About this file
This document is a Method of Approach attachment for a Request for Proposal (RFP) issued by the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) for Community Accountability Program (CAP) services under Solicitation No. BPM007036. The proposal is due July 25, 2025, with ADCRR seeking comprehensive community corrections services including cognitive behavioral therapy (CBT), substance abuse treatment, case management, and electronic monitoring for offenders on community supervision. The program will operate primarily in Maricopa and Pima Counties with potential statewide expansion via telehealth. Services must be operational 24 hours a day, 365 days per year, with applicants enrolled within 72 business hours of referral. The contract requires delivery of multiple treatment tracks including General CBT, Sexual Offense-specific CBT, Career Criminal CBT, and outpatient substance abuse treatment. Group sessions must be two hours in duration, offered in combination of day and evening times with the majority held in evening hours. Minimum requirements include three outpatient substance abuse groups weekly at Pima Reentry Center and five General CBT groups weekly at both Maricopa Reentry Center and Pima Reentry Center for ADCRR offenders only.
Prodigy Healthcare is the incumbent provider responding to this solicitation, demonstrating established operational capacity with fully trained staff, existing infrastructure in place, and proven compliance with ADCRR requirements. The proposal indicates Prodigy utilizes evidence-based Moral Reconation Therapy (MRT) curricula endorsed by SAMHSA, operates a secure web-based case management system (eCommunity) providing real-time tracking of offender participation and attendance, and partners with SCRAM Systems for comprehensive electronic monitoring including GPS, house arrest, continuous alcohol monitoring, and remote breath testing capabilities. Prodigy commits to trauma-informed care practices, bilingual service delivery with Spanish-speaking staff, and ADA accommodations. Performance will be measured through reduction in drug/alcohol use, increased compliance with supervision conditions, higher program completion rates, fewer technical violations, and reduced recidivism. The incumbent provider emphasizes 45 years of service history in Arizona corrections, 30+ MRT-certified staff members, processing 741 enrollments with 75% successful discharge rates over the preceding 18 months, and staffing that includes a retired FBI Gang Task Force member for specialized risk assessment and gang intelligence screening.

✔ Participants will attend between 48 and 96 treatment sessions, with a maximum of two group sessions per week.
✔ Treatment dosage will be jointly determined by ADCRR and Prodigy Healthcare, ensuring a risk-based approach.
✔ Each offender will undergo an intake screening, including an assessment of background and potential conflicts between group members.
✔ Gang intelligence screening and placement considerations will be applied to prevent safety risks.
Risk Management & Individualized Treatment Planning
• Individual sessions will be limited to 10 unless additional treatment is justified through a formal written request.
• Community Corrections Officers will provide ACCAT scores and Security Threat Group (STG) affiliation data to support risk-based placement.
• ADCRR may refer offenders from statewide regions, and those individuals will be able to access
Career Criminal CBT via Telehealth if in-person services are unavailable.
By leveraging behavioral interventions specific to high-risk individuals, Prodigy Healthcare ensures that Career
Criminal participants receive tailored, effective treatment that prioritizes public safety and long-term rehabilitation.

Program Implementation Timeline – Future Sites
Facilities: Primary Target Sites = Prescott Valley, Flagstaff, Florence, Yuma, Kingman, Safford, Douglas, and
Snowflake (or Show Low or Holbrook)
Facilities: Secondary Target Sites = Casa Grande, Prescott, Bullhead City, and Lake Havasu
Note: This schedule is based on a 30-day ramp up after target site is leased. The timelines provided are estimates based upon our experience with program implementation at other facilities. Upon award of this contract, and the decision to expand to additional counties, we will work closely with the Department to adjust timelines as mutually agreed upon. The risk involved in delivering these sites is primarily related to the readiness of the facilities. At Prodigy we have staff with more than 20 years of experience in commercial real estate development, executing leases and constructing tenant improvements. If a project is delayed, there are many ways to use temporary space until ready. Prodigy personnel recruit, hire, and train counselors on an ongoing basis in order to maintain the growth in our court contracts, and will have no trouble hiring for the expanded county areas. Once hired, Prodigy conducts 32-64 hours of training to certify the counselors as MRT Counselors, which quickens the training and lowers the risk of expansion.

