PERFORMANCE WORK STATEMENT
Multilateral Administrative Requirements Vehicle (MARVel)
FOR THE INTEGRATION AND OPERATIONS DIVISION
AFRL/RVO
1.0 SCOPE. This effort shall be conducted pursuant to the provisions of the Multilateral Administrative Requirements Vehicle (MARVel) Services contract Performance Work Statement (PWS). The objective of this Task Order (TO) is to provide administrative and programmatic support services for the Integration and Operations Division, Space Vehicles Directorate, Air Force Research Laboratory (AFRL/RVO and Detachment 8). Specific requirements for this TO were drawn from the overall PWS and are stated in paragraph 3.0 below.
2.0 BACKGROUND:
The Space Vehicles Directorate’s Integration and Operations Division provides human resources, orderly room, facilities, and logistics support to the Phillips Research Site consisting of the Space Vehicles and Directed Energy Directorates. In addition, the Division provides dedicated support to just the Space Vehicles Directorate for environmental, strategic and tactical planning, mailroom services, and program management requirements. The Division also provides program status information required to guide future planning and serves as the primary focal point for all interactions with AFRL HQ and other agencies for current and out-year issues.
2.1 REFERENCE DOCUMENTS: The documents contained in the Basic PWS and Appendix A-2 are applicable to this task order.
3.0 PERFORMANCE REQUIREMENTS-ADMINISTRATIVE & SUPPORT
BUSINESS SERVICES: AFRL/RVO requires various administrative services for its respective Division and Branches. The following is applicable to the basic effort and all options, if exercised.
3.1 Management. The contractor shall provide a management structure to accomplish this task order in compliance with the provisions in Sections 3.1 through 3.1.2.1; and Sections 3.1.3 through 3.1.3.3 of the Basic PWS.
3.2 Business Services. The Contractor shall perform all services described in the following Basic PWS Paragraphs:

In addition to Basic PWS requirements, the following is also required: Ensures military Officer Performance Reports (OPRs) and military and civilian award packages are timely and comply with current policy requirements, administers military and civilian personnel actions to include Change of Reporting Officials (CROs) and hiring packages, and supports annual Civilian Compensated Contribution System (CCS) process.

3.3 Administrative Services. The Contractor shall perform all services described in the following Basic PWS Paragraphs:

3.3.1.1 Conference, Meeting, and Seminar Services. In addition to Basic PWS requirements, the following is also required: Perform working group, visit and conference management assistance to support the planning and coordinating of official visits, conferences, working group and technical interchange meetings, and other official functions at both government and non-government facilities; provides weekly status reports to the Director’s Action Group.

In addition to Basic PWS requirements, the following is also required: Collects and maintains information for Program Management Reviews (PMR) and Lab Management Reviews (LMR). 3.3.3 Mail Room Distribution. In addition to Basic PWS requirements, the following is also required: Provides services to operate and manage the AFRL-Phillips
Research Site (PRS) Activity Distribution Office (ADO) Mail Center. The PRS ADO serves as the exchange point between the Kirtland AFB Official Mail Center and action offices within the Phillips Research Site and the Space Development and Test Directorate (SDTD). The PRS ADO Mail Room receives and dispatches unclassified and classified administrative communications to PRS and SDTD action offices. Provides daily operation services for the pick-up, delivery, dissemination of mail and packages up to 70 pounds, and operation of the government’s mail vehicle(s). Processes all accountable mail, classified and unclassified during ADO operating hours. Checks and labels all technical and other reports for mailing, including taking to the reproduction center. Contacts accountable mail addressees the same day as delivery of the accountable mail, preferably prior to noon, and follow-up daily until the accountable mail is properly delivered. Ensure accountable mail preparation of transmittal forms, labels, and packaging is accomplished as required. Performs daily pick-up and mail distribution to PRS and the Space and Missile Center’s Space Development and Test Directorate (SMC/SDTD) mail stops in various buildings using a government provided vehicle (requires ability to obtain/maintain a state driver’s license). Performs light maintenance on the government provided vehicle (typically a medium size step-van). Light maintenance includes checking oil, water, and tires, washing the truck periodically when required, and taking the vehicle to maintenance when required by the government. Vehicle problems will be identified to the PRS Vehicle Control Officer and the AFRL/RVOP customer. Resolves incorrect addresses in order to deliver the mail items to the proper office or individual address. Provides customers with assistance of the proper use of government mail center services and in use of the commercial FedEx system.
4.0 SURVEILLANCE MATRIX. The Surveillance Matrix, Paragraph 4.0, the Contractor Performance Assessment Reports System (CPARS), paragraph 4.1 and Table 4.1 from the Basic PWS are applicable to this task order in its entirety.
5.0 GENERAL INFORMATION: Basic PWS Paragraphs 5.1 through 5.3 and 5.8 are applicable to this task order in their entirety.
5.2 TRAVEL REQUIREMENT: Minimal Travel is anticipated in the performance of this task order. Travel will be authorized by the COR and Contracting Officer and will be negotiated for a firm-fixed price in advance.
5.5 DELIVERABLES: None other than what is stated in the CDRLs.
5.7 HOURS OF WORK: Monday through Friday, working 80 hours per pay period covering the core hours of 0900 hours through 1500 hours, excluding holidays listed in Basic PWS, paragraph 5.8 and executive orders. The service provider will work with the government customer of the assigned location (e.g., division chief, branch chief, section chief) and meet office duty hour requirements per the above criteria.

6.0 SECURITY REQUIREMENTS. Basic PWS Paragraphs 6.1 through 6.2.8 are applicable to this task order in their entirety.
