About this file

This file is a Questions and Answers (Q&A) document for a federal contract opportunity to restore Building 1120 on Wake Island. The solicitation, issued by the Department of the Air Force Pacific Air Forces, requires comprehensive renovation of the building, including demolition of existing interior walls, installation of new mechanical and electrical systems, painting, flooring, and other infrastructure improvements. Key project details include a proposal due date of 12 September 2025 at 10:00 AM AKDT, with offers valid until 30 September 2025.

The Q&A document reveals significant existing building conditions, including gutted interior spaces, no functional utilities, suspected asbestos in certain areas, and extensive concrete spalling. The renovation scope involves complete system replacements, including electrical, plumbing, HVAC, fire alarm, and communication systems. Contractors are expected to submit shop drawings for newly installed utilities, remove all existing wood framing, install steel stud walls, and perform comprehensive renovations while navigating complex logistical challenges associated with a remote island location. The project requires two-person staffing (Superintendent + QC/SSHO) and adherence to specific technical requirements outlined in the Statement of Work.

•Floorplans
•Elevation drawings (if available)
3.Indicate whether any repair details or specifications are provided for these conditions.
This information is critical for accurate scope assessment, material planning, and scheduling.Total extent of spalling is unknown. This is due to exterior wall infills covering much of the of areas likely to have spalling. Interior collumns have been shown in the photos with a tape for scale. "rotten" concrete is to me removed, the effected area formed and repoured to match unspalled conditions.
49DrawingsAllThere are multiple different sized doors throughout to building. To get accurate sizing and count can a door schedule be provided?See SoW 3.2.2.2.5-6 and 3.2.8

53SOW3.2.2.4The SOW states, "For purpose of this contract, it is assumed that the existing two layers of 3/8” thick (or single layer of ¾” thick) gypsum board on one side of existing wood studs…".

The solicitation references assumed existing gypsum board conditions, but the provided photo documentation does not clearly identify:

- Locations of existing gypsum board assemblies

- Quantities or approximate square footage of gypsum board to remain or be removed

- Visual confirmation (photos) of the referenced assemblies To ensure accurate planning, estimating, and execution, please provide:

- Annotated drawings or floor plans indicating gypsum board locations

- Estimated quantities (square footage or linear footage) per area

- Supplemental photo documentation showing representative conditions of the gypsum board on wood stud assembliesAll existing gyp board is to be demo'd. SOW states, "Replace all interior walls shown in the plans which are not currently made of concrete, or have cement asbestos board sheathing, with steel stud framed walls sheathed with 5/8” thick type X, mold resistant gypsum board on both sides at all locations where walls were shown on the provided draft building floorplan (attachment 09).
54SOW3.2.2.4Paragraph 3.2.2.4 specifies:

• “Replace all interior walls shown in the plans… with steel stud framed walls,”

• "Remove as much termite damaged framing as can be done without disturbing the cement asbestos board sheathing on the restroom sides of the walls."

These directives appear to conflict.

Please clarify the following:

1. Is the intent to demolish all wood framing and reframe walls with steel studs (Hallways, Rooms)?

2. Is the intent to leave the walls that have gypsum, with the possibility that the may contain ACM?

2. Remove only termite damaged wood framed walls without disturbing ACM. Please clearly identify locations.

3. Please clearly identify any and all walls to remain. The intent is to demolish all wood framing. And reframe with steel stud IAW 3.2.2.4. The expection to this is the cement asbestos board on the restroom side walls. For wood studs near the asbestos cemement board, remove and replace as much as possible with out distrubing the asbestos cement. The only wall that may remain is as small a section possible of the wall associated with the asbestos cement.
55SOW3.2.2.5The requirement is for plastic or stainless steel signage? Each material has a significant price difference. To obtain a more accurate pricing, can a selection be made at this time?Plastic is prefered to prevent rust

To support effective project delivery and minimize delays or rework, we respectfully request approval for a second round of Q&A following the initial response to submitted RFIs. This would allow the project team to:

•Clarify any ambiguities in the initial responses
•Address follow-up questions that arise during implementation planning
•Ensure alignment across all stakeholders before mobilization
