PERFORMANCE WORK STATEMENT
Multilateral Administrative Requirements Vehicle (MARVel)
FOR THE OPTICS DIVISION
AFRL/RDS
1.0 SCOPE. This effort shall be conducted pursuant to the provisions of the Multilateral Administrative Requirements Vehicle (MARVel) Services contract Performance Work Statement (PWS). The objective of this Task Order (TO) is to provide administrative and programmatic support services for the Optics Division, Directed Energy Directorate, Air Force Research Laboratory (AFRL/RDS). Specific requirements for this TO were drawn from the overall PWS and are stated in paragraph 3.0 below.
2.0 BACKGROUND:
The Optics Division has two geographically separated locations. The division staff, the Starfire Optical Range (SOR) Branch, and the Satellite Assessment Center (SatAC) are located on Kirtland AFB (KAFB), NM. SOR is located on the far southeast edge of KAFB, while SatAC is housed in Building 914 on KAFB. The AFRL/RDSM Maui Space Surveillance System (MSSS) Branch is located on Maui, HI. RDSM has its branch office at 550 Lipoa Parkway, Kihei, HI, with operations and research locations at the Remote Maui Experiment (RME) site about one mile east of the branch office. The Maui Space Surveillance Complex (MSSC) is atop Mt.
Haleakala. Included in RDSM Branch is the Maui High Performance Computing Center
(MHPCC).
Some of this task order’s requirements are for KAFB and some are for Maui. Occasionally, the Division will require a TBD contractor to travel from one site to the other, or on rare occasion, travel to additional locations. Contractors may be required to travel on weekends and Federal holidays in support of division requirements. Contractor management support must ensure they send the individual’s security clearance via Joint Personnel Adjudication System (JPAS) to the travel destination, and perm-cert it for one year.
2.1 REFERENCE DOCUMENTS: The documents contained in the Basic PWS and Appendix A-2 are applicable to this task order.
3.0 PERFORMANCE REQUIREMENTS-ADMINISTRATIVE & SUPPORT
BUSINESS SERVICES: AFRL/RDS requires various administrative, facility and financial services for its respective Division and Branches. The following is applicable to the basic effort and all options, if exercised.
3.1 Management. The contractor shall provide a management structure to accomplish this task order in compliance with the provisions in Sections 3.1 through 3.1.2.1; and Sections 3.1.3 through 3.1.3.3 of the Basic PWS.
3.2 Business Services. The Contractor shall perform all services described in the following Basic PWS Paragraphs:

3.2.4.1 Program and Project Services. In addition to Basic PWS requirements, the following is also required: Generates required funding documents for specific actions, such as AFMC Form 36 (PR), DD Form 448 (MIPR), AF Form 4009 (GPC), AF Form 406 (MORD), AFMC Form 277 (Reimbursable for Labor), AF Form 9 (RFP), and AF Form 616 (FCA).
3.2.4.2 Program and Project Database Review and Analyses

3.2.4.5 Human Resources Services. In addition to Basic PWS requirements, the following is also required: Ensures military Officer Performance Reports (OPRs) and military and civilian award packages are timely and comply with current policy requirements, administers military and civilian personnel actions to include Change of Reporting Officials (CROs), and supports annual Civilian Compensated Contribution System (CCS) process.

3.2.6 Security Visitor Control Center
3.2.6.1 Security Visitor Control Center Operation Services. In addition to Basic PWS requirements, the following is also required: Provides support to the Starfire Optical Range (SOR) facility entry control point (ECP). Physically staffs the ECP guard post at the vehicle entry point to SOR, conducts area security checks and controls access, maintains a security visitor log, in-processes visitors, verifies paperwork and inspects incoming and outgoing materials and equipment, confirms visitor clearances and sends visit certifications for Civilian and Military personnel using Joint Personnel Adjudication System (JPAS), updates and maintains the SOR Access Control Database, coordinates visitor and access list for conferences and meetings taking place at the SOR, presents controlled area site training and maintains training records by updating the Access Control Database with training date, provides visit certification instructions to all personnel visiting SOR and other AFRL PRS facilities, works with PRS Visitor Assistance personnel, AFRL PRS security and AFRLPRS front office personnel, performs and enforces Force Protection procedures, responds to Giant Voice notifications, coordinates with SOR site personnel on all maintenance, delivery, and law enforcement personnel entering the SOR compound, and assists the Office Security Manager.
3.3 Administrative Services. The Contractor shall perform all services described in the following Basic PWS Paragraphs:
3.3.1 Administrative Services
3.3.1.1 Conference, Meeting, and Seminar Services. In addition to Basic PWS requirements, the following is also required: Serves as the Point of Contact (POC) for tasker activities and workflow responses for AFRL/RDS, coordinates with workflow monitors to ensure timely and accurate workflow and tasker responses. Supports the AFRL/RD internal conference coordination process, interfaces with other AFRL Technical Directorates Conference POCs, HQ, AFMC, and SAF for process coordination and guidance, generates and compiles monthly conference package for AFRL/RD Front Office, and validates data in conference packages submitted by users.
3.3.1.2 Purchase Documentation
3.3.1.3 Unit Manning Document Services
3.3.1.5 Research and Development Case File Services. In addition to Basic PWS requirements, the following is also required: Collects and maintains information for Program Management Reviews (PMR) and Lab Management Reviews (LMR) and performs data entry into the Clarity & SharePoint systems for R&D Case File support to include Research Summaries.

4.0 SURVEILLANCE MATRIX. The Surveillance Matrix, Paragraph 4.0, the Contractor Performance Assessment Reports System (CPARS), paragraph 4.1 and Table 4.1 from the Basic PWS are applicable to this task order in its entirety.
5.0 GENERAL INFORMATION: Basic PWS Paragraphs 5.1 through 5.3 and 5.8 are applicable to this task order in their entirety.
5.2 TRAVEL REQUIREMENT: Minimal Travel is anticipated in the performance of this task order. Travel will be authorized by the COR and Contracting Officer and will be negotiated for a firm-fixed price in advance.
5.5 DELIVERABLES: None other than what is stated in the CDRLs.
5.7 HOURS OF WORK: Monday through Friday, working 80 hours per pay period covering the core hours of 0900 hours through 1500 hours, excluding holidays listed in Basic PWS Paragraph
5.8 and executive orders.

5.10 MISSION ESSENTIAL SERVICES / TRAVEL
6.0 SECURITY REQUIREMENTS. Basic PWS Paragraphs 6.1 through 6.2.8 are applicable to this task order in their entirety.
6.1 Security Clearance applicable to this task order is Top Secret/Sensitive Compartmented Information (TS/SCI). A majority of work will be done at the Secret Collateral security level and a small portion of work will be done at the TS/SCI level. The contractor and appropriate personnel, determined on a case by case basis, shall fulfill TS/SCI work requirements. The TS/SCI support requirements are located at the AFRL/RDSM Maui Space Surveillance System (MSSS) Branch located in Maui, HI.
7.0 ATTACHMENTS/MISCELLANEOUS INFORMATION. Basic PWS Paragraphs 7.1 through 7.5 are applicable to this task order in their entirety.