Question 4 – Statewide Telehealth Program Delivery
Describe how you will offer statewide telehealth under section 4. PROGRAM DELIVERY- TELEHEALTH.
As a collaboration with the Department in 2018, Prodigy developed a Telehealth Program to provide services on a statewide basis, representing a cost-effective solution to statewide expansion and increased reach for otherwise untreated demographics. The Department can easily regulate its expansion via the referral process, allowing complete control of the costs and the ability to remain within its budget for the overall program. These services are currently provided on a limited basis and can be expanded quickly.
With Prodigy Telehealth™, offenders enrolled in a CBT Program that reside in locations outside of Maricopa and Pima Counties will continue to be able to participate, remotely, in live group therapy just as they would with in-person group therapy. Additionally, offenders will be able to continue to complete their screening requirements remotely.
4.1. Telehealth Programming availability shall be determined by availability of funds and need of ADC.
Prodigy Healthcare has read, understands, and shall comply with this Section. Prodigy will continue to enroll offenders in Telehealth that are referred by ADCRR, as they are deemed appropriate for services by
ADCRR.
4.2. The Department may choose to add additional population/crime specific Groups in the future. This includes CBT curricula already developed and potentially new CBT curricula.
4.2.1. Offerors shall submit a plan of how they will work with the authors of the CBT to develop new curricula.
Prodigy acknowledges and fully complies with this section, recognizing the importance of expanding CBT offerings to meet the evolving needs of ADCRR’s supervised populations.
Prodigy, along with its predecessor companies, has a long-standing professional relationship with Dr. Ken
Robinson, co-creator of Moral Reconation Therapy (MRT®) and a recognized leader in CBT-based correctional programming. We have successfully collaborated with Dr. Robinson and Correctional
Counseling, Inc. (CCI) in the past to develop and refine CBT curricula, ensuring programs remain evidence-based, effective, and aligned with best practices.
If ADCRR elects to introduce new population- or crime-specific CBT groups, Prodigy Healthcare will:
✔ Leverage our existing partnership with Dr. Robinson and CCI to create tailored, research-backed curricula.
✔ Ensure alignment with ADCRR’s rehabilitation goals, incorporating measurable outcome metrics to assess program effectiveness.
✔ Collaborate closely with ADCRR stakeholders to ensure new curricula integrate seamlessly into existing correctional programming.
Prodigy Healthcare’s direct experience in CBT curriculum development—with guidance from one of the field’s leading experts—ensures that any future expansions will be both research-driven and highly effective in reducing recidivism.
JULY 2025 16 | P a g e
4.3. Outpatient substance abuse groups shall utilize Hazelden’s A New Direction Criminal and Addictive Thinking and Relapse Prevention workbooks which complement the Department’s Addiction Treatment Program.
Prodigy Healthcare has read, understands, and shall comply with this Section. Prodigy will utilize
Hazelden’s A New Direction Criminal and Addictive Thinking, and Relapse Prevention workbooks to complement the Department’s Addiction Treatment Program.
A New Direction
Relapse Prevention
Addresses common relapse triggers and shows offenders how to create a crisis management plan to avoid relapse.
Criminal & Addictive Thinking
Explores the distorted thinking patterns at the root of addiction and criminal behavior
A New Direction is a comprehensive cognitive-behavioral therapy treatment program that trains chemically dependent offenders to challenge their thinking in order to change their criminal and addictive behavior patterns.
• Real inmates tell the real story about recovering from a life of addiction and crime
• Cognitive-behavioral approach helps inmates see how their attitudes and assumptions fuel destructive behaviors
• Modular structure allows for easy customization to meet individual, facility, and budget needs
• Can be wholly implemented as a new program or implemented in part to enhance your existing program
• Features built-in tools for measuring outcomes
• Provides framework for standardized treatment from facility to facility
Six Modules
A New Direction consists of six core modules: Intake & Orientation, Criminal & Addictive Thinking, Drug & Alcohol Education, Socialization, Relapse Prevention, and Release & Reintegration Preparation. Each module features videos, client workbooks, and facilitator's guides.
