About this opportunity
This pre-solicitation notice seeks a contractor to design and install a new cathodic protection system for seven water supply wells located at Beale Air Force Base in California. The Department of the Air Force Air Combat Command is procuring these services to replace an existing system that is past its design life and no longer functioning properly. The selected contractor must install a central anode bed and rectifier to provide cathodic protection for five wells connected by underground pipes, and propose alternatives for two wells with asbestos cement piping preventing use of existing lines. The contractor will also need to address any required asbestos abatement and environmental compliance plans. The solicitation will consider recommendations to the NAICS/PSC codes and concerns regarding the statement of need or supporting documentation. The deadline to submit such feedback is February 28, 2024.
This opportunity is set aside for total small businesses. The primary NAICS code is 238990 and PSC code R499. The wells range from 16 to 300 feet deep across the well fields area. The statement of need calls for 30 days to complete design work and 45 additional days for construction. Asbestos remediation and environmental permitting may be involved due to the presence of asbestos cement piping at two of the well sites.

Update #2 · Latest ·
Saven (7) water supply wells with approximately 300 ft deep and 16” diameter casings, on the well fields area at Beale AFB (See in site plan) were protected from corrosion by an impressed current CP system, with a central anode bed/rectifier since 1971. the old system, was connected by the existing abandoned underground metal pipe that is used as a conductor to provide the CP current to wells 1,2,4,5, and 6). Wells 8 and 9 were connected through the overhead cable which is removed while the power distribution system was altered from overhead to underground. the existing abandoned UG water pipes to these two wells are made of asbestos cement, therefore; not used as a conductor to support CP. The transformer/rectifier of the old CP is also removed. Besides, the existing CP of the 5 wells is disconnected at some locations.
Due to the presene of asbestos cement, an asbestos abatement plan, and/or an environmental plan may be required.
This notice will also serve to satisfy synopsis requirement as outlined in FAR 5.204
If there are any reccomendations for more accurate NAICS or PSC codes please notify the CA/CO so that those concerns may be addressed in either future sources sought or the formal solictation.
If there are any concerns about the Statement of Need or the accompanying supporting documentation, please notify the CA/CO so that those concerns may be addressed, and/or incorportated into those documents.
Please include your companies CAGE code and UEI in initial correspondence.
