PERFORMANCE WORK STATEMENT
Multilateral Administrative Requirements Vehicle (MARVel)
FOR THE MISSION PLANNING AND SUPPORT DIVISION (RDM)
1.0 SCOPE: This effort shall be conducted pursuant to the provisions of the TBD Services contract Performance Work Statement (PWS). The objective of this Task Order (TO) is to provide administrative and programmatic services for the Mission Planning and Support Division, Directed Energy Directorate, Air Force Research Laboratory (AFRL/RDM). Specific requirements for this TO were drawn from the overall PWS and are stated in paragraph 3.0 below.
2.0 BACKGROUND:
AFRL/RDM provides the Visitor Control Center, Operations Security (OPSEC), corporate communication, the Director’s Action Groups (DAG) and Technical Transfer/Transition/ Outreach management support to the Phillips Research Site consisting of the Space Vehicles and Directed Energy Directorates. In addition, the Division provides dedicated administrative support to the Directed Energy Directorate’s Front Office staff as well as for the Division.
2.1 REFERENCE DOCUMENTS: The Security, Administration and STINFO/Work Unit Case File Management documents contained in the Basic PWS and Appendix A-2 are applicable to this task order.
3.0 PERFORMANCE REQUIREMENTS-ADMINISTRATIVE & SUPPORT
BUSINESS SERVICES: AFRL/RDM requires various administrative and security support for Phillips Research Site (PRS), AFRL/RD and its respective Division and Branches. The following is applicable to the basic effort and all options, if exercised.
3.1 Management. The contractor shall provide a management structure to accomplish this task order in compliance with the applicable provisions in Sections 3.1 of the Basic PWS.
3.2 Business Services. The Contractor shall perform all services described in the following Basic PWS Paragraphs:
3.2.1 Records Management
3.2.1.1 FARM and RC Services
3.2.1.2 ARM Coordination
3.2.4.3 Safety and Security Program Services. In addition to Basic PWS requirements, the following is also required: Supports Operational Security (OPSEC) services for both Space Vehicles and Directed Energy Directorates, consisting of administering all functions of the OPSEC and Program Protection Tools.
Reports systems failures, performs physical OPSEC assessments of visit requests, ensures OPSEC complies with Secure Internet Protocol Router (SIPR) requests, monitors, tracks and documents items through the Tasks Tracker, provides required reports and surveys, processes visit requests, briefs newcomers and student scholars, coordinates and performs assessments of legal permanent resident and foreign visit requests, and maintains OPSEC files and continuity binders.
3.2.4.5 Human Resources Services. In addition to Basic PWS requirements, the following is also required: Ensures military Officer Performance Reports (OPRs) and military and civilian award packages are timely and comply with current policy requirements, administers military and civilian personnel actions to include Change of Reporting Officials (CROs), and supports annual Civilian Compensated Contribution System (CCS) process.
3.2.4.6 Scientific and Technical Information Office Services
3.2.4.7 Facility Services. In addition to Basic PWS requirements, the following is also required: Provide facility services to Buildings 1900 and 442.
3.2.6 Security Visitor Control Center Services
3.2.6.1 Security Visitor Control Center Operations Services. In addition to Basic PWS requirements, the following is also required: Supports the operation of the AFRL-Phillips Research Site Visitor Control Center, including the Space Development and Test Directorate system (SMC/AD).
3.3 Administrative Services. The Contractor shall perform all services described in the following Basic PWS Paragraphs:
3.3.1 Administrative Services
3.3.1.1 Conference, Meeting, and Seminar Services. In addition to Basic PWS requirements, the following is also required: Schedules activities, informs participants via email of meeting content, time and location, schedules conference rooms, coordinates with other administrative and security personnel, such PRS security to establish requirements/procedures. Performs visitor/meeting functions. AFRL/RV and RD Directors’ Action Groups (DAG) services consist of performing general logistical, management, and administrative services. This may include adjusting normal duty hours to accommodate function agendas. The contractor shall provide a cellular phone for this function. Serve as Point of Contact (POC) for tasker activities and workflow responses for AFRL/RDF. Coordinates with workflow monitors to ensure timely and accurate workflow and tasker responses. Supports AFRL/RD internal conference coordination process, interfaces with other AFRL Technical Directorates Conference POCs, HQ, AFMC, and SAF for process coordination and guidance, generates and compiles monthly conference package for AFRL/RD Front Office, and validates data in conference packages submitted by users.

3.3.1.5 Research and Development Case File Services. In addition to Basic PWS requirements, the following is also required: Collects and maintains information for Program Management Reviews (PMR) and Lab Management
Reviews (LMR), and performs data entry into the Clarity & SharePoint systems for R&D Case File support to include Research Summaries.
3.3.2 Data Processing
3.3.2.1 Corporate Communications. In addition to Basic PWS requirements, the following is also required: Prepares and edits the AFRL Monthly Activity Reports (MAR) for RD and RV, participates with the AFRL HQ telephonic review board of the MAR, interfaces with AFRL/CCX (Corporate Communications Office) on taskings to update various AFRL HQ communication/marketing programs, responds to media inquiries for both Directorates, drafts award submissions for various venues throughout the year, reviews and identifies RD and RV documents in the OPSEC tool for format, grammar, and readability for possible media releases, flags external written media releases for RD or RV review for publication suitability, drafts RD and RV annual Year in Review document, reviews and edits the ReDRoVer weekly newsletter and AFRL Digital magazine, ensures AFRL graphics/printing products are current and used correctly to include logos, photos, posters, flyers, booklets, retirement going-away items, banners and signs, business cards, and brochures; maintains day to day activities at the AFRL New Mexico Institute’s (NMI) three Collaboration Centers (NMI Maxwell, NMI Heritage, and NMI Sunport) including audio visual equipment testing and scheduling, coordinating catering, badging, and registration.
3.3.2.2 Defense Travel System Services

4.0 SURVEILLANCE MATRIX. The Surveillance Matrix, Paragraph 4.0, the Contractor Performance Assessment Reports System (CPARS), paragraph 4.1 and Table 4.1 from the Basic PWS are applicable to this task order in its entirety.
5.0 GENERAL INFORMATION: Basic PWS Paragraphs 5.1 through 5.3 and 5.8 are applicable to this task order in their entirety.
5.5 DELIVERABLES: None other than stated in the CDRLs.
5.7 HOURS OF WORK: Monday through Friday, working 80 hours per pay period covering the core hours of 0900 hours through 1500 hours, excluding holidays listed in Basic PWS Paragraph
5.8 and executive orders. The Visitor Control Center Section must be manned from 0700 hours through 1630 hours. There is an occasional need for work performed outside the normal core hours for the Directors’ Action Groups (DAG). The work for the DAG will not be more than 80 hours per pay period. Over time will not be paid.

6.0 SECURITY REQUIREMENTS. Basic PWS Paragraphs 6.1 through 6.2.8 are applicable to this task order in their entirety.
