About this file
This document contains questions and answers regarding a solicitation for renovating domestic water piping projects at a Veterans Affairs medical center. The solicitation requires contractors to submit price proposals not exceeding 20 pages by August 28, 2021. It clarifies that basement access for materials is available through a removable floor panel near the boiler room, and contractors are responsible for verifying piping lengths and accessing all areas of the basement. The scope of work does not include replacing the existing building management system, but contractors must connect new equipment to the current Andover/Schneider Electric BMS network. Reviewers should follow the instructions and past performance questionnaire in the solicitation, not a prior pre-solicitation notice.

2. During the site walk, recently replaced/installed 20’ copper piping was observed. Can the VA provide details on how 20’ lengths of material were brought into the basement?
Boiler Room 1D-16 there is a removable floor panel that can be removed for basement access. This will be up to the contractor to provide a forklift and manpower to remove and reinstall the floor panel. All materials for the basement can be lowered through this area. There is a fire sprinkler that will have to be moved before the panel is removed and reinstalled after the panel is set back in place and sealed with appropriate materials. Half of the basement is accessible for 20’ sections of piping. Contractor will be responsible for verifying the piping lengths for the other half of the hospital basement.
3. During the site walk, comments were made that there is “no work inside walls”. Can the VA clarify?
AE Response: The question did not indicate which wall. Refer to the contract documents. The point of connection and the scope of work is specified on plans.
4. Do the existing Siemens panels in service bays get removed and replaced with Andover/Schneider Electric panels, or is that scope a separate project / future?
AE Response: Replacing the existing BMS system is not in the scope of work. Connect the new chlorine analyzer control panels to the existing BMS network. Contractor to modify the current BMS system to receive new equipment per contract documents as required. COR Response: Current systems is Andover provided by Schneider Electric.
5. The (PPQ) Past Performance Questionnaire included in the pre-solicitation notice is different from the PPQ included as Attachment D and specifically called out in instructions to bidders. Confirm the Solicitation PPQ form supersedes the Pre-Solicitation PPQ form.
Follow instructions from the Solicitation NOT Pre-Solicitation. Review the solicitation Attachment A Instructions to Contractors Factor 2 – Past Performance Attachment D.
