About this file
This hazardous materials report summary provides the results of an environmental survey conducted for the construction of Rapid Airfield Damage Recovery Storage Facilities at Aviano Air Base in Italy. Soil samples were taken from test borings between 0.5 and 3.0 meters below ground to test for various pollutants including arsenic, cadmium, cobalt, chromium, mercury, nickel, lead, copper, zinc, hydrocarbons, benzene, ethylbenzene, styrene, toluene, xylene, total aromatic compounds, polycyclic aromatic hydrocarbons, and asbestos. The report also analyzed soil aggressiveness to concrete. With one exception of hydrocarbon levels above residential but within industrial limits in one area, all pollutant concentrations were found to be below the more conservative Italian residential limits as well as the less stringent industrial limits set by national environmental law. Given the industrial nature of the project sites, the facilities are in compliance. As the buildings will be uninhabited and occupied less than four hours per day, radon mitigation is not required.

The buildings under design will be located on the plain, where alluvial deposits outcrop; here the groundwater is between 50 to 110 m below topographic surface. The average hydraulic gradient is 0.8‰. This aquifer recharge is underground.
Infiltration Tests Results No permanent ground water table has been found during the drilling of borings. Three variable head infiltration tests have been performed on site, as detailed in the geological report.
This method allows to determine the permeability of a test pit above the groundwater level.
The process involves digging a pit (with either a squared or rounded footprint) and filling it with water. The pit size depends on the ground particle diameters, with the pit volume to be larger as the particle size increases.
Based on the correlation table provided by Colombo (Elementi di geotecnica, 1977), resulting permeability coefficient per each test are as follows:
Site 1 (I1) – K = 6.40E(-6) m/s
Site 2 (I2) – K = 1.77E(-5) m/s
Site 2 (I3) – K = 2.33E(-6) m/s
Hazardous Materials Report Summary General Parameters Stanley Consultants was commissioned by NAVFAC ATLANTIC to conduct a hazardous materials and soil environmental survey at construction areas of “Rapid Airfield Damage Recovery Storage Facilities for a Medium Rapid Airfield Damage Recovery kit”. Buildings will be in Aviano Air Force Base, Italy.
A site investigation was performed in June 2021 by local firm “Palladio”, and a comprehensive report has been provided for reference.

Environmental Sampling Each boring performed corresponds to an environmental sampling between 0.5 and 3.0 m below ground, to detect the concentration of the following pollutants in accordance with national environmental law:
Arsenic, Cadmium, Cobalt, Chrome IV, Chrome, Mercury, Nickel, Lead, Copper, Zinc, Hydrocarbons C, Benzene, Ethylbenzene, Styrene, Toluene, Xylene, Total aromatic compounds, Polycyclic aromatic hydrocarbons, Asbestos.
Furthermore, additional analysis has been performed to include n. 4 aggressiveness of the soil to concrete.
Results Italian regulation (DL 152/06) sets two category of limits, one more severe for residential occupancy and one less severe for industrial occupancy.
The concentration determined in all the tests is always less than the most conservative value, with the only exception of the hydrocarbons C in the site 1 area, where the concentrations are above the residential limits but always well within the industrial limits. The area at issue shall be clearly classified within the industrial occupancy sites, therefore the less severe limits apply.
Given the above, pollutant concentrations are always below the limits.
With respect to Radon mitigation, it does not apply to uninhabited spaces, or any room or building occupied less than 4 hours per day by one individual, therefore the buildings are exempted from the application of any mitigation measure.