Training
A New Direction can be implemented with ease. Hazelden offers training on many products to help you develop an in-depth understanding of the program and its components and to create a long-term plan for your implementation.
JULY 2025 17 | P a g e
4.3.1. Offenders in outpatient treatment will be expected to attend between 48 and 96 treatment sessions as a treatment dosage. Offenders in this track may only attend up to a maximum of three group sessions a week.
Prodigy Healthcare has read, understands, and shall comply with this Section. Offenders eligible for this group will be those who have had persistent alcohol and/or drug use while on parole and are showing patterns of consistent use. This program is implemented in group sessions of 120 minutes in length. The program will be open-ended and offenders are expected to complete the workbook before being considered successful in the program.
4.3.2. Offenders referred to the Substance Abuse Treatment shall receive a full assessment to obtain general bio-psycho-social information, obtain pertinent clinical information and history, and determine ability to participate.
Prodigy Healthcare has read, understands, and shall comply with this Section. Prodigy will conduct a full assessment on all offenders referred for outpatient substance abuse group sessions.
4.3.3. Community Corrections Officer shall supply information pertinent to risk level and treatment received while at ADC.
Prodigy Healthcare has read, understands, and shall comply with this Section. The Community Corrections
Officer will supply pertinent information, including treatment received while in ADCRR custody.
4.3.4. Treatment dosage will be decided by the outcome of the intake assessment completed by the Contractor’s clinician. The clinician shall diagnose the offender’s substance abuse problem in accordance with the codes in the most current version of the Diagnostic and Statistical Manual of Mental Disorders.
Prodigy Healthcare has read, understands, and shall comply with this Section. Treatment dosage will be determined by a qualified Prodigy Healthcare clinician following a structured intake assessment. All substance use disorder diagnoses will be made in accordance with the most current version of the
Diagnostic and Statistical Manual of Mental Disorders (DSM). This process ensures that each offender receives the appropriate level of care based on clinical best practices and ADCRR’s rehabilitation objectives.
4.3.4.1. Offenders who score at a mild level of severity shall be placed into the General CBT track of services.
Prodigy Healthcare has read, understands, and shall comply with this Section. Offenders assessed at a mild level of severity will be placed into the General CBT track, which provides structured interventions to support supervision compliance and behavioral change.
JULY 2025 18 | P a g e
4.3.4.2. Offenders who score at a moderate level of severity will, in most cases, receive 48 outpatient substance abuse treatment sessions.
Prodigy Healthcare has read, understands, and shall comply with this Section. Offenders assessed at a moderate level of severity will, in most cases, receive 48 outpatient substance abuse treatment sessions.
4.3.4.3. Offenders who score at a severe level of current severity will, in most cases, receive 96 outpatient
Prodigy Healthcare has read, understands, and shall comply with this Section. Offenders assessed at a severe level of current severity will, in most cases, receive 96 outpatient substance abuse treatment sessions.
4.3.5. Offeror shall submit the names of any and all assessments that will be utilized. Pre and Post testing shall be required to assess client’s progress.
Prodigy Healthcare has read, understands, and shall comply with this Section. Prodigy uses a number of screening tools to help determine an offender’s level of severity pertaining to substance abuse. Prodigy utilizes the Michigan Alcohol Screening Test (MAST) and the Drug Abuse Screening Test (DAST) to measure level of severity and to assist in determining the most appropriate outpatient substance abuse treatment track for the offender. According to the National Council on Alcoholism and Drug Dependence of the San
Fernando Valley (2014), the MAST has been proven to be one of the most valid and reliable screenings in measuring alcohol dependency. In addition, the United States Preventive Services Task Force (2014) states the DAST runs parallel to the MAST.
Our agency also has the ability to utilize the Substance Abuse Subtle Screening Inventory (SASSI) as an evaluation tool in determining the track of treatment that is most appropriate for an offender. This is an important evaluation tool because SASSI is “used to identify whether individuals have a high or low probability of being clinically diagnosed with a substance use disorder” (SASSI Institute, 2014). When used with the additional information gathered during the assessment, it can be an effective tool in determining the best fit treatment for an offender (SASSI Institute, 2014). Prodigy also has the ability to add any additional evaluation tool deemed necessary by the Department for the screening and assessment process.
