that resulted in the previously higher price of aforementioned services. It should be noted that the aggressive nature of the project does incur higher costs for expedited services.
These proposals are still based on the information provided in the RFP and without floor plans, heat maps for the required RFID frequency, and additional site surveys. For example, we still must assume we are not able to use existing/available conduits or dark fiber strands. Active RF surveys will need to be performed to properly place the WAPs for properly engineer the solution.
Regarding SLA’s, Guardian and IT1 believe there is great value in providing open communication regarding issues and inquiries. A toll free 800 number and a dedicated email addresses for customer service and/or issues that arise from staff will be provided and a professional ticketing system will be used to track all issues to resolution.
GUARDIAN RFID’s mission is to support the correctional officers within Arizona Department of Corrections and Rehabilitation, our goal is to work as a partner and ensure that we provide the best possible service, software and support. If we are able to provide savings to AZDCRR through collaboration we can and will.
We appreciate the opportunity to present our best and final offer (BAFO) to the Arizona Department of Corrections and we look further to additional discussions regarding this project.
Sincerely, Ken Dalley Ken Dalley - Chief Executive Officer
