About this file

This file is a Trade Agreements Certificate form (FAR 52.225-6) that requires offerors to certify the country of origin for end products being supplied under the contract. The certificate mandates that offerors list all end products that are either U.S.-made or from designated countries, with instructions to separately identify any products that do not meet these criteria by line item number and country of origin. The form establishes that the Government will evaluate offers according to Federal Acquisition Regulation Part 25 policies, prioritizing U.S.-made or designated country end products for contracts covered by the World Trade Organization Government Procurement Agreement, and will only consider non-compliant products if insufficient compliant offers are received.

This template is a standard compliance document incorporated into the referenced solicitation (36C25926Q0276), a Request for Quote issued by the Department of Veterans Affairs Veterans Health Administration for Veterans Critical Communication Software, Inserter, and Postal Permit with a small business size standard of 150 employees. Offerors must complete and sign this certificate as part of their quote submission, with quotes due by 10:00 AM MT on March 13, 2026, submitted via email to Noaa.Lanotte@va.gov.
