Amendment 0001 Questions/Answers

What equipment is in the plant. Just boilers or boilers and chillers? Manufacturer and size. Any specialty equipment such as Co-gen or alt fuels?

3 250HP Johnston Steam boilers circa 2011-OP ~60PSIG-8000+ lbs/hr each. Once a month fire off on Number 2 but generally run on natural gas. There is a 200kw microturbine that feeds a Cain industries low pressure heat recovery steam generator (DA -tank heat source).

The micro turbine is independently maintained by contract and is mostly an (on or off responsiblity)

I saw 12-hour shifts. What days and times would this operator cover? Does schedule provide two consecutive days off?

It is a pittman schedule. 36 hours 1 week 48 the next. It is a 2on 2off 3on 2off 2on 3off format where you get every other weekend (fri-Sunday off)

Do you anticipate OT for call-offs? Does this on duty operator extend by 6 hours in this case, working 18 hours? How does that work if there is a consecutive shift to cover 6 hours later?

It is anticipated that that a call out would be expected to be covered by an operator that was off duty by switching days or taking it as OT. The station chief serves as a potential on call backup. Extending tours beyond 12 hours is a last minute extreme and would be considered OT

For weeks where operators work greater than 40 hours (EG 4 - 12 hours shifts, 48 hours), I believe MA law would require the 8 hours to be paid as OT.

MA law doesn’t allow averaging time over weeks for OT purposes. How would this be handled.

Federal regulations and constraints may differ not all MA law is applicable despite location (for instance MA licensure is not required). For compressed work schedules where 1 week is less than 48hours rules can also vary. VA request is for 84 hours to be a united single completive price to the government; how employers compensate and comply with contract clauses and legalities are solely the contractors due diligence and discretion.

How many operators are in the current rotation? How many operators are on shift at a time?

Full staffed is 5 operators and supervisor where 1 operator serves as a maintenance shift Monday through Friday. Currently there are 4 operators and 0 supervisors. We have a retirement 12/19 that shall leave us with 3 operators, this contract shall replace the retiree and provide funding to bring on another should the need arise while we seek permanent staffing. It is anticipated that the first operator would be on a 7PM-07AM overnight tour

How would onboard training work and any facility specific requirements for competency prior to qual letter for independent watch standing?

We would overlap with out staff and operators for several days to review SOPs. The plant is fairly modern with few nuances and reasonably well-automated compared to many locations, but familiarity with the VA references and directive requirements during operations is a necessity and prior operating experience at a VA is preferred. Operators are required to have 5+years of relevant experience.

With 3100 hours regular time, are you looking for more than one full time operator? (2080 hours regular time in 1 year).

We are making provisions to land 2 operators if necessary but hope to only utilize and need one as mentioned above.
