Block 4. PURPOSE AND NEED FOR ACTION
Purpose of the Proposed Action:
Construct a new facility to support Honor Guard training and equipment storage to include all supporting infrastructure such as parking and utilities.
Need for the Proposed Action:
The Honor Guard was displaced from their previous facility (B1015) due to demolition driven by damage caused by Hurricane Michael and the Tyndall Recovery Master Plan. The Honor Guard is still a functioning entity at the base under the 325 FW managed by FSS and is authorized space per AFMAN 32-1084.
Location:
Proposed location is near Mississippi Rd, immediately adjacent to B1701. See attachment 1 for details.
Scope of Analysis:
There are no anticipated issues or concerns with respect to contamination, cultural resources, air quality, waste, threatened and endangered species, air operations/compatible use zones, land use, or wetlands. Based on the amount of impervious surface area, a storm water management plan will be needed. We will bring in clean fill in order to elevate the site to meet the 19-foot design flood elevation. Site development associated with construction will also consist of utility work.
Block 5. DESCRIPTION OF PROPOSED ACTION AND ALTERNATIVES
Description and Ground Impacts:
This project will be to construct a new facility approximately 3,250 SF. The facility will include administrative and maintenance services complete with associated utilities to include communications; electric; heating, ventilation, and air conditioning; lightning protection;
and fire protection/alarm system. Additional pavement to support training and to accommodate parking will be approximately 15,100 SF. Utilities will be run to the facility to include communications, electric, sewer, and water. Existing lines running beneath the site will be moved as needed to accommodate the facility. Digging and trenching is expected. Trenches will be 2 feet wide by 3 feet deep. All disturbed materials will remain on site. The estimated elevation of the site is 15-16 feet above sea level. Enough fill material will be brought in and placed on site to elevate the facility to the minimum 19-foot design flood elevation. Volume of fill is estimated at a maximum of 3,000 CY. Exterior paving and sidewalks, curbs, gutters, access drives, exterior lighting, grading, and physical security requirements are also included. Two locations were selected for potential stormwater ponds. Each pond would be approximately 3,000 SF. A comprehensive storm sewer system shall be designed to facilitate positive drainage of the facility and general site. The design shall be for a 10-year, 24-hour storm occurrence. All storm drainage system piping shall be reinforced concrete pipe. All gutters and downspouts shall connect to the storm sewer system.
Alternatives Considered:
A total of 7 sites were evaluated for feasibility. The other COAs proved to be unsuitable for various reasons such as noise concerns from the Honor Guard mission, incompatible surrounding uses, locations being within ERP sites, or conflicts with other Tyndall Rebuild activities.
The additional sites considered were: Undeveloped lot North of Sabre Dr., South of Road 31B, and West of Road 31; Undeveloped Lot North of Beacon Beach Rd between AFNORTH and Education Center; Undeveloped Lot North of Beacon Beach Rd and North of Education Center; Undeveloped Lot South of Beacon Beach Rd and West of Archer’s Range; Undeveloped Lot South of Beacon Beach Rd and East of Archer’s Range; Undeveloped lot North of Mississippi Rd and West of Score Booth (Building #1126); Undeveloped lot North of Mississippi Rd and West of Pest Management (Building #1701). See attachment 2 for additional details.
No Action Alternative: Status Quo.
If the facility is not constructed, the Honor Guard will be without a home to perform it's functions. This would lead to a degradation of services.
