1. Contract Duration. The 270 days called out in the bid price/cost schedule for Bid Item #1 is a very aggressive completion duration for a project of this size. Will the VA allow a 3-4 month “Pre-Construction” Notice to Proceed (NTP) period to allow for 2-3 weeks of submittal prep, 2-3 weeks for VA submittal review, and then 6-8 weeks for material lead-time, THEN followed by a 270 day “Construction” Phase and NTP to get the construction work done?
The project duration is 270 calendar days from NTP to project close.
2. Given the 5 General Phases called out in the P-081 Phasing Narrative, and the Sub- Phases highlighted in basement drawing PW-B01, and the sub-phases highlighted in PW- 100, and the sub-phases for each floor starting on PW-101, what is the VA’s intent regarding phasing and shut downs? Is there a limitation on how many floors or quadrants that can be worked on or shut down simultaneously?
VA prefers construction (for shut offs of utilities) on Fri and Sat night between 10 pm to 6 pm. Contractor shall prepare the new pipes prior to switch over from existing to minimize disruption. Shutdown notices need to be submitted 21 days in advance.
3. Drawing P-001, Phasing Narrative PH1A – Provide a “Variance Bid” for H&C water piping in the basement? This “Variance Bid” item is not on the bid price/cost schedule provided. Will an amendment issue a new bid schedule to reflect the “Variance Bid” item? And, would this mean a per lineal foot cost for the different size piping that may be replaced after the inspections?
Comply with Plans and Specifications. linear foot cost for any replacement beyond what is required.
4. All Demo Drawings indicate an inspection of the existing HWR lines. After inspection the GC is to suggest what sections if any are to be replaced. Are we to bid this at a per lineal foot cost for the size piping that may be replaced?
During replacement of insulation on HWR, inspect the pipe and report back to VA. Include linear foot cost for any replacement beyond what is required.
5. Specification 22-11-00, 2.2, Section B1 says … solder or brazing may be used. At the site walk, and in Drawing GI-001, Project Information, Scope of Work line #5, it says braising shall be used. Confirm if/when solder may be used. Are all copper fitting joints (hot and cold-water lines) to be brazed or can the cold water be soft soldered?
Brazing shall be used for all copper fitting joints.
6. Clarification to Amendment #2, RFI response #3.... Does the VA expect the Superintendent to be all three. Super, SSHO and QC, or does the VA expect the project to have TWO people assigned: a Super/SSHO and a Construction Quality Control Manager?
The site superintendent will act as the SSHO and Quality Control Manager at all times.
