PERFORMANCE WORK STATEMENT
Multilateral Administrative Requirements Vehicle (MARVel)
FOR THE CONTRACTING DIVISION
AFRL/RDK
1.0 SCOPE: This effort shall be conducted pursuant to the provisions of the Multilateral Administrative Requirements Vehicle (MARVel) Services contract Performance Work Statement (PWS). The objective of this Task Order (TO) is to provide administrative and programmatic services for the Contracting Division supporting the Directed Energy Directorate, Air Force Research Laboratory (AFRL/RDK). Specific requirements for this TO were drawn from the overall PWS and are stated in paragraph 3.0 below.
2.0 BACKGROUND: AFRL/RDK provides the full range of contracting activities for the AFRL Directed Energy Directorate in support of the advancement of directed energy technologies on a system, component, and subsystem basis. It assists in the development of the contracting goals and objectives that support laboratory programs, functional area, and group objectives. AFRL/RDK ensures research and development contracting actions comply with legal and regulatory requirements while meeting customer needs. As a business focal point for all technology directorate contracting activities, it establishes, develops, and maintains effective working relationships with higher Air Force command levels, contractors, business and industry representatives, customer organizations, federal, state, and allied organizations such as financial management and staff judge advocate offices.
2.1 REFERENCE DOCUMENTS: The Administration, Security, and Safety documents contained in the Basic PWS and Appendix A-2 are applicable to this task order.
3.0 PERFORMANCE REQUIREMENTS-ADMINISTRATIVE & SUPPORT
BUSINESS SERVICES: AFRL/RDK requires various administrative services its respective Division and Branches. The following is applicable to the basic effort and all options, if exercised.
3.1 Management. The contractor shall provide a management structure to accomplish this task order in compliance with the provisions described in the following Basic PWS Paragraphs:

3.3 Administrative Services. The Contractor shall perform all services described in the following Basic PWS Paragraphs:

Conference, Meeting, and Seminar Services. In addition to Basic PWS requirements, the following is also required: Serve as the Point of Contact (POC) for tasker activities and workflow responses for AFRL/RDK.
Coordinates with workflow monitors to ensure timely and accurate workflow and tasker responses. Enters, monitors, tracks and reports information into and from the Government’s automated Conference Tracking Management (CTM) System for the Division.

4.0 SURVEILLANCE MATRIX. The Surveillance Matrix, Paragraph 4.0, the Contractor Performance Assessment Reports System (CPARS), paragraph 4.1 and Table 4.1 from the Basic PWS are applicable to this task order in its entirety.
5.0 GENERAL INFORMATION: Basic PWS Paragraphs 5.1, 5.3, and 5.8 are applicable to this task order in their entirety.
5.4 DELIVERABLES: None other than stated in the CDRLs.
5.7 HOURS OF WORK: Monday through Friday, 0730 hours through 1630 hours, excluding holidays listed in Basic PWS Paragraph 5.8 and executive orders.

5.10 MISSION ESSENTIAL SERVICES / TRAVEL
6.0 SECURITY REQUIREMENTS. Basic PWS Paragraphs 6.1 through 6.2.8 are applicable to this task order in their entirety.
6.1 Security Clearance applicable to this task order is Secret/Collateral.
7.0 ATTACHMENTS/MISCELLANEOUS INFORMATION. Basic PWS Paragraphs 7.1 through 7.5 are applicable to this task order in their entirety.
