About this file
This is a Commercially Useful Function (CUF) Certification form attachment required by the State of California Governor's Office of Emergency Services for RFP 26-16743, with a bidder response deadline of April 27, 2026. The form must be completed and submitted with all proposals by bidders claiming Small Business (SB), Micro Business (MB), and/or Disadvantaged Veteran Business Enterprise (DVBE) status, whether as prime contractors or subcontractors. Bidders must submit one form for each SB/DVBE participant and certify that all claimed entities meet the commercially useful function requirements under Government Code Section 14837, Military and Veterans Code Section 999, and California Code of Regulations Sections 1896.4 and 1896.62.
To qualify for CUF consideration, all five certification requirements must be satisfied: the SB/DVBE must be responsible for executing a distinct contract element; must perform, manage, or supervise the work itself; must perform work normal to its business operations; must be responsible for negotiating prices, determining quality and quantity, ordering, installing if applicable, and making payment for required products and materials (or mark N/A if no goods are involved); and must not subcontract work beyond normal industry practices. Bidders must provide a written statement detailing the role, services, and goods each subcontractor will provide, or indicate "Not claiming a preference" if not pursuing SB or DVBE benefits. The authorized bidder representative must sign and certify compliance, and the State may request additional clarifying information prior to award at its discretion.
