About this file

This document is Attachment 3: 52.212-2 Evaluation for Commercial Products and Commercial Services, dated 04/18/2025 with Revision 02. The attachment outlines the government's evaluation criteria for quotations, which will be used to issue a purchase order. The government will evaluate quotations based on three primary factors: (1) Technical capabilities, (2) Past Performance, and (3) Price, using a comparative evaluation process as specified in FAR 13.106-2(b)(3).

The evaluation approach allows the government to select the most advantageous quotation, not necessarily the lowest-priced option. The technical evaluation will assess how well a quotation meets or exceeds the solicitation requirements. Past performance will be evaluated by examining the quoter's historical performance through sources like customer surveys, CPARS (Contractor Performance Assessment Reporting System), and the contracting officer's previous experience. Price evaluation will be conducted by adding the total of all line item prices. The government reserves the right to choose a quotation that provides additional benefits beyond the minimum requirements.
