1. Plan page PD-B07, shows a point of disconnection for the hot water supply, at the horiz. Main, at the lateral to the service bay, and also at the riser from the lateral, but the lateral piping is not hatched, as to be demo’d, and the riser is not noted to be replaced. The hot return also shows a point of disconnect at the riser. Please verify point of disconnection of existing piping, and if laterals and risers are part of the scope to be replaced. This is typical for all service bays.
Risers to be replaced with type K copper.
2. Plan pages PD-109 & PD-110 appear to show no work in these areas, please advise.
Refer to general note #1, This area is newly constructed, contractor to include insulation of existing hot/cold water and hot water return piping in the bid.
3. Does this project require a Project Labor Agreement? If yes, please consider removing this requirement as this project isn’t a large scale project (valued at $25M or more) where a PLA would be more applicable pursuant to FAR 22.503 – Policy.
The question has the incorrect FAR 22.502. Should be FAR PROVISION 522.222-33 NOTICE OF REQUIREMENT FOR PROJECT LABOR AGREEMENT. After researching FAR Provision 522.222-33 does not apply and will be removed.
4. I would appreciate if you could please forward me a list of the contractors that attended the job walk.
See Amendment 0003.
5. The VA included Attachment B Bid Breakout Form. Does the VA want the bid breakout form to be used for each of the item numbers on the included price/cost schedule or are we only to use the price/cost schedule?
Provide both.
6. Specification Section 01 32 16.15 part 1.3 references the contractors scheduling consultant. Please confirm that this only applies if the contractor hires a 3rd party scheduler in lieu of a project team member. Will the VA accept a member of the project team to develop and maintain the project schedule in lieu of a 3rd party scheduler?
The site super should maintain and provide schedule updates on a minimum of weekly.
7. Specification section 01 91 00 part 3.9.D seems to require professional photographer on the project.
Please confirm a professional photographer is not required on this project. Please confirm a project team member with a modern cell phone camera is acceptable.
Professional Photographer is not necessary.
8. Specification section 07 84 00 part 1.5.B says the fire stopping Installer must have the following qualifications: a firm that has been approved by FM Global according to FM Global 4991 per equivalent UL”, Will the VA allow the contractor to use its own personnel to install the fire stopping if they are certified by the manufacturer of the fire stopping material in lieu of FM Global 4991 or equivalent certification?
Fire stopping will be installed by a certified staff member on the contractor’s staff following NFPA 99, Health Care Facilities guideline.
9. In specification section 07 84 00 part 1.5.C requires a 3rd party fire stopping inspector with the following qualification: Contractor to engage a qualified inspector to perform inspections and final reports and who meets the criteria of ASTM E699.” Is the 3rd party firestopping inspector requirement going to be enforced on this project? Will the VA allow the contractors quality control systems manager to perform the fire stopping inspections instead of having to hire an outside company to do the fire stopping inspections?
Fire stopping will be inspected by the COR of the project.
10. Are all copper fitting joints to be brazed or can the cold water be soft soldered?
Copper fittings shall be brazed. Comply with specifications.
11. Drawing P-001, Plumbing Note # 15 states that only 10’ sections of pipe can be brought into the building. What if we figure a way to get 20’ sections into the building without damaging anything?
Limited to 10’ sections, for longer sections written permission from VA is required.
12. Can the VA please list the name of the contractor who services the Automation system at VA Loma Linda?
EMCOR Services Mesa Energy Systems
13. Will the Chlorine Analyzer Systems associated with Item #1 of RFP be required to report back to the Schneider Electric Automation System? And if so, what protocol is to be used? i.e…BACnet..etc.
Yes, Refer electrical plans.
14. Will the Flowmeters associated with Item #1 of RFP be required to report back to the Schneider Electric Automation System?
Yes, Refer to the electrical plans. (The cold-water flow meters should have the same capabilities and tie ins as the existing hot water flow meter)
15. Dwg PD-B06, B07 has line to be removed identified as #2 instead of #1. Please clarify line type versus key notes match. If those lines are to have insulation removed they would NOT clean pipe to be reinsulated be key note comments.
AE Response: PD-B06 keynote #2 should be keynote #3.
Keynote #2 is meant for all hot water return pipe on this level where copper pipe is in good condition and not being replaced. All insulation needs to be replaced with new insulation. Same comment goes for sheet PD-B07.
