About this file
This is a Sample Scope of Work (SOW) Template document provided by the California 9-1-1 Branch to guide contractors in developing SOWs for Customer Premises Equipment (CPE) projects supporting Public Safety Answering Points (PSAPs). The template establishes a standardized structure for CPE procurement projects and requires contractors to provide comprehensive documentation including equipment lists with quantities and individual pricing, system design specifications, network configuration details, integration requirements with CAD and radio systems, change order procedures, acceptance testing protocols, responsible party contact information, and installation schedules with key milestone dates. The SOW must also document contractor, PSAP, and CA 9-1-1 Branch responsibilities, service level agreements with response times for critical, major, and minor outages, 24/7 contact information for trouble reporting, and detailed training plans for PSAP personnel including user manuals and technical service documentation.
The template requires appendices containing site certification documents describing necessary building modifications, floor plans showing workstation deployment and NG9-1-1 trunk ingress points, detailed pricing and terms from the contractor including quantities and monthly maintenance costs, and sample project forms such as change request and issue communication templates. The SOW must include a maintenance plan addressing remote maintenance and update processes, acknowledge service provision terms, and provide sign-off approval by authorized PSAP representatives. While the document does not specify fixed contract terms, amounts, or award dates, it establishes a comprehensive framework ensuring clear project scope definition, cost transparency, and coordinated implementation between contractors, PSAPs, and state oversight entities.
