Secondary CATEX selections: A2.3.20.
• Please reference below comments from the 354 CES Environmental Planning Office. Compliance with the remarks/comments/requirements is mandatory. Substantial or significant changes in project scope will trigger the need for a new AF Form 813 to be submitted.
• Project proponents are also required to abide by all other relevant environmental requirements even if not specifically listed. Please follow up with the relevant Program Mangers or Subject Matter Experts (SMEs) for comment clarification and/or further advice, if necessary.
• Eielson AFB is not a non-attainment or maintenance area, therefore the Clean Air Act General Conformity Rule does not apply.
• The scope of this Preliminary Environmental Survey is based on the Description of Project Actions and Alternatives (DOPAA), as stated in Block 5 and the project is either:
o Eligible for this Categorical Exclusion (CATEX), as authorized under 32 CFR 989, provided that the proponent does not substantially change the scope of the project, follows the instructions listed in the remarks section, and any additional instructions, or o Ineligible for a CATEX, in which case either an Environmental Assessment (EA) or Environmental Impact Statement (EIS) is indicated as required (blocks 17/18).

Other (06/30/2022 - Kornowske Joseph DOD - joseph.kornowske) No impact to toxics program
Hazardous Materials/Waste (06/30/2022 - Kornowske Joseph DOD - joseph.kornowske) Hazardous Waste, All Contractors:
All contractors performing work on Eielson AFB are required to complete onsite hazardous waste training provided by 354 CES/CEIE. Contractor training must be completed two weeks prior to field work start date and prior to receiving the Environmental Element signature on the Work Clearance Request (AF Form 103). Please contact 377-4017 to schedule a training for handling hazardous wastes, including aerosol cans management. All costs associated with waste disposal are the responsibility of the contractor. Empty aerosol cans are the only waste accepted at the base Hazardous Waste Facility for disposal.
All Hazardous and Universal waste must be managed in accordance with the requirements for large quantity generators (40 CFR 262.17 and 40 CFR 273, respectively) under the Resource Conservation Recovery Act. Hazardous waste and non-regulated waste manifests must be signed by a designated AF POC prior to shipment off-base. Please coordinate signature through the base Hazardous Waste Facility (377-1668) 10-days prior to planned transport.
Vaccuum dust and cleaning supplies must undergo waste determination when being disposed of and must be managed as a hazardous waste until test results confirm otherwise.
Hazardous Materials/Waste (07/05/2022 - Mccord Lindsey DOD - lindsey.n.mccord) Submit an inventory of all hazardous materials listed in OSHA Hazard Communications Standard 29 CFR 1910.1200, Class I and II ozone depleting substances and all items, including medical supplies, covered under Emergency Planning and Community Right-to-Know Act (EPCRA) tracking requirements which shall be brought on site. The inventory shall include a table identifying the material, initial quantity, quantity used, unit of issue, manufacturer, and product code. This table must be updated and submitted quarterly during the project, unless additional quantities/materials are added, at which time the Contractor has seven days to provide the additional information and safety data sheet (SDS). At project completion, submit an updated inventory indicating quantities used, and disposed. See Appendix C Contractor Hazardous Materials Usage Tracking Form. Any hazardous materials transported on site shall have an SDS and a copy must be delivered to the Contracting Officer, the Hazardous Materials Program Manager at Bldg 2258, (377-2937), 354 CES, Base Civil Engineer. All usable hazardous material shall be removed from the site by the Contractor at project completion unless other provisions within the contract direct otherwise. HAZMAT Usage and Reporting: Provide the Contracting Office and the HAZMAT Program Manager with a list of proposed HAZMAT that is planned for use on the installation during the performance of the contract for review and approval. Obtain Air Force authorization prior to using HAZMAT on Eielson AFB. The initial hazardous materials inventory should list initial quantities for each material. Report the usage of all hazardous materials to the government for all work performed on Eielson AFB. Submit usage reports monthly to the HAZMAT Program Manager.
Safety and Occupational Health (07/05/2022 - Lawson Elaini DOD - elaini.m.lawson) All applicable personal protective equipment (PPE) must be worn/utilized.
Air Quality (07/11/2022 - Young Heidi DOD - heidi.j.young) All 168th operations are excluded from the EAFB Title V Operating Permit.
Legal (07/25/2022 - Murphy Patrick DOD - patrick.s.murphy3) The proposed action, as described above, qualifies for a CATEX and is legally sufficient. Specifically, A2.3.10. Routine facility maintenance and repair that does not involve disturbing significant quantities of hazardous materials such as asbestos and lead-based paint.
