About this file

This is an Air Force Form 813 Request for Environmental Impact Analysis for renovating Building 1120 at Wake Island Airfield. The project involves extensive renovation of a billeting facility that was previously taken out of service due to substantial mold, termite, and corrosion damage. The renovation will include replacing exterior and interior walls, electrical and plumbing systems, and installing a new central air conditioning system. The primary purpose is to increase Wake Island's billeting capacity and support mission readiness, particularly for the airfield's role as a divert base for TransPac flights.

The proposed action is scheduled for July 2025-July 2026, with a need date of 12/09/2024. Two alternatives were considered and rejected: demolishing the building (too costly and time-consuming) and taking no action (which would further degrade the facility and negatively impact mission capabilities). The environmental analysis determined the project qualifies for Categorical Exclusion (CATEX) under codes 12.3.8 and A2.3.10, with no significant environmental impacts anticipated. The project will utilize existing Wake Island utilities and focuses on interior renovation with minimal exterior modifications.

REQUEST FOR ENVIRONMENTAL IMPACT ANALYSIS Report Control Symbol (RCS):

[RCS Needed]

INSTRUCTIONS: Section I to be completed by Proponent; Sections II and III to be completed by Environmental Planning Function. Continue on separate sheets as necessary. Reference appropriate item number(s).

SECTION I - PROPONENT INFORMATION

1. TO (Environmental Planning Function)

PACAF/CFPE

2. FROM (Proponent organization and functional address symbol) Air Force - 611 CES/CEN

2a. TELEPHONE NO.

907-552-1979

3. TITLE OF PROPOSED ACTION

Renovate B1120

4. PURPOSE AND NEED FOR ACTION (Identify decision to be made and need date)

1. State the purpose of this action.

Building 1120 at Wake Island Airfield was taken out of service due to substantial mold, termite and corrosion damage. This project shall bring B1120 up to usable standards to increase Wake Island's billeting capacity.

2. State the need for this action.

Lack of suitable billeting options on Wake Island. This project will increase mission readiness.

3. What do you intend to accomplish and why is the action necessary?

Work includes replacing all exterior infill walls and many interior walls, corroded and unsafe electrical system completely, leaking and corroded plumbing piping completely, non-functional AC mini-splits with new central AC. This action is necessary because further deferred maintenance will result in the building being degraded beyond repair. Furthermore, due to mission requirements additional billeting is needed on Wake Island; Concerns of structural inadequacy of one of the three other remaining in service USAF dorms on the island, building 1116, could lead to it being abandoned as unsafe. This would decrease the amount of bed spaces available on the island to below what is required. Since one of Wake Island Airfield's primary missions is as a divert base for TransPac flights, the mission would be significantly adversely affected by not performing this work

4. What is currently being done to meet the need?

Tents have been utilized to meet billeting needs. However this is not a practical long term solution.

5. Provide any additional details related to the Purpose and Need for Action.

N/A

Need Date: 12/09/2024

5. DESCRIPTION OF PROPOSED ACTION AND ALTERNATIVES (DOPAA) (Provide sufficient details for evaluation of the total action.)

1. Describe the proposed action.

Renovate B1120 to current billeting standards.

2. Describe alternatives to the proposed action.

Option 1: Demolish B1120 and construct a new billeting facility.

Option 2: No Action; continue to defer maintenance and allow B1120 to degrade.

3. What alternatives were eliminated from consideration and why?

Option 1: Not acceptable. This option is to costly and will not happen in a timely manner.

Option 2: Not acceptable. This option will cost the Air force more money in the long term. Furthermore, this option will damage mission readiness.

4. Describe what will happen if no action is taken.

See option 2 in question 3 of this section.

5. Please provide a description of the construction action and timing when it will occur.

July2025-July2026

6. Describe the project location. Attach map(s)/diagram(s) – make sure to include an overview map of where your requested project area is on the installation.

B1120 on Wake Island. All work will be done in/on B1120.

7. Describe additional project requirements: 1) Construction and site preparation requirements (include approx. area of ground to be disturbed); 2) Does the project require a laydown yard or storage area? If so, describe the location and groundwork required.

N/A

8. Describe additional project requirements: 3) Will soil boring/sampling/potholing occur during a design phase? If so, a separate dig permit will be required; 4) Detailed operational activities; 5) Equipment/material lists.

N/A

9. Will the project require utilities? How will those utilities be provided to the facility?

If utilities are required they will be utilized from existing Wake Island utilities.

10. Provide any additional details related to the Description of the Proposed Action and Alternatives (e.g., outline mitigation measures and other issues).
