About this file

This is a Bidder Qualifications Matrix worksheet for RFP 26-16743, issued by the Governor's Office of Emergency Services (Cal OES) for 911 Call Processing Equipment (CPE). The document serves as an evaluation tool to verify that bidders possess the mandatory qualifications necessary to perform work on 911 call handling systems. Bidders may submit up to two projects per qualification to demonstrate their experience and organizational capacity to support a 5 to 10-year lifecycle. The RFP establishes five mandatory qualifications that bidders must meet: minimum three years of experience in deploying, installing, and maintaining 911 call handling systems within the continental United States (with experience required within the last five years); two live 911 call handling deployments from the same manufacturer as proposed that have operated trouble-free for a minimum of three years each; scalability demonstrations with at least one installation of 2-10 operating positions and one with 11 or more positions; certification that the vendor has not had CPE removed from California installations due to technical or operational issues within the last five years; and two installations demonstrating legacy CAMA connectivity interfacing and successful transition to i3/SIP connectivity using the proposed manufacturer.

Bidders must complete the matrix by providing project names, descriptions (up to 500 words), total contract amounts, client names with contact information, start and end dates, duration in months, and confirmations regarding prime contractor status, project completion, and requirement fulfillment. The Cal OES reserves the right to contact references to verify submitted information, and any conflicting data may result in the bid being deemed non-responsive. For ongoing projects, only experience acquired up to the submission due date will be credited. Bidders bear responsibility for ensuring all minimum qualification requirements are clearly specified; failure to adequately demonstrate minimum experience requirements may result in proposal rejection as non-responsive.

Bidder Qualifications Matrix Instructions
Instructions

Bidder may submit no more than two (2) projects to confirm that the Bidder possesses experience meeting the minimum mandatory qualifications specified. Bidder must complete the Bidder Qualifications Matrix, stating the qualifying project information to permit evaluation of the Bidder’s qualifications.

Bidder must specify the required experience in the space allotted for each qualification, showing projects used to qualify the Bidder's mandatory experience. The Cal OES may contact references provided (on the Bidder Qualifications Form) to verify the information. Any conflicting information may result in the bid being deemed non-responsive.

If a project end date or experience end date identified on the Bidder Qualification matrix exceed the due date for Submission of Responses, (due to being an ongoing project), then only credit for the experience acquired up to the due date for Submission of Responses will be given.

Specify Bidder’s firm name in the appropriate fields and provide the following for each qualification. Add or remove project rows as necessary.

• Reference Project Name and Description of How It Meets Qualification: Specify the project name and describe the experience as it pertains to meeting the qualification.

• Length of Experience: If length of experience is requested, the number of months of experience will be auto-calculated on the spreadsheet.

NOTE: It is Bidder’s responsibility to ensure that all minimum qualification requirements are met and specified in the Bidder Qualifications Matrix. If the State is unable to determine the minimum years’ experience has been met, Bidder’s Proposal may be deemed non-responsive.

To complete this workbook, enter Bidder's firm name in Row 2. Use the table column definitions below to complete the light blue Bidder fields.
Do not enter anything in columns headed with shaded fields or in cells that have been blacked out.