16. Appears to be scaling errors on PD-B01, PD-100, PD-200, PD-300, PD-400. If I take distance established under AE-100 between grids dimensions are not correct.
AE Response: The scale is correct as shown in drawing title. The overall plumbing plans used a different scale, and it is not the same as AE-100.
17. PD-B02 to PD-406, Item #1 Keynote talks about demo of hot water lines but no notation that its not just pipe but also insulation or are cold water lines also insulated. Either way, the cost to demo insulated pipe verse uninsulated is double and therefore should be labeled separate.
AE Response: Keynote for demo plans refer to existing galvanized pipe for domestic water system as a whole and requires replacement of new copper pipe with insulation on all domestic water pipe system to help keep the water temperature cooler and combat legionella.
18. PD-101 See restrooms 1A-447 & A or 1A-543 or 1A-549 with no sink piping. Is that the intent not to remove. What about remove and replace insulation on those lines, nothing indicated. This is just example of unidentified scope in drawings that need clarification.
AE Response: Refer to remodel plan and remove any existing piping in the way of new work. Utilize both remodel plan and demolition plan for determination of scope. Remove and replace all piping including insulation as shown on remodel plans, even if they may not be shown on demolition drawings.
19. Drawing do not show if water lines demo/replacement are in interstitial Space only? Or are they above ceiling but below interstitial Space. Please clarify.
AE Response: Interstitial Space only except in Basement, Service Bays, CLC and CLC 2 buildings, etc. as shown on Plans and Specifications.
20. If piping is to be replaced below ceiling finishes need wall finish schedule for all rooms needing access for repiping and also sink bath accessories that may need to be replaced/reinstalled if wall is opening above sinks.
AE RESPONSE: Not required to replace piping below ceiling finishes.
21. Need ceiling finish plan if work is beyond interstitial space to determine access and patching.
AE Response: See attachments for CLC and CLC 2 Ceiling Plans.
22. If need ceiling demo to access it should be shown on drawings. If wall demo to repipe needs to also be identified and patch back.
AE Response: See attachments for CLC and CLC 2 Ceiling Plans.
23. In order to provide accurate pricing for the heat exchanger, please advise on the required operation conditions, temperatures, and GPM’s on both sides.
Refer to specification section 23 35 00 and equipment schedule on P-002 Heat Exchanger Cold Water System for system requirements.
24. Plan page PD-B07, shows existing 3” hot water, going to service bay #6 & #8, as hatched, to be demoed. Plan page PW-B07 shows existing 3” hot water and does not call for new pipe going to service bay #6 & #8. Note#5 calls for POC of existing 3” to new 4” hot water. Plan Page PW-B06 shows new 5” hot water going towards service bay #6 & #8. It is unclear as to what is being demo’d, and replaced, and what size is required at what point. Please advise.
All domestic hot and cold water galvanized piping is to be replaced with copper piping with insulation.
Field verification is required to determine the exact locations and size of all existing galvanized pipe.
25. Plan Page PW-107, covers area Y & Z of the first floor, it is unclear if there is an interstitial above this area, or if work is to be done in a ceiling space. Please advise.
There is an interstitial space above the area. Ceiling space.
26. Plan Page PW-108, covers area A1 & A2 of the first floor, it is unclear if there is an interstitial above this area, or if work is to be done in a ceiling space.
There is an interstitial space above the area. Ceiling space.
27. Section 01 45 00 – Quality Control, Sub-Part 3.4(C) requires additional personnel above the CQC personnel specified elsewhere. These include Architects and Engineers or Construction Professional with 5-years’ experience in all categories except Environmental which requires that the Contractor hire a Graduate Environmental Engineer. Per the Specifications these additional personnel positions are required to be on the job site whenever work in their area of expertise is being performed. Will the VA clarify whether all of these costly requirements will be enforced for this project, including the hiring of a Graduate Environmental Engineer? If required will they need to be on site on a full time basis or just at certain milestones or Will the VA allow the CQC system manger to perform the day to day quality control monitoring and only require specialty quality control staff to come out to do inspections prior to covering a specific scope of work and perhaps just prior to starting up a system?
Contractor shall have a quality control professional on job site at all times.
