Factor 2 – Past Performance of similar projects dealing with legionella Describe in detail any recent and relevant experience gained within the last 3 years by your company. Past Performance will be evaluated based on the level of risk of poor performance as indicated by an offeror’s past performance references of similar size, scope and complexity that are ongoing or have been completed within the last three years. Past Performance Survey form will be included as Attachment D to the solicitation, to include questions concerning timeliness of performance, cost control, effective management, customer satisfaction, quality awards, and the technical success of the project. All the Past Performance Survey questions are of equal importance relative to each other. Offerors shall submit those surveys to their previous contract references, who then shall complete the survey and submit directly to the contracting officer for evaluation. BASIS FOR CONTRACT AWARD
A. The basis for award is Lowest Price Technically Acceptable source selection procedures IAW FAR 15.101-2. Past performance will be used as an evaluation factor and will be evaluated in accordance with FAR 15.305. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. A single award will be made to a Service-Disabled Veteran-Owned Small Business (SDVOSB). Tradeoffs are not permitted, and proposals are to be evaluated for acceptability but not ranked using the non-cost/price factors. It is extremely important that the offeror submit all evaluation criteria as identified or be found unacceptable. Information in addition to the identified evaluation criteria will not be evaluated.
B. The government intends to evaluate proposals and award a contract without discussions with offerors; however, Government reserves the right to hold discussions if determined necessary. Each initial offer shall contain the offeror's best terms from a price and technical standpoint. All offerors are encouraged to provide their best proposal upfront.
C. Offerors are cautioned that the Government may review available past performance data available in the Contractors Performance Assessment Reporting System (CPARS). The Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the Offeror when evaluating past performance. Since the Government may not necessarily interview all the sources provided by the Offerors, it is incumbent upon the Offerors to explain the relevance of the data provided.
D. Per FAR 15.305(a)(2)(iv), an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance and will receive a “neutral” rating.
E. Communication conducted to resolve minor or clerical errors would not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for proposal revisions. There will be no public bid opening.
EVALUATIONS
Evaluation Factors and Technical Qualifications. This section describes the factors that will be used by the Government in evaluating the proposals received. Award will be made to the responsible offeror whose offer is most advantageous to the Government as a result of evaluating both price and non-price factors.
